{"id":34119,"date":"2018-10-30T15:55:12","date_gmt":"2018-10-30T10:25:12","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=34119"},"modified":"2018-10-30T15:55:12","modified_gmt":"2018-10-30T10:25:12","slug":"telengana-leads-state-wise-ease-of-doing-bussiness","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/telengana-leads-state-wise-ease-of-doing-bussiness\/","title":{"rendered":"Telengana leads state wise ease of doing bussiness\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/business\/telangana-leads-state-wise-ease-of-doing-business-ranking\/article20005271.ece\"><span style=\"font-weight: 400;\">Telengana leads state wise ease of doing bus<\/span><\/a><span style=\"font-weight: 400;\">siness\u00a0<\/span><\/p>\n<p><b>Context<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Telangana is currently atop the yearly state-wise ranking on assessment of implementation of the \u2018Business Reforms Action Plan\u2019 (BRAP) in 2017.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The final ranking is likely to be released in January, 2018.<\/span><\/li>\n<\/ul>\n<p><b>What is Business Reforms Action Plan?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The complexity of regulatory processes and the difficulty in compliance has been cited as an impediment to the economic development.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Government of India (GoI) has taken up a series of measures to simplify and rationalize the regulatory processes and introduction of information technology as enabler to make governance more efficient and effective.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A 98-Point Action Plan for improving the regulatory framework for business as part of easing the doing business in the country was shared and finalized at National Workshop of \u2018Make in India\u2019 held on 29thDecember 2014.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">&#8220;Assessment of State Implementation of Business Reforms\u201d was released in September 2015 capturing the findings after taking the stock of reforms implemented by States between the period 1st January 2015 to 30th June 2015.<\/span><\/li>\n<\/ul>\n<p><b>Which are the top ranking states?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Telangana was the joint topper with Andhra Pradesh, in the ranking last year. However, Andhra Pradesh (score of 18.01%) is currently ranked 14th.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Gujarat, ranked third last year, is now number eight with a score of 41.94%<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Telangana (with an implementation score of 61.83%) is followed by Haryana (54.03%), Odisha (45.70%), Chhattisgarh (45.43%), and West Bengal (44.35%) completing the top five.<\/span><\/li>\n<\/ul>\n<p><b>Can the rankings change with time?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The ranking is dynamic and till they are frozen, these positions could change due to intense competition between States.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This year\u2019s assessment includes 372 reforms, up from 340 last year.<\/span><\/li>\n<\/ul>\n<p><b>What are the areas of assessment?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The broad areas of assessment this year include<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Paper-less courts<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Online single window system<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Online tax payment<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Contract enforcement<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Availability and allotment,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Obtaining electricity and water connection<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Enablers for transparency, tax, labour regulation<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Construction permits<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Environmental registration commercial dispute resolution<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Online systems for property registration<\/span><\/li>\n<\/ul>\n<p><b>How has India fared so far in the World Bank Group\u2019s Doing Business report?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This year\u2019s report from the World Bank has been titled <\/span><i><span style=\"font-weight: 400;\">Reforming to Create Jobs<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The report ranks India at 100 among 190 countries.
