{"id":33864,"date":"2018-10-30T14:44:14","date_gmt":"2018-10-30T09:14:14","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=33864"},"modified":"2018-10-30T14:44:14","modified_gmt":"2018-10-30T09:14:14","slug":"raja-mandala-new-ripples-in-the-oceans","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/raja-mandala-new-ripples-in-the-oceans\/","title":{"rendered":"Raja Mandala: New ripples in the oceans"},"content":{"rendered":"<p><a href=\"http:\/\/indianexpress.com\/article\/opinion\/columns\/indo-pacific-quad-india-maritime-security-cooperation-united-states-japan-australia-france-raja-mandala-new-ripples-in-the-oceans-4946840\/\"><span style=\"font-weight: 400;\">Raja Mandala: New ripples in the oceans<\/span><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Even though the Indo-Pacific quad \u00a0brings India, United States, Japan and Australia together, <\/span><b>India needs to observe the bilateral maritime security cooperation with Paris in the Indian Ocean<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><b>What is the importance of India-France partnership?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The India-France partnership has never been more urgent than it is today.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The <\/span><b>rise of China, the renewed tensions between Russia and Europe, the uncertainty in the US political trajectory, and the loosening of the old alliances demand<\/b><span style=\"font-weight: 400;\"> more leadership from middle powers like India and France.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Nowhere are the possibilities greater than in the maritime domain.<\/span><\/li>\n<\/ul>\n<p><b>After being a member of the quad, what are essential bilateral parameters India needs to follow?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India needs to <\/span><b>elevate its bilateral security cooperation with the members of the quad as well as other partners in the Indo-Pacific<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">To begin with, France is at the top of that list. Because:<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">France has territories in the Western Indian Ocean and South Pacific and has been a maritime power in the region for nearly four centuries.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Paris has military bases in the Indian Ocean.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It has the lead role in the Indian Ocean Commission that brings together the island states of Mauritius, Seychelles, Madagascar, Comoros and the French territory of Reunion.<\/span><\/li>\n<\/ul>\n<p><b>Adding new members to the quad:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There has been much of debate on getting France to join the quad.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The quad is a <\/span><b>flexible mechanism to coordinate the approaches of like-minded states<\/b><span style=\"font-weight: 400;\"> to promote their shared political objectives in the Indo-Pacific.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is a <\/span><b>work in progress and will take time to achieve<\/b><span style=\"font-weight: 400;\"> institutional goals and make a real impact.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">But the expansion is possible when this quad is <\/span><b>eventually up and running<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><b>Conclusion:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The new regional framing will help <\/span><b>develop the much needed depth to the India-France strategic partnership <\/b><span style=\"font-weight: 400;\">through maritime burden-sharing and reinforcement of each other\u2019s positions in the Indo-Pacific.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India needs to <\/span><b>discard its military isolationism, develop productive defence diplomacy, and embark upon deeper security cooperation <\/b><span style=\"font-weight: 400;\">with its partners through bilateral, minilateral and multilateral mechanisms<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Raja Mandala: New ripples in the oceans Context: Even though the Indo-Pacific quad \u00a0brings India, United States, Japan and Australia together, India needs to observe the bilateral maritime security cooperation with Paris in the Indian Ocean.
