{"id":3182,"date":"2019-03-30T17:04:23","date_gmt":"2019-03-30T11:34:23","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=3182"},"modified":"2019-03-30T17:04:23","modified_gmt":"2019-03-30T11:34:23","slug":"bengal-odisha-schemes-held-up-for-incomplete-info-ec-2","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/bengal-odisha-schemes-held-up-for-incomplete-info-ec-2\/","title":{"rendered":"Bengal Odisha schemes held up for incomplete info: EC"},"content":{"rendered":"\n<ol class=\"wp-block-list\"><li>The Election Commission has said that it had\nstopped Odisha\u2019s Kalia Scheme and West Bengal\u2019s Krishak Bandhu scheme under the\nModel Code of Conduct on the grounds that the schemes had incomplete\ninformation about beneficiaries. <\/li><li>Relevant information about beneficiaries is\nnecessary to ensure the states are extending benefits to only existing\nbeneficiaries and not enrolling new ones during election season. In 2005, EC\nhad notified that beneficiary projects where specific beneficiaries by name\nhave been identified before coming of the Model Code of Conduct into force can\nbe continued, even after elections are announced, without any reference to EC.<\/li><li>EC\u2019s response comes in the backdrop of\nallegations by Odisha and West Bengal state governments. The state governments\nhad accused EC for being biased and complained that implementation of Krishak\nBandhu and Kalia scheme were stopped even as implementation of the Centre\u2019s\nPradhan Mantri Kisan Samman Nidhi (PM-Kisan) was allowed.<\/li><li>\u201cKrushak Assistance for Livelihood and Income\nAugmentation\u201d (Kalia) scheme of Odhisa is a direct cash transfer scheme for\nsmall and marginal farmers and landless agricultural labourers. It seeks to\nprovide financial assistance of Rs.25, 000 per farm family over five seasons to\nsmall and marginal farmers so that farmers can purchase farm inputs use\nassistance towards labour and other investments. Further, financial Assistance\nof Rs.12500 will be provided to each landless Agricultural Household for carrying\nout agricultural allied activities.<\/li><li>Krishak Bandhu Scheme of West Bengal provides\nall farmers with a financial aid of Rs. 10,000 on an annual basis, which is to\nbe paid in two instalments (Kharif and Rabi season).<\/li><li>PM Kisan Samman Nidhi Yojana (PM Kisan) provides\nfor a direct income support of Rs 6,000\/annum to small and marginalised\nfarmers.<\/li><\/ol>\n","protected":false},"excerpt":{"rendered":"<p>The Election Commission has said that it had stopped Odisha\u2019s Kalia Scheme and West Bengal\u2019s Krishak Bandhu scheme under the Model Code of Conduct on the grounds that the schemes had incomplete information about beneficiaries.
