Ladakh Civil Services Decentralization and Recruitment (Amendment) Regulation, 2025<\/strong><\/span><\/p>\n<ul>\n<li>Introduces<em> domicile-based recruitment<\/em> for government posts in Ladakh.<\/li>\n<li>Domicile criteria include:\n<ul>\n<li>15 years of residence in Ladakh, or<\/li>\n<li>7 years of education including appearance in Class 10 or 12 in Ladakh, or<\/li>\n<li>Children of Central Government employees serving 10+ years in Ladakh, or<\/li>\n<li>Spouses\/children of domiciles.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>2. Ladakh Civil Services Domicile Certificate Rules, 2025<\/strong><\/span><\/p>\n<ul>\n<li>Defines the procedure for obtaining domicile certificates.<\/li>\n<li><strong>Issuing Authority<\/strong>: Tehsildar<\/li>\n<li><strong>Appellate Authority<\/strong>: Deputy Commissioner<\/li>\n<li><em>Applications allowed both online and offline<\/em>.<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>3. Union Territory of Ladakh Reservation (Amendment) Regulation, 2025<\/strong><\/span><\/p>\n<ul>\n<li>Sets <em>reservation ceiling at 85% for SC, ST, OBC<\/em>, and other backward groups (excluding 10% EWS quota).<\/li>\n<li><em>Extends reservations to professional institutions<\/em> (engineering\/medical colleges).<\/li>\n<li>Earlier reservation in these institutes was capped at 50%.<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>4. Ladakh Official Languages Regulation, 2025<\/strong><\/span><\/p>\n<ul>\n<li>Recognises English, Hindi, Urdu, Bhoti, and Purgi as official languages.<\/li>\n<li>Promotes <em>Shina, Brokskat, Balti, and Ladakhi<\/em> through institutional support.<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>5. Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025<\/strong><\/span><\/p>\n<ul>\n<li>Reserves <em>one-third of seats for women<\/em> in LAHDCs of Leh and Kargil, on a rotational basis.<\/li>\n<\/ul>\n<p><strong>Significance of the Regulations:<\/strong><\/p>\n<ul>\n<li><em>First region-specific legal framework<\/em> post bifurcation from Jammu &amp; Kashmir.<\/li>\n<li>Attempts to safeguard local identity, address the lack of domicile\/job protection, and recognize linguistic diversity.<\/li>\n<li>A response to growing local demands for constitutional safeguards, such as inclusion under the <a href=\"https:\/\/forumias.com\/blog\/sixth-schedule-advantages-and-issues-explained-pointwise\/\" target=\"_blank\" rel=\"noopener\">Sixth Schedule<\/a> (currently not granted).<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News&#8211; The Central Government has notified five regulations for the Union Territory of Ladakh, aimed at addressing demands related to land rights, local employment, and cultural protection.
