{"id":31832,"date":"2018-10-29T11:26:26","date_gmt":"2018-10-29T05:56:26","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31832"},"modified":"2018-10-29T11:26:26","modified_gmt":"2018-10-29T05:56:26","slug":"ec-pulled-up-for-backing-simultaneous-polls","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/ec-pulled-up-for-backing-simultaneous-polls\/","title":{"rendered":"EC pulled up for backing simultaneous polls"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/news\/national\/ec-pulled-up-for-backing-simultaneous-polls\/article22491823.ece\"><b>EC pulled up for backing simultaneous polls<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Questions have been raised by lawmakers about Election Commission\u2019s recent statements endorsing simultaneous elections to the Lok Sabha and the Assemblies.<\/span><\/li>\n<\/ul>\n<p><b>Background:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There had been simultaneous elections until 1967, but the pattern changed after the <\/span><b>dissolution of some Assemblies<\/b><span style=\"font-weight: 400;\"> through the imposition of President\u2019s rule under Article 356.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Since then, there have been instances of two general elections within a year.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The next <\/span><b>Lok Sabha election is scheduled for 2019.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In 2018, 13 States will go to the polls, <\/span><b>nine in 2019 and one in 2020.<\/b><\/li>\n<\/ul>\n<p><b>What are the arguments put forward by the law makers?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Firstly, the <\/span><b>election commission does not have the permission to decide on the issue.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Secondly there is no guarantee that all the State governments and the Union government elected on the same day <\/span><b>will survive for the next five years.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Thirdly, our parliamentary system of governance<\/span><b> does<\/b> <b>not permit simultaneous elections.<\/b><\/li>\n<\/ul>\n<p><b>Steps needed to amend the Constitution to facilitate simultaneous elections:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A <\/span><b>constitutional amendment<\/b><span style=\"font-weight: 400;\"> would have to be cleared by both Houses of Parliament.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It would have to be <\/span><b>ratified by the Assemblies of half of the States<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The other way was for all <\/span><b>Assemblies and the Union government to agree to the plan voluntarily.<\/b><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>EC pulled up for backing simultaneous polls Context: Questions have been raised by lawmakers about Election Commission\u2019s recent statements endorsing simultaneous elections to the Lok Sabha and the Assemblies.
