The main goal of COP 29 was to finalize a new goal on finance- often termed as <span style=\"color: #ff0000;\">New Cumulative Quantitative Goal on Climate Finance <span style=\"color: #333333;\">(<\/span>NCQG<span style=\"color: #333333;\">)<\/span><\/span><span style=\"color: #333333;\">.<\/span> The Paris Agreement 2015 (COP 21) had called for the <span style=\"color: #ff0000;\">finalization of NCQG before 2025<\/span>. However, the agreement did not mention the year from which the new amount has to be mobilized.<\/p>\n<p>The developing countries had asked for the <span style=\"color: #ff0000;\">NCQG<\/span> to be set at <span style=\"color: #ff0000;\">1.3 trillion dollars every year<\/span>. However, the developed countries <span style=\"color: #ff0000;\">completely ignored the demands of the developing countries<\/span>. The <span style=\"color: #ff0000;\">developed countries<\/span> managed to force an agreement at COP 29, of <span style=\"color: #ff0000;\">putting together 300 billion dollars a year<\/span> as part of the NCQG framework, that too <span style=\"color: #ff0000;\">from 2035<\/span>. Establishment of Carbon Market Mechanisms-<\/strong> COP29 successfully<span style=\"color: #ff0000;\"> finalized agreements on the carbon market mechanisms outlined in Article 6 of the Paris Agreement<\/span>, which had been unresolved for nearly a decade. This includes provisions for both <span style=\"color: #ff0000;\">bilateral carbon trading<\/span> (<span style=\"color: #ff0000;\">Article 6.2<\/span>) and <span style=\"color: #ff0000;\">a global crediting mechanism<\/span> (<span style=\"color: #ff0000;\">Article 6.4<\/span>).<\/p>\n<p><strong>3. Focus on National Adaptation Plans (NAPs)-<\/strong> A support program for <span style=\"color: #ff0000;\">implementing NAPs<\/span> has been established at the COP 29 to <span style=\"color: #ff0000;\">address climate adaptation<\/span> for <span style=\"color: #ff0000;\">least developed countries<\/span> (<span style=\"color: #ff0000;\">LDCs<\/span>).<\/p>\n<p><strong>4. Inadequate Financing-<\/strong> The finance commitment of developed countries to provide <span style=\"color: #ff0000;\">$300 billion annually by 2035<\/span>, is &#8216;<span style=\"color: #ff0000;\">too little<\/span>, <span style=\"color: #ff0000;\">too distant<\/span>&#8216; when compared to the <span style=\"color: #ff0000;\">estimated $1.3 trillion needed each year<\/span> by the developing countries.<\/p>\n<p><strong>2. Overreliance on Loans Instead of Grants-<\/strong> The financial package agreed upon is being criticized for being <span style=\"color: #ff0000;\">heavily reliant on loans<\/span> rather than <span style=\"color: #ff0000;\">grants<\/span>. This approach of sanctioning loans instead of providing for grants, could <span style=\"color: #ff0000;\">exacerbate the debt burdens of developing nations<\/span> already struggling with economic challenges.<\/p>\n<p><strong>3. Failure to Address Fossil Fuel Phase-Out-<\/strong> \u2018<span style=\"color: #ff0000;\">Transitioning away from fossil fuels<\/span>\u2019 that was hailed as a historic breakthrough in the final decision of COP 28 in Dubai was not repeated in the mitigation outcome in COP 29.<\/p>\n<p><strong>4. Unmet Emission Goals-<\/strong> COP 29 saw <span style=\"color: #ff0000;\">insufficient pledges to meet the 1.5\u00b0C target<\/span>. According to IPCC the global emissions have been rising in 2023.<\/p>\n<p><strong>5.
