Two decades later, most remain in Andhra Pradesh and Telangana, facing neglect and denial of tribal rights. The issue highlights gaps in policy, rights recognition, and interstate coordination.<\/p>\n<h2><strong>Historical Background of Strategic Hamleting<\/strong><\/h2>\n<ol>\n<li>The idea began in <strong>1949<\/strong>, soon after Independence. To suppress <strong>Telangana communist revolutionaries<\/strong>, the government relocated forest-dwelling tribals to roadside camps. Many were recruited as <strong>special police constables<\/strong> with little training and basic weapons like <strong>spears and axes<\/strong>. One such group was the <strong>Koya <\/strong><strong>\u201c<\/strong><strong>Tiger Squad<\/strong><strong>\u201d<\/strong> with around <strong>300 members<\/strong>.<\/li>\n<li>In the <strong>1960s<\/strong>, a similar approach was used in <strong>Mizoram<\/strong> to counter insurgents. This effort proved more effective and concluded with a <strong>peace deal<\/strong>.<\/li>\n<li>In <strong>2005<\/strong>, the strategy was applied again in <strong>Chhattisgarh<\/strong> to fight Maoists. Around <strong>50,000 Gond tribals<\/strong> were forced to relocate. However, the programme failed. Many tribals returned to their forest homes, while others joined <strong>security forces<\/strong>, indicating the strategy did not achieve its original goal.<\/li>\n<\/ol>\n<h2><strong>Current Situation of Displaced Gutti Koyas<\/strong><\/h2>\n<ol>\n<li><strong>Displacement<\/strong>: Around <strong>50,000 Gond tribals<\/strong>, referred to as <strong>Gutti Koyas<\/strong>, were displaced in 2005 under the strategic hamleting programme.<\/li>\n<li><strong>Current Residence<\/strong>: Most now live in <strong>Andhra Pradesh and Telangana<\/strong>, occupying <strong>illegally held forest land<\/strong>.<\/li>\n<li><strong>Tribal Rights Neglected<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li>Under <strong>Clause 3.1(m) of the Forest Rights Act<\/strong>, tribals displaced before <strong>December 13, 2005<\/strong> are entitled to <strong>alternative forest land<\/strong>.<\/li>\n<li>Many Gutti Koyas have applied for land in their present states, but <strong>Chhattisgarh<\/strong> has delayed processing for over <strong>five years<\/strong>.<\/li>\n<li>Though the clause permits land in other states, Chhattisgarh has failed to coordinate with <strong>Telangana, Andhra Pradesh<\/strong>, or the <strong>Ministry of Tribal Affairs<\/strong>.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong> Denial of Tribal Status<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li>Both host states treat the Gutti Koyas as <strong>migrants<\/strong>, not tribals.<\/li>\n<li>This denies them <strong>tribal welfare benefits<\/strong> and legal recognition.<\/li>\n<li>In a <strong>National Commission for Scheduled Tribes (NCST)<\/strong> meeting, it was noted that <strong>10,000 tribals remain displaced<\/strong> from Chhattisgarh, with <strong>24,000 in Telangana<\/strong> and <strong>8,000 in Andhra Pradesh<\/strong>.<\/li>\n<li>Though a survey was ordered in <strong>2019<\/strong> and repeated recently, Chhattisgarh cited <strong>COVID-19<\/strong> for inaction.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong> Push for Return<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li><strong>Telangana<\/strong> has taken over tribal farmland for plantations.<\/li>\n<li><strong>Andhra Pradesh<\/strong> has destroyed newly built homes in forests, aiming to push them back to Chhattisgarh.<\/li>\n<\/ul>\n<h2><strong>Denial of Tribal Status and Basic Rights<\/strong><\/h2>\n<ol>\n<li>Both states <strong>refuse to recognise Gutti Koyas as tribals<\/strong>, denying them full support.<\/li>\n<li>While limited <strong>humanitarian aid<\/strong> is provided, states argue that only <strong>central intervention<\/strong> can resolve the issue.<\/li>\n<li>In contrast, under the <strong>2019 Bru Rehabilitation Plan<\/strong>, displaced Brus were given options for <strong>permanent settlement<\/strong>and <strong>central aid<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Major Challenges and Demands<\/strong><\/h2>\n<ol>\n<li>Many <strong>young tribals consider Andhra Pradesh and Telangana home<\/strong>.<\/li>\n<li>They face <strong>discrimination<\/strong>, <strong>lack of recognition<\/strong>, and are targeted by <strong>locals, forest officials, and police<\/strong>.<\/li>\n<li>Their key demands include <strong>permanent rehabilitation<\/strong>, <strong>land rights<\/strong>, and <strong>official tribal status<\/strong> for a life of dignity.<\/li>\n<\/ol>\n<p>Question for practice:<\/p>\n<p><strong>Examine<\/strong> the impact of the 2005 strategic hamleting programme on the displacement, rights, and current status of the Gutti Koya tribals in Andhra Pradesh and Telangana.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post Strategic hamleting failed and displaced tribals remain neglected has been created, based on the article \u201cCall for permanent settlement for tribals\u201d published in \u201cThe Hindu\u201d on 17 April 2025.
