The LokSabha \u00a0 on Tuesday passed two Bills to\u00a0 repeal 245 obsolete and archaic laws, including the 158-year-old\u00a0 Calcutta Pilots Act of 1859 and the 1911 Prevention of Seditious Meeting Act.
\n<\/strong><\/p>\n

A Progressive Move<\/strong><\/p>\n

The old and many irrelevant pre-independence laws were the “unfortunate part of the colonial legacy” and repealing them was a progressive move that reflects the “pro-reform” approach of the\u00a0government.<\/p>\n

The Acts<\/strong><\/p>\n

Hackney Carriage Act 1879<\/strong>
\nSome of the old acts that have been repealed are the Hackney Carriage Act 1879 which was legislated for the regulation and control of hackney-carriages, Dramatic Performance Act 1876 when theatre was being used a medium of protest against the British rule.
\nThe Ganges Tolls Act, 1867<\/strong>
\nAnother such old act which was repealed by the\u00a0LokSabha\u00a0was ‘The Ganges Tolls Act, 1867’ which provided for collecting toll “not exceeding 12 annas” on certain boats and steamers plying on the Ganga to improve navigation of the river between\u00a0Allahabad\u00a0(UP) and Dinapore (Bihar).<\/p>\n

Repealing of laws earlier<\/strong><\/p>\n

Prasad said 1029 old laws were first repealed by Parliament in 1950 and the last time such old laws were abolished during the AtalBehari Vajpayee\u00a0government\u00a0that repealed old laws in 2004.<\/p>\n

Two member panel set up<\/strong><\/p>\n

After the Modi\u00a0government\u00a0came to power a two-member panel was set up to look into the repealing of archaic laws and the panel also consulted the Centre and the state\u00a0government\u00a0before recommending the legislations to be repealed
\nSome 1824 acts were repealed after\u00a0Prime Minister\u00a0NarendraModi\u00a0took over the reins of the government<\/p>\n

Status unclear on the Prevention of Seditious Meeting Act, 1911 ?<\/strong><\/p>\n

When Prasad spoke on abolishing the Prevention of Seditious Meeting Act, 1911, he was needled by BJD\u00a0MP\u00a0TathagataSatpathy\u00a0who alluded to the use of the\u00a0sedition\u00a0provision in the Indian Penal Code against opposition activists by the BJP governments in certain states.<\/p>\n

To this, the\u00a0Law\u00a0Minister said that all senior ministers in the BJP\u00a0government\u00a0including the\u00a0prime minister\u00a0had vehemently opposed Emergency in 1975 and his\u00a0government\u00a0was in favour of the freedom of the press.<\/p>\n

Patidar leader\u00a0Hadrik Patel\u00a0and\u00a0JNU student union leader\u00a0Kanhaiya Kumar\u00a0too were booked for\u00a0sedition.<\/p>\n","protected":false},"excerpt":{"rendered":"
