{"id":33407,"date":"2018-10-30T12:09:39","date_gmt":"2018-10-30T06:39:39","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=33407"},"modified":"2018-10-30T12:09:39","modified_gmt":"2018-10-30T06:39:39","slug":"world-awaits-fair-winds-as-buenos-aires-hosts-trade-talks","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/world-awaits-fair-winds-as-buenos-aires-hosts-trade-talks\/","title":{"rendered":"World awaits \u2018fair winds\u2019 as Buenos Aires hosts trade talks\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/business\/world-awaits-fair-winds-as-buenos-aires-hosts-trade-talks\/article21291759.ece\"><strong>World awaits \u2018fair winds\u2019 as Buenos Aires hosts trade talks<\/strong><\/a><strong>\u00a0<\/strong><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>India is set to retain food security right and the protection of poor farmers and fisher-folk as top priorities at the upcoming meeting of the World Trade Organisation\u2019s (WTO) highest decision-making body in Buenos Aires<\/p>\n<p><strong>Ministerial conference<\/strong><\/p>\n<p>The WTO Ministerial Conference, to be held in South America for the first time, will see\u00a0Argentina\u00a0hosting the biennial event from December 10-13 in its capital, Buenos Aires<\/p>\n<p><strong>Agenda<\/strong><\/p>\n<p>The agenda for the multilateral trade negotiations would also include discussions on ways to advance e-commerce, investment facilitation and measures to help small firms participate effectively in the global marketplace<\/p>\n<p><strong>TFS proposal<\/strong><\/p>\n<p>In addition to prioritising farm issues, India is keen to push forward its proposal on a Trade Facilitation in Services (TFS) Agreement<\/p>\n<ul>\n<li><strong><u>Aim<\/u><\/strong>: The TFS proposal aims to ensure relaxation of norms for movement of skilled workers and professionals across borders for short-term work<\/li>\n<li>In its comments to the WTO on December 5, India proposed \u201ca well-structured post-Buenos Aires meeting work programme on services\u201d incorporating the TFS elements<\/li>\n<\/ul>\n<p><strong>Public Stockholding<\/strong><\/p>\n<p>India is among the many countries which feel that the current WTO norms on public stockholding are very restrictive and prevent governments from meeting their people\u2019s food security needs<\/p>\n<p><strong>Special Safeguarding Mechanism (SSM)<\/strong><\/p>\n<p>Another outstanding agricultural issue India wants to see resolved is a Special Safeguard Mechanism (SSM) for developing countries<\/p>\n<ul>\n<li>The SSM would permit developing nations like India to temporarily raise tariffs to counter import surges or price declines of farm items, and thereby protect their farmers.
