{"id":32263,"date":"2018-10-29T13:17:33","date_gmt":"2018-10-29T07:47:33","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=32263"},"modified":"2018-10-29T13:17:33","modified_gmt":"2018-10-29T07:47:33","slug":"enabling-a-law","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/enabling-a-law\/","title":{"rendered":"Enabling a law\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/opinion\/editorial\/enabling-a-law\/article22378707.ece\"><strong>Enabling a law<\/strong><\/a><strong>\u00a0<\/strong><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The Supreme Court has struck a blow for the rights of the disabled\u00a0,with a direction to the Central and State governments to provide full access to public facilities, such as buildings and transport, within stipulated deadlines<\/p>\n<p><strong>Supreme Court\u2019s timeline to ensure full access for the disabled to public facilities is welcome<\/strong><\/p>\n<p>People with a disability form 2.21% of India\u2019s population according to the 2011 Census.<\/p>\n<p><strong>Series of orders in response to a PIL<\/strong><\/p>\n<p>Now, in response to a public interest petition filed by a visually handicapped activist, the court has issued a series of orders:<\/p>\n<ul>\n<li>That all government buildings should be made accessible by June 2019;<\/li>\n<li>Half of all government buildings in the capital cities should meet accessibility norms by December this year;<\/li>\n<li>The Railways should present a report in three months from December 15 on implementing station facilities;<\/li>\n<li>10% of government public transport must be fully accessible by March 2018;<\/li>\n<li>And advisory boards should be formed by the States and Union Territories in three months.<\/li>\n<\/ul>\n<p><strong>Ignorance for too long<\/strong><\/p>\n<p>For too long, planners and designers have built infrastructure for use only by able-bodied individuals, ignoring the aspirations of those with disabilities, and the letter of the law.<\/p>\n<p><strong>New technology to the aid<\/strong><\/p>\n<p>A transformation requires governments to also harness the power of newer technologies.
