{"id":33462,"date":"2018-10-30T12:29:25","date_gmt":"2018-10-30T06:59:25","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=33462"},"modified":"2018-10-30T12:29:25","modified_gmt":"2018-10-30T06:59:25","slug":"new-india-formula","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/new-india-formula\/","title":{"rendered":"New India formula?\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/opinion\/editorial\/new-india-formula\/article21268622.ece\"><strong>New India formula?<\/strong><\/a><strong>\u00a0<\/strong><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The 15th Finance Commission\u2019s job will be especially tricky in the time of GST<\/p>\n<p><strong>What<\/strong><\/p>\n<ul>\n<li>The Centre has moved swiftly to notify the presidential order setting up the Fifteenth Finance Commission, within five days of the Cabinet\u2019s approval<\/li>\n<li>The constitutional body is tasked with recommending a fiscal road map and a sharing of resources between the Centre and the States<\/li>\n<\/ul>\n<p><strong>Timeframe<\/strong><\/p>\n<p>The Commission has less than two years to complete its deliberations and submit its report by October 2019, giving the government a little over a quarter to consider and implement its recommendations for the period from April 2020 to March 2025<\/p>\n<p><strong>14<sup>th<\/sup> Finance Commissions\u2019 recommendation accepted<\/strong><\/p>\n<p>Accepting the 14th Finance Commission\u2019s recommendation to raise the States\u2019 share in the divisible pool of taxes to 42% from the previous 32% level, Prime Minister Narendra Modi had told Chief Ministers that although this meant less money at the Centre\u2019s disposal, his government had decided to strengthen the States\u2019 capacity to move away from a \u2018one-size-fits-all\u2019 approach.<\/p>\n<p><strong>Factoring in the Impact<\/strong><\/p>\n<p>The Centre has urged the Commission to finalise its tax-devolution formula after factoring in the impact on the Union\u2019s fiscal situation<\/p>\n<p><strong>Centre Seeking Rollback<\/strong><\/p>\n<p>Taken together with its need for resources for essential spending in areas such as defence, security, infrastructure and climate change, the Centre seems to be seeking a rollback of the 42% share for States<\/p>\n<p><strong>Dent in Co-operative Federalism<\/strong><\/p>\n<p>The government\u2019s top brass has repeatedly asserted the need for revenue to maintain public spending in the face of flak for high petroleum taxes.
