The scheme incentivizes cargo transport on<span style=\"color: #ff0000;\"> National Waterways 1<\/span> (Ganga), <span style=\"color: #ff0000;\">National Waterways 2<\/span> (Brahmaputra), and <span style=\"color: #ff0000;\">National Water Waterways 16<\/span> (Barak) and provides an opportunity for the trade interests to explore movement of cargo via waterways with positive economic value proposition. The Jalvahak scheme offers <span style=\"color: #ff0000;\">reimbursement<\/span> of up to <span style=\"color: #ff0000;\">35% of the total operating expenditure incurred<\/span>.<\/p>\n<p>In this article we will look at the status of Inland waterways sector in India. We will look at its advantages and the initiatives taken for its development. What is the status of Inland waterways in India?<\/strong><\/span><\/h2>\n<p><strong>Inland Water Transport-<\/strong> Inland water transport refers to the <span style=\"color: #ff0000;\">transportation<\/span> of <span style=\"color: #ff0000;\">people<\/span>, <span style=\"color: #ff0000;\">goods<\/span>, and <span style=\"color: #ff0000;\">materials<\/span> via waterways such as <span style=\"color: #ff0000;\">rivers<\/span>, <span style=\"color: #ff0000;\">canals<\/span>, <span style=\"color: #ff0000;\">lakes<\/span>, and <span style=\"color: #ff0000;\">other navigable bodies of water<\/span> that are located within a country&#8217;s boundaries.<\/p>\n<p><strong>Inland Waterways in India-<\/strong> Under the National Waterways Act, 2016, <span style=\"color: #ff0000;\">111 waterways<\/span> (including 5 existing and 106 new) spread over <span style=\"color: #ff0000;\">24 States<\/span> have been declared <span style=\"color: #ff0000;\">National Waterways<\/span> (NWs) for development of Inland Water Transport (IWT) in the country. The cargo volume through the inland waterway has recorded a CAGR growth of 22.1% over a period of ten years from FY 2014 to FY 2024.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the advantages of Inland Waterways in India?<\/strong><\/span><\/h2>\n<p><strong>1. Lower Transportation Costs-<\/strong> Inland water transport (IWT) is considerably cheaper than road and rail transport. It is reported to be 60% cheaper than road transport and 20-30% cheaper than rail.<\/p>\n<p><strong>2. Fuel and energy efficiency-<\/strong> It is a fuel and energy efficient medium of transportation as compared to the other modes of transport like rail and road. A\/c to the <span style=\"color: #ff0000;\">Integrated National Waterways Transportation Grid Study<\/span> states that <span style=\"color: #ff0000;\">one litre of fuel<\/span> will move <span style=\"color: #ff0000;\">24 tons<\/span> through <span style=\"color: #ff0000;\">1km on road<\/span>, <span style=\"color: #ff0000;\">85km on rail<\/span> and <span style=\"color: #ff0000;\">105 km on inland water transport<\/span>.<\/p>\n<p><strong>3. Environment Friendly-<\/strong> IWT <span style=\"color: #ff0000;\">emits 10 times less carbon dioxide per ton-kilometer<\/span> compared to road transport, contributing to lower greenhouse gas emissions.<\/p>\n<p><strong>4. Less Land Requirement-<\/strong> Utilization of waterways minimizes the need for extensive land acquisition. The land acquisition is often a <span style=\"color: #ff0000;\">contentious and time-consuming process<\/span> associated with road and rail projects.<\/p>\n<p><strong>5. Employment Generation-<\/strong> The development of inland waterways is <span style=\"color: #ff0000;\">labor-intensive<\/span>, creating jobs in various sectors such as river conservancy, vessel operation, terminal management, and tourism.<\/p>\n<p><strong>6. Better connectivity-<\/strong> IWT helps in creating seamless interconnectivity connecting hinterlands along <span style=\"color: #ff0000;\">navigable river coasts<\/span> and <span style=\"color: #ff0000;\">coastal routes<\/span>. Further, riverine routes are likely to play a crucial role in connecting the north-eastern states to the mainland.<\/p>\n<p><strong>7. Tourism Development-<\/strong> Inland waterways can boost tourism through initiatives like <span style=\"color: #ff0000;\">river cruises<\/span>. However presently the IWT sector remains underutilized at a share of 2% in India\u2019s modal mix due to the following challenges-<\/p>\n<p><strong>1. Infrastructural\/Technical challenges-<\/strong> There is challenge of Inadequate depths in Indian rivers, especially <span style=\"color: #ff0000;\">northern rivers which suffer from high siltation<\/span>. This necessitates extensive dredging of Indian rivers.<\/p>\n<p><strong>2. Lack of adequate Terminals-<\/strong> There is a <span style=\"color: #ff0000;\">shortage of modern terminals<\/span> and <span style=\"color: #ff0000;\">maintenance<\/span>, <span style=\"color: #ff0000;\">repair<\/span>, and <span style=\"color: #ff0000;\">overhaul<\/span> (MRO) facilities for vessels, impacting their operational efficiency.<\/p>\n<p><strong>3. Environmental Concerns-<\/strong> Dredging activities necessary for maintaining navigability can lead to environmental degradation (like <span style=\"color: #ff0000;\">riverbed damage<\/span>, <span style=\"color: #ff0000;\">aquatic species damage<\/span>) and community resistance due to fears of displacement or ecological harm.<\/p>\n<p><strong>4. Technical Limitations-<\/strong> <span style=\"color: #ff0000;\">Low vertical clearances from bridges<\/span> obstruct the passage of bigger vessels and the lack of Night Navigation Facilities such as <span style=\"color: #ff0000;\">Differential Global Positioning Systems<\/span> (DGPS) hampers safe navigation at night.<\/p>\n<p><strong>5. Institutional and Regulatory challenges-<\/strong> The IWT sector is often burdened by regulatory complexities and overlapping jurisdictions among various government agencies. <strong>For ex-<\/strong> Multiple authorities including the Central Inland Water Corporation Limited (CIWTC Ltd), port authorities and state governments.<\/p>\n<p><strong>6. Lack of funds-<\/strong> Dredging as well as infrastructure for IWT requires huge investments. However, both public and private funding in the sector is low.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What should be the Way Forward for the development of Inland Waterways in India?<\/strong><\/span><\/h2>\n<p>NITI Aayog has recommended the following measures for the development of Inland Waterways in India.<\/p>\n<p><strong>1. Streamline the governance of inland waterways-<\/strong> NITI Aayog recommends streamlining the regulatory structure and bringing an overarching body to oversee Inland Water Transport.<\/p>\n<p><strong>2. Develop measures for year-round navigation-<\/strong> Efforts should be made to develop deeper stretches of the river, i.e., at least 2.5 m to 3 m to achieve year-around navigation. Further the adequate maintenance of rivers, including continuous dredging to maintain adequate water depth for servicing shipping lines should be ensured.<\/p>\n<p><strong>3. Ease restrictions on river-sea movement-<\/strong> Utilizing a single vessel for both inland and coastal waters, lowers transport costs and minimizes handling. The <span style=\"color: #ff0000;\">state authorities<\/span> should <span style=\"color: #ff0000;\">draw up coordinates for inland vessel limits under the Inland Vessel Act<\/span> for their coastal waters<\/p>\n<p><strong>4. Creation of Inland Waterways transport hub in the North East-<\/strong> State governments should commence work on dredging and channel stabilization to <span style=\"color: #ff0000;\">create about 20 new ports in the Brahmaputra and Barak rivers<\/span>. The protocol for Inland Waterways between Bangladesh and India should be extended for at least 10 years to reduce uncertainty.<\/p>\n<p><strong>5. Strengthen public-private partnership-<\/strong> Private players can undertake terminal development, cargo and passenger handling, and building low-draft vessels and related repair facilities.<\/p>\n<p><strong>6.
