Despite being the <strong>third-largest startup ecosystem<\/strong> with over 100 unicorns, India lags in deep-tech, ranking <strong>39th on the 2024 Global Innovation Index<\/strong>, far behind <strong>China (11th)<\/strong>.<\/p>\n<h2><strong>Key Challenges Hindering Deep-Tech Innovation in India<\/strong><\/h2>\n<ol>\n<li><strong> Inadequate Public and Private R&amp;D Spending<\/strong>: India&#8217;s <strong>Gross Expenditure on R&amp;D (GERD)<\/strong> is just <strong>0.7% of GDP<\/strong>, compared to <strong>2.4% in China<\/strong> and <strong>3% in the USA<\/strong>. As per the <strong>Economic Survey 2023<\/strong>, the private sector\u2019s share remains low and concentrated in a few sectors like pharma and IT.<\/li>\n<li><strong> VC Landscape Skewed Towards Quick Returns<\/strong>: Indian venture capitalists favour <strong>consumer-centric startups<\/strong> (e.g., quick commerce, food delivery), due to <strong>low gestation and high ROI<\/strong>. Startups in core technologies face difficulty attracting long-term funding.<\/li>\n<li><strong> Weak Research-Education-Industry Linkages<\/strong>: While India produces a large number of engineers, a <strong>2021 NASSCOM report<\/strong> noted that <strong>80% are unemployable in deep-tech domains<\/strong>. Global brain drain persists\u2014talent thrives in Silicon Valley but not domestically due to lack of infrastructure and opportunities.<\/li>\n<li><strong> Regulatory Bottlenecks and Bureaucratic Delays<\/strong>: Long approval cycles, limited ease of doing innovation, and <strong>past issues like the Angel Tax<\/strong> have deterred investors and innovators.<\/li>\n<li><strong> Cultural Risk Aversion and Lack of IP Commercialization<\/strong>: Deep-tech requires <strong>tolerance for failure and long incubation periods<\/strong>, which India&#8217;s education and business systems often do not support. Patent filing and IP protection remain low\u2014<strong>India filed just 61,000 patents in 2023 vs China\u2019s 1.5 million<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Policy Intervention: National Deep-Tech Innovation Fund<\/strong><\/h2>\n<p>To address these gaps, India must launch a <strong>\u20b950,000 crore National Deep-Tech Innovation Fund<\/strong> with the following features:<\/p>\n<ol>\n<li><strong> Blended finance model<\/strong>: mix of equity, grants, and soft loans.<\/li>\n<li><strong> Mission-driven investments<\/strong> in frontier areas: semiconductors, defence tech, AI, clean energy, and biotech.<\/li>\n<li>Foster <strong>start-up\u2013university\u2013industry consortia<\/strong> with long-term hand-holding.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><\/p>\n<p>Commerce Minister Piyush Goyal\u2019s warning against <strong>India\u2019s &#8220;dukandari&#8221; (shopkeeping) approach<\/strong> to startups is timely. Innovation in consumer apps cannot substitute <strong>for foundational tech growth<\/strong>. India must pivot from incrementalism to <strong>deep-tech leadership by fixing the funding gap<\/strong>, building research infrastructure, and creating a culture that embraces long-term innovation.
