{"id":32573,"date":"2018-10-29T15:23:53","date_gmt":"2018-10-29T09:53:53","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=32573"},"modified":"2018-11-20T15:18:11","modified_gmt":"2018-11-20T09:48:11","slug":"a-job-at-hand","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/a-job-at-hand\/","title":{"rendered":"A job at hand"},"content":{"rendered":"<p><a href=\"https:\/\/www.thehindubusinessline.com\/opinion\/editorial\/a-job-at-hand\/article25252040.ece\"><span style=\"font-weight: 400;\">A job at hand<\/span><\/a><\/p>\n<p><b>News<\/b><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Union Ministry of Labour has urged States to issue orders permitting fixed-term employment (FTE) across industries.<\/span><\/li>\n<\/ol>\n<p><b>Important Facts:<\/b><\/p>\n<p><b>Fixed-term employment<\/b><\/p>\n<ol start=\"2\">\n<li><span style=\"font-weight: 400;\"> Fixed-term employment is a contract in which a company or an enterprise hires an employee for a specific period of time.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Under fixed-term employment, workers are entitled to statutory benefits available to a permanent worker in the same factory, including work hours, wages, and allowances.<\/span><\/li>\n<\/ol>\n<p><b>FTE Notification:<\/b><\/p>\n<ol start=\"4\">\n<li><span style=\"font-weight: 400;\"> In March 2018, the Centre notified FTE under which workers will be entitled to benefits available to permanent workers. <\/span><\/li>\n<li><span style=\"font-weight: 400;\"> The notification does not permit conversion of permanent posts into FTE ones but is aimed at turning contract workers into FTE ones.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> FTEs are expected to improve working conditions in industries, boost employment and execute specific projects efficiently in sectors like infrastructure.<\/span><\/li>\n<\/ol>\n<p><b>Challenges:<\/b><\/p>\n<ol start=\"7\">\n<li><span style=\"font-weight: 400;\"> The present FTE rules are not clearly defined. They do not mention minimum or maximum term of an FTE and the maximum permissible number of consecutive FTEs.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> According to informal reports, industries are reluctant to provide FTEs due to rising costs and obligations<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> States are not bound to accept the notification as FTE has been notified by an executive order, without the Parliament ratifying it. This is because labour is a Concurrent List subject, as per which the States are bound only by a central law.<\/span><\/li>\n<\/ol>\n<p><b>Recommendations<\/b><\/p>\n<ol start=\"10\">\n<li><span style=\"font-weight: 400;\"> In order to promote employment through FTEs, the FTE norms should be laid down in a transparent and consensual manner<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Labour reforms should be accompanied with better social safety net- it is important to ensure better state-funded health and educational opportunities<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> The FTE norms should be made ratified by the parliament for universal adoption across industries and states.<\/span><\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>A job at hand News The Union Ministry of Labour has urged States to issue orders permitting fixed-term employment (FTE) across industries.
