Rajamannar<\/strong> (former Chief Justice of the Madras High Court) and <strong>A. Lakshmanaswami Mudaliar<\/strong> and <strong>P. Chandra Reddy<\/strong> were the members.<\/li>\n<\/ul>\n<h2>Recommendations<\/h2>\n<ul>\n<li>It <strong>criticised the growing centralisation of power<\/strong> that undermined state autonomy.<\/li>\n<li><strong>Augmenting financial resources of States:<\/strong>\n<ul>\n<li>The committee recommended that the <strong>base of devolution of revenue to the States be widened<\/strong>.<\/li>\n<li>It suggested that a <strong>number of subjects<\/strong> \u2014stock exchanges, futures markets, and regulation and development of oil fields \u2014 be transferred <strong>from the Union\/Concurrent List to the State List.<\/strong><\/li>\n<li>The committee criticised the <strong>Planning Commission<\/strong>, created by an executive order of the Centre and sole decider of grants to be given to States.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Repeal Article 356:<\/strong> The committee recommended that Article 356\u2014the provision that allows the Centre to impose President\u2019s Rule in a state\u2014be repealed entirely.<\/li>\n<li><strong>Dispute resolution mechanism:<\/strong> It recommended that a strong <strong>Inter-State Council<\/strong> be set up under <strong>Article 263<\/strong> to resolve differences in a spirit of dialogue.<\/li>\n<li><strong>Re-distribution of items in Lists:<\/strong> The committee suggested the formation of a committee for <strong>redistribution<\/strong> of entries in the Union and Concurrent Lists of the Constitution.\n<ul>\n<li>Among the subjects identified by the committee for the transfer were trade unions, industrial and labour disputes, shipping and navigation on inland waterways, factories, electricity, newspapers, and books and printing processes.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Abolition of All-India Services:<\/strong> The committee recommended the abolition of All-India Services (IAS, IPS, and IFS) to reduce the Central Government\u2019s control over State administration.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Tamil Nadu Government has formed a three-member high-level committee to review Centre-State relations, echoing Rajamannar committee of past.\u00a0Rajamannar Committee on Centre-State Relations.
