<\/strong><\/p>\n<ol>\n<li>The article written by MK Narayanan discusses about India\u2019s emerging relations with USA and to strike a right balance with Russia in this regard.<\/li>\n<\/ol>\n<p><strong>Important Facts:<\/strong><\/p>\n<ol start=\"2\">\n<li><strong>Indo-Russia annual summit:<\/strong> Russian President Vladimir Putin visited India recently in an annual summit which demonstrated clear <strong>\u2018mutuality of interests<\/strong>\u2019 by following outcomes:<\/li>\n<\/ol>\n<ul>\n<li>The inking of the $5.4 billion S-400 Triumf missile defence system.<\/li>\n<li>Decision to expand civil nuclear energy cooperation and a second site for Russian nuclear reactors.<\/li>\n<li>Memorandum of understanding was signed on a joint programme in the field of human space-flight, enabling Indian astronauts to be trained in Russia.<\/li>\n<li>Agreement on a regional security architecture to provide security to all countries in Asia and in the regions of the Pacific and Indian Oceans.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Earlier major outcomes with Russia: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>In 2009 India-Russia summit led to long pending sale to India of the Russian aircraft carrier, Gorshkov (since renamed Vikramaditya).<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>Comparison with US 2+2 dialogue:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>2+2 dialogue is a new concept which has been hailed as a path-breaking event to acquire state-of-the art defence equipment from the U.S.<\/li>\n<li>However acquisition of Russia\u2019s S-400 Triumf, possibly the best missile defence system in the world, has again placed Russia on India\u2019s top priority in acquiring weapons.<\/li>\n<li>There is also no Russian equivalent of the Countering America\u2019s Adversaries Through Sanctions Act (CAATSA) in place.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong>Significance of 2+2 dialogue:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>S. employs 2+2 Dialogue with some of its closest allies including Japan and Australia which has given the impression that India has come within the <strong>U.S. orbit of influence<\/strong>, detaching itself further from Russia.<\/li>\n<li>It is seen as US attempt to woo India mainly with the aim of containment of China.<\/li>\n<li>The U.S. wants India to view foreign policy perspectives largely through a U.S. prism, and thereafter make a choice in dealing with other partners like Russia.<\/li>\n<\/ul>\n<ol start=\"6\">\n<li><strong>Other attempts by US to woo India:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>The U.S. had renamed the Asia-Pacific as the Indo-Pacific.<\/li>\n<li>It had blocked more than $1.5 billion in U.S. security aid to <a href=\"https:\/\/www.thehindu.com\/tag\/371-244\/pakistan\/?utm=bodytag\">Pakistan, <\/a>allotting a mere $150 million in 2019.<\/li>\n<li>S.-India economic cooperation was stated to have grown exponentially within two decades, with the total goods and services trade between India and U.S. increasing from $11.2 billion in 1995 to $126.2 billion in 2017.<\/li>\n<li>S. foreign direct investment into India substantially increased during this period.<\/li>\n<li>The most important bait was India being accorded the status of a<strong> \u2018major defence partner\u2019.<\/strong><\/li>\n<li>This impression is further heightened by India signing on to the Communications Compatibility and Security Agreement (COMCASA) recently.<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-29238\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/communications.jpg?resize=640%2C134&#038;ssl=1\" alt=\"\" width=\"640\" height=\"134\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/communications.jpg?w=640&amp;ssl=1 640w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/communications.jpg?resize=150%2C31&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/communications.jpg?resize=300%2C63&amp;ssl=1 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<ol start=\"7\">\n<li><strong>US concerns about China:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>China had the second largest defence budget in the world, the largest standing army, the third largest air force, and is rapidly expanding its navy.<\/li>\n<li>Specific mention was also made by the U.S. to the Chinese navy\u2019s \u2018anti-access\u2019 capabilities and its \u2018area denial tactics\u2019, intended to warn countries in the Indian Ocean Region (IOR) like India of the growing menace posed by the Chinese navy.<\/li>\n<\/ul>\n<ol start=\"8\">\n<li><strong>Way Forward: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>India still has a close relationship with Russia, one of its and most dependable allies.<\/li>\n<li>India can hardly alienate Russia as it re-emerges as a key presence in Asia and Eurasia.<\/li>\n<li>India should not allow itself to be easily persuaded in the belief that democracies, by and large, offer better choices.<\/li>\n<li>Its decision needs to be
