News<\/strong>: The government has appointed former Defence Secretary Dr. Ajay Kumar<\/strong> as the new Chairman of the Union Public Service Commission (UPSC)<\/strong>. This follows the retirement of Preeti Sudan<\/strong> on April 29<\/strong>. His appointment was made under Article 316(1)<\/strong> of the Constitution. About UPSC<\/strong><\/h2>\n

The UPSC is a constitutional authority<\/strong> established under Article 315<\/strong>. It is tasked with selecting candidates for various services including All India Services<\/strong>, Central Civil Services<\/strong>, and Group A and B positions<\/strong>, ensuring transparency and merit in recruitment.<\/p>\n

Historical Evolution<\/strong><\/p>\n

  1. The Government of India Act, 1919<\/strong> proposed the idea of a central recruitment body.<\/li>\n
  2. The Federal Public Service Commission<\/strong> came into existence in 1926<\/strong>, based on recommendations from the Lee Commission (1924).<\/li>\n
  3. The 1935 Act<\/strong> formalized provisions for both Central and State Public Service Commissions.<\/li>\n
  4. The Indian Constitution gave UPSC its present legal status through Articles 315 to 323 (Part XIV)<\/strong>.<\/li>\n<\/ol>\n

    Structure and Composition<\/strong><\/p>\n

      2. Tenure: 6 years<\/strong> or until 65 years of age<\/strong>, whichever comes first.<\/li>\n

        Eligibility and Disqualifications<\/strong><\/p>\n

        1. No specific educational qualifications required.<\/li>\n
        2. Disqualifications include: Insolvency, Holding paid employment, Mental or physical unfitness.<\/strong><\/li>\n<\/ol>\n

          Removal Process and Safeguards<\/strong><\/p>\n

          Members can leave office or be removed under the following conditions:<\/p>\n

          1. Voluntary Resignation:<\/strong><\/li>\n<\/ol>\n

            A member may resign by writing to the President of India<\/strong>.<\/p>\n

            1. Direct Removal by the President:<\/strong><\/li>\n<\/ol>\n

              Possible if the member is: Bankrupt,<\/strong> Holding paid work, or Medically unfit for duty.<\/strong><\/p>\n
