Context:<\/strong> India\u2019s relationship with foreign aid has long been inconsistent\u2014sometimes welcoming, at other times cautious. With official aid declining globally<\/strong>\u2014especially after U.S. cuts under Donald Trump<\/strong>\u2014India faces a new challenge. The impact is sharpest on NGOs<\/strong>, threatening development work and civil society\u2019s role.<\/p>\n

From Aid Recipient to Global Aspirant<\/strong><\/h2>\n
    \n
  1. Early Dependence on International Aid: <\/strong>After Independence, India actively sought foreign aid. Between 1955 and 1965<\/strong>, most support came from Western countries<\/strong> and went to the government<\/strong>, seen as the key driver of change.<\/li>\n
  2. Declining Relevance of Official Aid: <\/strong>From the 1970s<\/strong>, aid declined steadily. By the 1990s<\/strong>, it had become insignificant<\/strong> due to India<\/strong>\u2019<\/strong>s rapid economic growth<\/strong>and rising global standing<\/strong>.<\/li>\n
  3. Shift in Focus to Investment and Cooperation: <\/strong>India now seeks FDI<\/strong> and global partnerships in trade, technology, and climate action<\/strong>. The fall in official aid<\/strong> is less worrying than the decline in private foreign aid<\/strong> to NGOs.<\/li>\n<\/ol>\n

    Mounting Pressures on the NGO Sector<\/strong><\/h2>\n

    1. Critical Role of NGOs: <\/strong>NGOs fill governance gaps<\/strong> and hold authorities accountable<\/strong>. They are more exposed to shrinking aid than government agencies.<\/li>\n
    2. Changing Funding Landscape: <\/strong>NGOs initially relied on public donations<\/strong>, but from the 1960s<\/strong>, they became dependent on government grants and foreign aid<\/strong>. CSR funds<\/strong> only became notable after 2013<\/strong>.<\/li>\n
    3. Significant Decline in Aid: <\/strong>From 2017-18 to 2021-22<\/strong>, NGOs received \u20b988,882 million<\/strong>. But accurate FCRA figures are unavailable<\/strong>, and estimates show a steep decline<\/strong>.<\/li>\n<\/ol>\n

      Government Control and Regulation of Aid<\/strong><\/h2>\n

      1. Tightening of FCRA Rules: <\/strong>The FCRA (1976)<\/strong> set tough terms for receiving foreign funds. Amendments in 2010, 2011, 2020, 2023, and 2024<\/strong> made rules increasingly stringent<\/strong>, causing many NGOs to lose registrations<\/strong>.<\/li>\n
      2. Growing Official Distrust: <\/strong>Even before the 1975 Emergency<\/strong>, the phrase \u201c<\/strong>foreign hand\u201d<\/strong> was used to discredit dissent. Allegations included religious conversions<\/strong> and anti-government protests<\/strong>. Major donors like the Soros Foundation<\/strong> were discouraged.<\/li>\n
      3. Restrictive but Permissive Stance: <\/strong>While NGOs are technically allowed to accept aid, stringent conditions and mistrust<\/strong> have made the space increasingly restrictive.<\/li>\n<\/ol>\n

        Consequences of Aid Withdrawal<\/strong><\/h2>\n
          \n
        1. Erosion of Innovation and Oversight: <\/strong>Foreign aid provided flexibility<\/strong>, encouraged experimentation<\/strong>, and opened doors to global ideas<\/strong>. It allowed NGOs to act as watchdogs<\/strong> against excesses of state and market.<\/li>\n
        2. Risks to Development and Governance: <\/strong>Cuts in aid may cause job losses<\/strong>, halted projects<\/strong>, and slower social progress<\/strong>. More importantly, it reduces independent scrutiny<\/strong> of public policy.<\/li>\n
        3. A Strategic Miscalculation<\/strong>: <\/strong>While self-reliance<\/strong> is admirable, undermining foreign-funded NGOs may hurt India<\/strong>\u2019<\/strong>s long-term development and democratic health<\/strong>.<\/li>\n<\/ol>\n
