According to the CPCB<\/strong>, Uttar Pradesh is among the largest producers of plastic waste <\/strong>in the country (375950T in 2023). There are five major guidelines <\/strong>to govern the management of plastic waste in UP:<\/p>\n

  2. UP State Solid Waste Management Policy 2022<\/strong><\/li>\n
  3. Notification regarding ban on Single-use plastic 2018<\/strong><\/li>\n
  4. Plastic Waste Management (Amendment) Rules 2021<\/strong><\/li>\n
  5. Plastic Waste Management (Amendment) Rules 2022<\/strong><\/li>\n<\/ol>\n

    Guidelines<\/strong><\/p>\n

      \n
    1. Reduction in plastic consumption<\/strong> through suitable alternatives (cloth, jute) and promoting <\/strong>reuse<\/strong>; maximum recovery<\/strong> of recyclable material resources through segregation, collection and re-processing<\/strong> (Circular Economy approach).<\/li>\n
    2. Effective segregation at the source <\/strong>should be promoted; adequate decentralized management <\/strong>of plastic waste including through the integration of the informal sector<\/strong>; local bodies must ensure proper collection of plastic waste (door-to-door, plastic collection centres<\/strong>).<\/li>\n
    3. Implementation of ban on the production, sale and use of plastic carry bags<\/strong> with thickness less than 50 microns<\/strong>; ban on single-use plastics<\/strong> (cutlery, plastic flags, straws etc); compostable and bio-degradable carry bags<\/strong> are allowed only after authorization\/registration of CPCB.<\/li>\n
    4. All the Producers, Importers, Brand Owners (PIBO<\/strong>) and Plastic Waste Processors (PWP)<\/strong> have to register themselves under EPR portal of CPCB<\/strong>; PIBOs must submit their EPR plan to UPPCB<\/strong> for disposal of plastic waste generated from their packaging material.<\/li>\n
    5. Energy generation<\/strong> from waste can be promoted (plastic to oil, production of RDF); use of plastic waste in road construction<\/strong> can also be encouraged by the local bodies.<\/li>\n
    6. Creating awareness<\/strong> among all stakeholders about their responsibilities; b) engaging civil society<\/strong> (groups working with waste pickers), media and school children<\/strong>; c) ensuring that open burning of plastic waste does not take place.<\/strong><\/li>\n<\/ol>\n
