{"id":341593,"date":"2025-06-28T18:40:17","date_gmt":"2025-06-28T13:10:17","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=341593"},"modified":"2025-06-28T18:40:17","modified_gmt":"2025-06-28T13:10:17","slug":"official-language","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/official-language\/","title":{"rendered":"Official Language"},"content":{"rendered":"<p><strong>News:<\/strong> Union Home Minister addressed the &#8216;Golden Jubilee Celebration&#8217; of the Department of Official Language in New Delhi as the Chief Guest.<\/p>\n<h2>About Official Language<\/h2>\n<figure id=\"attachment_341620\" aria-describedby=\"caption-attachment-341620\" style=\"width: 480px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-341620\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/06\/Source-PIB1-1.png?resize=480%2C303&#038;ssl=1\" alt=\"\" width=\"480\" height=\"303\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/06\/Source-PIB1-1.png?resize=300%2C189&amp;ssl=1 300w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/06\/Source-PIB1-1.png?resize=768%2C484&amp;ssl=1 768w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/06\/Source-PIB1-1.png?w=895&amp;ssl=1 895w\" sizes=\"auto, (max-width: 480px) 100vw, 480px\" \/><figcaption id=\"caption-attachment-341620\" class=\"wp-caption-text\">Source &#8211; PIB<\/figcaption><\/figure>\n<p><strong>Constitutional Provisions<\/strong><\/p>\n<ul>\n<li><strong>Part XVII<\/strong> of the Constitution <strong>(Articles 343\u2013351)<\/strong> governs language use in the Union, States, Parliament, judiciary, and inter-state communication.\n<ul>\n<li>So, the <strong>official language policy<\/strong> of India is enshrined in <strong>Articles 343 to 351 of the Constitution.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 343:<\/strong> <strong>Hindi in Devanagari script<\/strong> is the official language of the Union.<\/li>\n<li><strong>Article 343(3) &amp; Article 348:<\/strong> <strong>English<\/strong> is to be used for <strong>all official purposes<\/strong> of the <strong>Union<\/strong>, including <strong>parliamentary proceedings, judiciary, and communication<\/strong> between the <strong>Centre and non-Hindi-speaking states,<\/strong> until otherwise <strong>decided by Parliament<\/strong>.<\/li>\n<li><strong>Article 344<\/strong>: A <strong>committee of parliament<\/strong> is to be constituted to <strong>examine the recommendation<\/strong> of the <strong>commission<\/strong> and to report its views on them to the <strong>President<\/strong>.\n<ul>\n<li><strong>Official Languages Act 1963:<\/strong> Continued use of English without time limit (amended in 1967 \u2013 use of English in addition to Hindi, compulsory in certain cases).<\/li>\n<li><strong>Official Commissions: <\/strong>\n<ul>\n<li>G. Kher Commission (1955)<\/li>\n<li>Parliament committee under G. B. Pant (1957).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 345:<\/strong> <strong>official languages or languages of the state<\/strong>\n<ul>\n<li><strong>State Language Provisions:<\/strong> The Constitution <strong>does not specify the official language of different states<\/strong>. In this regard, it makes the following provisions:\n<ul>\n<li>The <strong>legislature of the state<\/strong> may adopt any <strong>one or more of the languages<\/strong> in use in the state <strong>or Hindi<\/strong> as the official language of the state.<\/li>\n<li>Until that is done, <strong>English<\/strong> is to continue as the official language of that state.<\/li>\n<li>States are <strong>not confined to selecting languages listed in the Eighth Schedule<\/strong> of the Constitution.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 346:<\/strong> The official language of Union (i.e., <strong>English<\/strong>) shall be the <strong>link<\/strong> language for <strong>communications between the Union and states<\/strong>.\n<ul>\n<li>However, <strong>two or more states<\/strong> have the freedom to <strong>mutually decide to utilize Hindi<\/strong>, rather than English, for communication among themselves.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 347: Recognition of Language<\/strong>\n<ul>\n<li>When the <strong>President<\/strong> (on a demand being made) is satisfied that a substantial proportion of the <strong>population of a state<\/strong> desires the use of any language spoken by them to be recognised by the state, then he may <strong>direct to officially recognize the same<\/strong> to protect the <strong>linguistic interest of the minority of state.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 348: Language of the Judiciary and Legal Texts<\/strong>\n<ul>\n<li><strong>English<\/strong> shall be used in the <strong>Supreme Court, High Courts<\/strong>, and for authoritative <strong>texts of laws, bills, acts, ordinances, and orders.<\/strong><\/li>\n<li><strong>Special Directives for Linguistic Minorities<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Article 350:<\/strong> Language to be used in representations for redress of grievances<\/li>\n<li><strong>Article 350A:<\/strong> Facilities for instruction in mother-tongue at primary stage<\/li>\n<li><strong>Article 350B:<\/strong> Provides for a Special Officer for Linguistic Minorities, appointed by the President, to investigate all matters relating to the safeguards for linguistic minorities.<\/li>\n<li><strong>Article 351:<\/strong> Directive for development of the <strong>Hindi language<\/strong>.<\/li>\n<li><strong>Schedule Languages: Eighth Schedule<\/strong> of the Constitution consists of the following <strong>22 languages:<\/strong>\n<ul>\n<li>(1) Assamese, (2) Bengali, (3) Gujarati, (4) Hindi, (5) Kannada, (6) Kashmiri, (7) Konkani, (8) Malayalam, (9) Manipuri, (10) Marathi, (11) Nepali, (12) Oriya, (13) Punjabi, (14) Sanskrit, (15) Sindhi, (16) Tamil, (17) Telugu, (18) Urdu (19) Bodo, (20) Santhali, (21) Maithili and (22) Dogri.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Union Home Minister addressed the &#8216;Golden Jubilee Celebration&#8217; of the Department of Official Language in New Delhi as the Chief Guest.
