{"id":33299,"date":"2018-10-30T11:44:23","date_gmt":"2018-10-30T06:14:23","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=33299"},"modified":"2018-10-30T11:44:23","modified_gmt":"2018-10-30T06:14:23","slug":"centre-issues-bid-guidelines-for-procuring-wind-power","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/centre-issues-bid-guidelines-for-procuring-wind-power\/","title":{"rendered":"Centre\u00a0issues\u00a0bid\u00a0guidelines\u00a0 for\u00a0procuring\u00a0wind\u00a0power:"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/business\/centre-issues-bid-guidelines-for-procuring-wind-power\/article21534301.ece\"><strong>Centre\u00a0issues\u00a0bid\u00a0guidelines\u00a0 for\u00a0procuring\u00a0wind\u00a0power<\/strong><\/a><strong>: <\/strong><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The government on Tuesday issued guidelines for the procurement of wind power through a bidding process<\/p>\n<p><strong>What has been done?<\/strong><\/p>\n<p>The government has <strong>issued guidelines<\/strong> for the procurement of wind power through a bidding process, which included the standardisation of the process and a definition of the roles and responsibilities of various stakeholders<\/p>\n<p><strong>Guidelines applicable to<\/strong><\/p>\n<p>The guidelines are applicable for procurement of wind power from grid-connected wind power projects (WPP) having-<\/p>\n<ul>\n<li>individual size of 5 MW and above at one site with minimum bid capacity of 25 MW for intra-state projects; and<\/li>\n<li>individual size of 50 MW and above at one site with minimum bid capacity of 50 MW for inter-state projects,<\/li>\n<\/ul>\n<p><strong>What do the guidelines include?<\/strong><\/p>\n<p>The guidelines include<\/p>\n<ul>\n<li>Provisions for compensation in case of grid unavailability<\/li>\n<li>Put out a payment security mechanism<\/li>\n<li>Standardise the bidding process, and<\/li>\n<li>Spell out the risk-sharing framework among stakeholders<\/li>\n<\/ul>\n<p><strong>Views of the ICRA<\/strong><\/p>\n<ul>\n<li>Payment security mechanism along with being favourable for developers will also improve the bankability of the PPA document<\/li>\n<li>Measures on compensation for grid curtailment and termination payments, if implemented, is favourable for the wind power developers and improves the bankability of the PPA document<\/li>\n<li>Most PPAs so far did not provide for a termination clause and termination payments to the developers in case the developer decided to terminate the PPA due to a default by the procurer\n<ul>\n<li>In this context, the <strong>provisions for termination liability<\/strong>, which, along with substitution rights as approved in bidding guidelines, are expected to provide greater protection to the developers and the lenders<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Centre\u2019s expectations<\/strong><\/p>\n<p>The guidelines are expected to encourage windy States to opt for the bidding process for the procurement of wind power<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Centre\u00a0issues\u00a0bid\u00a0guidelines\u00a0 for\u00a0procuring\u00a0wind\u00a0power: Context The government on Tuesday issued guidelines for the procurement of wind power through a bidding process What has been done?
