With <strong>official aid declining globally<\/strong>\u2014especially after <strong>U.S. cuts under Donald Trump<\/strong>\u2014India faces a new challenge. The impact is sharpest on <strong>NGOs<\/strong>, threatening development work and civil society\u2019s role.<\/p>\n<h2><strong>From Aid Recipient to Global Aspirant<\/strong><\/h2>\n<ol>\n<li><strong>Early Dependence on International Aid: <\/strong>After Independence, India actively sought foreign aid. Between <strong>1955 and 1965<\/strong>, most support came from <strong>Western countries<\/strong> and went to the <strong>government<\/strong>, seen as the key driver of change.<\/li>\n<li><strong> Declining Relevance of Official Aid: <\/strong>From the <strong>1970s<\/strong>, aid declined steadily. By the <strong>1990s<\/strong>, it had become <strong>insignificant<\/strong> due to <strong>India<\/strong><strong>\u2019<\/strong><strong>s rapid economic growth<\/strong>and <strong>rising global standing<\/strong>.<\/li>\n<li><strong>Shift in Focus to Investment and Cooperation: <\/strong>India now seeks <strong>FDI<\/strong> and global partnerships in <strong>trade, technology, and climate action<\/strong>. The fall in <strong>official aid<\/strong> is less worrying than the <strong>decline in private foreign aid<\/strong> to NGOs.<\/li>\n<\/ol>\n<h2><strong>Mounting Pressures on the NGO Sector<\/strong><\/h2>\n<ol>\n<li><strong>Critical Role of NGOs: <\/strong>NGOs <strong>fill governance gaps<\/strong> and <strong>hold authorities accountable<\/strong>. They are more exposed to shrinking aid than government agencies.<\/li>\n<li><strong> Changing Funding Landscape: <\/strong>NGOs initially relied on <strong>public donations<\/strong>, but from the <strong>1960s<\/strong>, they became dependent on <strong>government grants and foreign aid<\/strong>. <strong>CSR funds<\/strong> only became notable after <strong>2013<\/strong>.<\/li>\n<li><strong>Significant Decline in Aid: <\/strong>From <strong>2017-18 to 2021-22<\/strong>, NGOs received \u20b9<strong>88,882 million<\/strong>. But <strong>accurate FCRA figures are unavailable<\/strong>, and <strong>estimates show a steep decline<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Government Control and Regulation of Aid<\/strong><\/h2>\n<ol>\n<li><strong>Tightening of FCRA Rules: <\/strong>The <strong>FCRA (1976)<\/strong> set tough terms for receiving foreign funds. Amendments in <strong>2010, 2011, 2020, 2023, and 2024<\/strong> made rules <strong>increasingly stringent<\/strong>, causing many NGOs to <strong>lose registrations<\/strong>.<\/li>\n<li><strong>Growing Official Distrust: <\/strong>Even before the <strong>1975 Emergency<\/strong>, the phrase <strong>\u201c<\/strong><strong>foreign hand\u201d<\/strong> was used to discredit dissent. Allegations included <strong>religious conversions<\/strong> and <strong>anti-government protests<\/strong>. Major donors like the <strong>Soros Foundation<\/strong> were discouraged.<\/li>\n<li><strong>Restrictive but Permissive Stance: <\/strong>While NGOs are technically allowed to accept aid, <strong>stringent conditions and mistrust<\/strong> have made the space increasingly restrictive.<\/li>\n<\/ol>\n<h2><strong>Consequences of Aid Withdrawal<\/strong><\/h2>\n<ol>\n<li><strong>Erosion of Innovation and Oversight: <\/strong>Foreign aid provided <strong>flexibility<\/strong>, encouraged <strong>experimentation<\/strong>, and opened doors to <strong>global ideas<\/strong>. It allowed NGOs to act as <strong>watchdogs<\/strong> against excesses of state and market.<\/li>\n<li><strong> Risks to Development and Governance: <\/strong>Cuts in aid may cause <strong>job losses<\/strong>, <strong>halted projects<\/strong>, and <strong>slower social progress<\/strong>.
