style=\"font-weight: 400;\">A plan for Asia<\/span><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Senior officials from the United States, Japan, India, and Australia met on the sidelines of the Association of Southeast Asian Nations and East Asia Summits to discuss regional and global cooperation. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The meeting brought forward the fact that <\/span><b>without a plan to advance economic integration with East Asia, the gap between India\u2019s strategic promise and its performance will continue to grow<\/b><span style=\"font-weight: 400;\"> and undermine Delhi\u2019s political credibility.<\/span><\/li>\n<\/ul>\n<p><b>What is the purpose of the meeting?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The objective of the meeting has been covered under <\/span><b>\u201cfree and open Indo-Pacific\u201d<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The meeting addressed seven core themes: <\/span><b>the rules-based order in Asia, freedom of navigation and overflight in the maritime commons, respect for international law, enhancing connectivity, maritime security, the North Korean threat and nonproliferation, and terrorism<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><b>What were the national statements issued by the four governments?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Following the meeting, the U.S. Department of State, the Indian Ministry of External Affairs, the Australian Department of Foreign Affairs and Trade, and the Japanese Ministry of Foreign Affairs each <\/span><b>released statements outlining what was discussed<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All four statements <\/span><b>emphasized that the convergence of visions and shared interests underpinned the quadrilateral<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The statements, however, were far from identical and a close reading reveals varying priorities within the quadrilateral.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>The Australian and the U.S. statements touched on all seven of the issues<\/b><span style=\"font-weight: 400;\"> highlighted under the aegis of a \u201cfree and open Indo-Pacific.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Japan\u2019s statement omitted any mention of enhancing \u201cconnectivity,\u201d which, for India and the United States, has come to mean offering an alternative vision to China\u2019s ambitious Belt and Road Initiative<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><b>China as a hurdle for \u201cfree and open Indo-Pacific\u201d:<\/b><\/p>\n<ul>\n<li><b>The rise of China, the expansion of its military capabilities and Beijing\u2019s assertiveness on territorial disputes has ended the prolonged tranquility<\/b><span style=\"font-weight: 400;\"> in the region.<\/span><\/li>\n<li><b>China\u2019s pressure on its neighbours is weakening the unity of the ASEAN.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The country is also <\/span><b>limiting the options of most countries<\/b><span style=\"font-weight: 400;\"> in the region.<\/span><\/li>\n<\/ul>\n<p><b>What is the way forward?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Indian Ministry of Defence <\/span><b>neither has the time nor inclination to think positively about military diplomacy in East Asia<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Without a plan to advance economic integration with East Asia, the gap between India\u2019s strategic promise and its performance will continue to grow and undermine Delhi\u2019s political credibility.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Succeeding in the sustainment of a \u201cfree and open Indo-Pacific\u201d will <\/span><b>require much work and coordination among these four countries<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Quad <\/span><b>needs to \u00a0offer smaller states in the region an attractive set of reasons <\/b><span style=\"font-weight: 400;\">to value the status quo regional architecture and a rules-based order compared to
