{"id":34005,"date":"2018-10-30T15:24:23","date_gmt":"2018-10-30T09:54:23","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=34005"},"modified":"2018-10-30T15:24:23","modified_gmt":"2018-10-30T09:54:23","slug":"labelling-versus-outcomes","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/labelling-versus-outcomes\/","title":{"rendered":"Labelling versus outcomes\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/opinion\/op-ed\/labelling-versus-outcomes\/article20445814.ece\"><b>Labelling versus outcomes<\/b><\/a><b>\u00a0<\/b><\/p>\n<p><b>Context<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The article talks about the scope and importance of the Swachh Bharat Mission (SBM)<\/span><\/li>\n<\/ul>\n<p><b>What is the Swachh Bharat Abhiyan?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Swachh Bharat Abhiyan aims to clean up the streets, roads and infrastructure of India&#8217;s cities, smaller towns, and rural areas<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The objectives of Swachh Bharat include eliminating open defecation<\/span> <span style=\"font-weight: 400;\">\u00a0through the construction of household-owned and community-owned toilets and establishing an accountable mechanism of monitoring toilet use<\/span><\/li>\n<\/ul>\n<p><b>Has the programme been successful?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government are from its own administrative data and the Swachh Survekshan Gramin conducted by the Quality Council of India (QCI), a body set up jointly by the Government of India and industry.<\/span><\/li>\n<\/ul>\n<p><b>Quality Council of India and SBM\u2019s statistics<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Swachh Survekshan claimed 62.45% India-wide latrine coverage, which was similar to the SBM\u2019s figure of 63.73<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The QCI survey also claimed that 91.29% of those with access to a toilet use it.<\/span><\/li>\n<\/ul>\n<p><b>What is the present scenario?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The pressure of an approaching deadline of making India open defecation free (ODF) is one.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In a report called \u201cQuality and Sustainability of Toilets\u201d (WaterAid, 2017), the authors report that in the eight States less than a quarter of households said that it was their own initiative to build the toilet.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This is contrary to the government\u2019s claim that SBM is a people\u2019s movement.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u201cSwachh Bharat Mission (Gramin) Immersive Research aimed to explore behavioural change best practices in rural districts that have been declared ODF in Madhya Pradesh, Rajasthan and Uttar Pradesh.<\/span><\/li>\n<\/ul>\n<p><b>What is the way ahead?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Unfortunately, there is no credible, representative country-wide estimates of latrine use in India.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Government data and the Swachh Survekshan show the programme to be achieving what it is meant to achieve.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The programme seems to be running on a check mark-based approach, and between all this, widespread open defecation in India continues to kill babies, and stunts those who survive.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Labelling versus outcomes\u00a0 Context The article talks about the scope and importance of the Swachh Bharat Mission (SBM) What is the Swachh Bharat Abhiyan?
