This result stems from a decade of reforms and has triggered fresh updates to the <strong>Shakti Policy<\/strong> aimed at making coal allocation more transparent and efficient.<\/p>\n<h2><strong>Decade of Reforms and Record Production<\/strong><\/h2>\n<ol>\n<li><strong>From Deficit to Surplus: <\/strong>In 2014, coal production was insufficient. Between 2009\u201310 and 2013\u201314, it grew at just <strong>1.89% annually<\/strong>, failing to meet the rising demand of a growing economy.<\/li>\n<li><strong>Commercial Mining and Auctions: <\/strong>The <strong>2015 cancellation<\/strong> of 204 coal blocks by the Supreme Court opened the door for change. <strong>Commercial coal mining<\/strong>began in 2020. By 2025, <strong>150 mines<\/strong> have been auctioned across <strong>11 rounds<\/strong>, with the 12th underway.<\/li>\n<li><strong>Boost in State Revenues: <\/strong>Coal reforms have benefited state governments. \u20b9<strong>4.4 trillion<\/strong> has been earned from mining, including \u20b9<strong>1.6 trillion<\/strong> from coal alone through <strong>auction premiums and royalties<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Private Sector and Historical Shift in Policy<\/strong><\/h2>\n<ol>\n<li><strong>Era of Public Monopoly: <\/strong>After Independence, coal production was state-controlled. A <strong>1957 bill<\/strong> sought greater public control. By 1956, production was only <strong>38 million tonnes<\/strong>.<\/li>\n<li><strong>Slow Expansion: <\/strong>The sector saw poor growth due to <strong>distrust in private players<\/strong>. By 1990, coal output was only <strong>200 million tonnes<\/strong>.<\/li>\n<li><strong>Major Policy Shift: <\/strong>The new <strong>commercial auction regime<\/strong> has reversed this trend. It enabled <strong>private participation<\/strong> and created a competitive environment for coal production.<\/li>\n<\/ol>\n<h2><strong>Sustainability and Technological Innovation<\/strong><\/h2>\n<ol>\n<li><strong>New Green Focus<\/strong><strong>: <\/strong>Sustainability is now a priority. Coal India is investing in <strong>solar, wind, and pumped storage projects<\/strong>. It also acquired a <strong>non-coal mineral block<\/strong>.<\/li>\n<li><strong>Clean Transport Methods: <\/strong>The ministry is pushing for <strong>90% mechanized coal loading<\/strong> through eco-friendly conveyor belts as part of <strong>first-mile connectivity projects<\/strong>.<\/li>\n<li><strong>Underground Mining and Closures: <\/strong>Underground mining is safer and more eco-friendly. A roadmap to reach <strong>100 million tonnes by 2029<\/strong><strong>\u201330<\/strong> is underway. <strong>Mine closure guidelines<\/strong> are also being revised.<\/li>\n<\/ol>\n<h2><strong>Future Role of Coal in Energy Mix<\/strong><\/h2>\n<ol>\n<li><strong>Declining Share, Strong Presence: <\/strong>Coal\u2019s share in installed capacity has declined from <strong>60% in 2014\u201315<\/strong> to <strong>47%<\/strong>, but it still supplies <strong>79% of India<\/strong><strong>\u2019<\/strong><strong>s electricity<\/strong>.<\/li>\n<li><strong>Meeting Peak Demand: <\/strong>A summer action plan ensures stable supply. As of 21 May, <strong>thermal plants held 54.56 million tonnes<\/strong> of coal\u2014enough for <strong>20 days<\/strong>.<\/li>\n<li><strong>Coal and Viksit Bharat: <\/strong>With <strong>per capita electricity use<\/strong> still below global levels, coal remains vital. India aims for a <strong>$35 trillion economy by 2047<\/strong>, with <strong>carbon neutrality by 2070<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Modernization and Global Leadership<\/strong><\/h2>\n<ol>\n<li><strong>Technology Upgrade: <\/strong>Digital platforms with <strong>AI, 5G, and GPS<\/strong> are being used.
