{"id":32886,"date":"2018-10-29T17:21:16","date_gmt":"2018-10-29T11:51:16","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=32886"},"modified":"2018-10-29T17:21:16","modified_gmt":"2018-10-29T11:51:16","slug":"on-the-line-on-india-china-boundary-talks","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/on-the-line-on-india-china-boundary-talks\/","title":{"rendered":"On the line: on India-China boundary talks\u00a0"},"content":{"rendered":"<p><strong><a href=\"http:\/\/www.thehindu.com\/opinion\/editorial\/on-the-line\/article22277318.ece\">On the line: on India-China boundary talks<\/a>\u00a0<\/strong><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The meeting between the Special Representatives of India and China \u2014\u00a0 National Adviser Ajit Doval and State Councillor Yang Jiechi\u2014 on the boundary question on December 22, the 20th so far, was unique for a number of reasons<\/p>\n<p><strong>Why this meeting was unique?<\/strong><\/p>\n<ul>\n<li><strong>After a period of 20 years<\/strong>: The talks came more than 20 months after the last round, reflecting a period of extreme strain in India-China ties, including the 70-day troop stand-off at Doklam this year. Previous meetings had followed each other within a year<\/li>\n<li>Also, at the recent Communist Party Congress, Mr. Yang was elevated to the Political Bureau, and this is the first time the Chinese side has been represented by an SR of such seniority<\/li>\n<\/ul>\n<p>As a result, the two sides were best poised to move ahead in the three-step process that was part of the Agreement on \u2018Political Parameters and Guiding Principles for the Settlement of the India-China Boundary Question\u2019 in 2005 \u2014 that is, defining the guidelines for the settlement of border disputes, formulating a framework agreement on the implementation of the guidelines, and completing border demarcation<\/p>\n<p><strong>Talks guided by <\/strong><\/p>\n<p>They were guided by the Modi-Xi agreements of 2017, including the \u2018Astana consensus\u2019 that \u201cdifferences must not be allowed to become disputes\u201d, and the understanding at Xiamen that India-China relations \u201care a factor of stability\u201d in an increasingly unstable world<\/p>\n<p><strong>Threats to peace<\/strong><\/p>\n<p>Since 2013, when the Border Defence Cooperation Agreement was signed, there has been a steady decline in relations in all spheres. The border has seen more transgressions, people-to-people ties have suffered amid mutual suspicion, and China\u2019s forays in South Asia as well as India\u2019s forays into South-East Asian sea lanes have increasingly become areas of contestation<\/p>\n<p><strong>In India<\/strong>, this is seen as the outcome of China\u2019s ambition of geopolitical domination. In this vitiated atmosphere India views every move by China as a targeted assault \u2014 such as the Belt and Road Initiative with the economic corridor with Pakistan, the free trade agreement with the Maldives, and the blocking of India\u2019s membership bid at the Nuclear Suppliers Group<\/p>\n<p><strong>In turn, Beijing<\/strong> sees the U.S.-India defence agreements, the Quadrilateral engagement with Japan, Australia and the U.S., and Indian opposition to the BRI quite the same way.
