Fortunately, Japanese counterpart Shinzo Abe is also keen for closer relationship with India.<\/li>\n<li>For Japan<strong>, India is the pivotal state in the Indian Ocean.<\/strong><\/li>\n<li>Japan is focusing attention on two critical areas<\/li>\n<\/ol>\n<ul>\n<li>Maritime security<\/li>\n<li>Strategic connectivity.<\/li>\n<\/ul>\n<ol start=\"6\">\n<li>In the security front, Japan is keen to strengthen the trilateral <strong>Malabar exercises<\/strong> with India and the U.S and on strategic front Japanese Navy deployed a maritime surveillance aircraft and a submarine in Asia\u2019s sensitive Littoral.<\/li>\n<li><strong>Strategic Connectivity between India and Japan:<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Kaga<\/strong> &#8211; state-of-the-art helicopter carrier destroyer is in Visakhapatnam for the Japan-India Maritime Exercises.<\/li>\n<li>Tokyo also interested in military exchanges with India also include Army and Air Force exchanges.<\/li>\n<li>Joint collaboration in unmanned armored vehicles and robotic systems is also a work in progress.<\/li>\n<li>Acquisition and Cross-Servicing Agreement is work in progress.<\/li>\n<li>Tokyo and New Delhi have been working together on infrastructure projects in the Northeast.<\/li>\n<li>They are also building the <strong>Asia-Africa Growth Corridor,<\/strong> whose four pillars \u2014 developmental projects, quality infrastructure, capacity building, and people-to-people partnership \u2014 make it an effective counterpoint to China\u2019s Belt and Road Initiative.<\/li>\n<\/ul>\n<ol start=\"8\">\n<li><strong>What makes Japan reliable partner:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Japanese infrastructure initiatives are environmentally friendly and financially sustainable<\/li>\n<li>Japan lays particular stress on asset\u2019s life cycle costs and resilience.<\/li>\n<li>Transparency has generated enormous trust with India.<\/li>\n<li>Modi\u2019s <strong>Act-East<\/strong> outreach fits well with Mr. Abe\u2019s vision for a \u2018<strong>Free and Open Indo-Pacific<\/strong>\u2019. Both countries want a regional order based on rules.<\/li>\n<\/ul>\n<ol start=\"9\">\n<li><strong>Despite both India and Japan sharing common interests there are some concern such as:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Neither country is showing hostile attitude towards China. While Tokyo is willing to work with Beijing on overseas infrastructure projects, New Delhi has expressed reservations about its \u2018<strong>Quadrilateral\u2019 partners <\/strong>(the U.S., Japan and Australia) resorting to China-containment tactics.<\/li>\n<li>Though, both India and Japan have stepped up their defense engagement to deter China\u2019s aggression in their strategic water.<\/li>\n<li>Lack of alignment of <strong>strategic interests and ambitions<\/strong>. Despite repeated attempts, talks for the sale of the <strong>US-2i amphibious aircraft <\/strong>have been deadlocked over issues of price and technology transfer<\/li>\n<li>Moreover, Japan\u2019s unwillingness to let India license produce the US-2i.<\/li>\n<\/ul>\n<ol start=\"10\">\n<li>Policymakers acknowledge that the partnership between India and Japan is increasingly vital for the security of littoral Asia and in the wake of growing challenges in the maritime domain, striking a deal on the US-2i would be a good start point.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Teaming up with Tokyo Article: Abhijit Singh, a Senior Fellow and Head, Maritime Policy has discussed about the security and connectivity dimensions between India and Japan.
