Despite global commitments under <strong>SDG Target 8.7<\/strong> to end child labour by 2025, progress remains limited. The transformation of <strong>Velpur Mandal<\/strong> in India offers a rare example of <strong>community-led success<\/strong> in eliminating child labour.<\/p>\n<h2><strong>Global and National Overview of Child Labour<\/strong><\/h2>\n<ol>\n<li><strong>Widespread Prevalence:<\/strong> There are an estimated <strong>160 million children<\/strong> in child labour worldwide\u2014<strong>one in every ten children<\/strong>. <strong>Africa, Asia, and the Pacific<\/strong> together account for nearly 90% of these children. The <strong>COVID-19 pandemic<\/strong> worsened the crisis, causing school dropouts and forcing children into work due to economic hardship.<\/li>\n<li><strong>India<\/strong><strong>\u2019<\/strong><strong>s Situation<\/strong><strong>:<\/strong> As per <strong>Census 2011<\/strong>, <strong>43.53 lakh children<\/strong> (ages 5\u201314) in India were engaged in labour. They are commonly employed in <strong>beedi-making, carpet weaving, and firework factories<\/strong>. Causes include <strong>poverty<\/strong>, <strong>illiteracy<\/strong>, and <strong>lack of access<\/strong> to education.<\/li>\n<li><strong>Legal and Policy Framework:<\/strong> The <strong>Child Labour Act (1986)<\/strong> and its <strong>2016 Amendment<\/strong> prohibit child labour under 14 and restrict adolescent work in hazardous sectors. The <strong>Right to Education Act<\/strong> mandates <strong>free and compulsory education<\/strong> for ages 6\u201314. However, enforcement is often <strong>short-lived and inconsistent<\/strong>.<\/li>\n<\/ol>\n<h2><strong>The Velpur Transformation Model<\/strong><\/h2>\n<ol>\n<li><strong>Starting Conditions and Action Plan:<\/strong> Velpur Mandal, once infamous for child labour, launched a <strong>community-driven campaign<\/strong> in <strong>June 2001<\/strong>. Within <strong>100 days<\/strong>, by <strong>October 2, 2001<\/strong>, it was declared a <strong>child labour-free zone<\/strong>.<\/li>\n<li><strong>Initial Resistance and Awareness Campaign:<\/strong> The campaign faced <strong>strong resistance<\/strong>. Misinformation spread about organ trafficking, and campaigners were denied basic hospitality. Persistent efforts, <strong>public meetings<\/strong>, and open dialogue shifted public perception and won support.<\/li>\n<li><strong>Debt Forgiveness and Employer Cooperation: <\/strong>Children were moved to <strong>bridge schools<\/strong> under the <strong>National Child Labour Project (NCLP)<\/strong>. Employers, under social pressure, <strong>wrote off <\/strong>\u20b9<strong>35 lakh in family debt<\/strong> and distributed <strong>stationery<\/strong> to students. This marked a turning point in community commitment.<\/li>\n<\/ol>\n<h2><strong>Institutional Support and Agreements<\/strong><\/h2>\n<ol>\n<li><strong>Formal Collaboration<\/strong><strong>:<\/strong> All <strong>sarpanchs signed MoUs<\/strong> with the government under the <strong>Andhra Pradesh Compulsory Primary Education Rules, 1982<\/strong>, committing to full school enrolment. The government pledged to ensure <strong>infrastructure and teacher availability<\/strong>.<\/li>\n<li><strong>Sustained Vigilance:<\/strong> Villages installed boards stating, \u201cThere is no child labour in our village.\u201d The achievement has been zealously guarded for over two decades.<\/li>\n<li><strong>Recognition and Endorsement:<\/strong> In <strong>2021<\/strong>, the <strong>VVGNLI<\/strong> honoured all contributors. In <strong>2022<\/strong>, the <strong>Parliamentary Standing Committee<\/strong> invited the campaign\u2019s lead officer for a presentation and acknowledged its <strong>lasting success<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Key Lessons and Significance<\/strong><\/h2>\n<ol>\n<li><strong>People-Led Movements Matter:<\/strong> Velpur proves that <strong>sustainable change<\/strong> comes from <strong>community ownership<\/strong>, not just top-down action.<\/li>\n<li><strong>Model for Training and Replication:<\/strong> The success is now part of <strong>VVGNLI training programmes<\/strong>. It has been lauded by the <strong>ILO<\/strong>, <strong>NHRC<\/strong>, and <strong>President A.P.J.
