{"id":31834,"date":"2018-10-29T11:26:57","date_gmt":"2018-10-29T05:56:57","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31834"},"modified":"2018-10-29T11:26:57","modified_gmt":"2018-10-29T05:56:57","slug":"the-perilsous-march-of-hindistan","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/the-perilsous-march-of-hindistan\/","title":{"rendered":"The perilsous march of Hindistan"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/opinion\/op-ed\/the-perilous-march-of-hindistan\/article22492143.ece\"><b>The perilsous march of Hindistan<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Congress leader Shashi Tharoor recently questioned in Lok Sabha the purpose of making Hindi an official language at the United Nations. <\/span><\/li>\n<\/ul>\n<p><b>The three-language policy:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Parliament passed the Official Language Resolution in 1968, stipulating that <\/span><b>a modern Indian language (MIL), preferably one of the southern languages, be studied in Hindi-speaking areas<\/b><span style=\"font-weight: 400;\"> (along with Hindi and English) and that <\/span><b>Hindi be studied in areas where it is not spoken (along with the regional languages and English).<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The three-language policy was meant for the <\/span><b>entire country.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, the policy took a whole different shape as if it was a prescription <\/span><b>for non-Hindi-speaking States alone.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">While non-Hindi-speaking States (except Tamil Nadu) <\/span><b>adhered to the three-language policy,<\/b><span style=\"font-weight: 400;\"> Hindi-speaking States too not only <\/span><b>gave up on teaching a non-Hindi language<\/b><span style=\"font-weight: 400;\"> in their schools but <\/span><b>effectively delegitimised English.<\/b><\/li>\n<\/ul>\n<p><b>What of those recommendations has the Centre accepted?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Firstly, Students in colleges and universities in non-Hindi-speaking States will henceforth have the option of <\/span><b>taking exams and interviews in Hindi.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Secondly, it asks that <\/span><b>government advertisements<\/b><span style=\"font-weight: 400;\"> in Hindi newspapers be of \u201cbigger size\u201d and \u201cat starting pages\u201d, while those in English newspapers be of \u201crelatively smaller size\u201d and \u201cin middle or ending pages\u201d.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Thirdly, it mandates the purc<\/span><b>hase of more Hindi newspapers and magazines<\/b><span style=\"font-weight: 400;\"> in all Central government offices, public sector undertakings, institutions funded by the government, and private companies engaged in public service.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fourthly, In order to end the dominance of English, <\/span><b>such schools should not be given recognition by the government<\/b><span style=\"font-weight: 400;\"> which do not impart education in Hindi or mother tongue.<\/span><\/li>\n<\/ul>\n<p><b>Factors responsible to Indian language policy:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Firstly, English has become a <\/span><b>global language and a certain fluency in it is taken as a given for mobility<\/b><span style=\"font-weight: 400;\"> as well as for access to global knowledge. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Secondly, many non-Hindi Indian languages are <\/span><b>older than Hindi and their speakers<\/b><span style=\"font-weight: 400;\"> are justly proud of their rich cultural and literary heritage.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">They strive to make their respective languages <\/span><b>prominent in governance and education, while keeping English for what it is.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">These States lack both the <\/span><b>desire and the need to learn Hindi.<\/b><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The perilsous march of Hindistan Context: Congress leader Shashi Tharoor recently questioned in Lok Sabha the purpose of making Hindi an official language at the United Nations.
