The CETA promised to usher in not just an economic partnership but a plan for shared prosperity. The pact includes chapters on goods, services, innovation, govt procurement &amp; IPR. The two countries collaborate extensively across a wide range of areas and are <span style=\"color: #ff0000;\">working to establish a comprehensive strategic partnership<\/span> by <span style=\"color: #ff0000;\">2030<\/span>.<\/p>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc2\"><\/a>What are the areas of cooperation between India-UK?<\/strong><\/span><\/span><\/h2>\n<p><strong>1. Geo-Political Cooperation:<\/strong>\u00a0UK supports India\u2019s proposal for <span style=\"color: #ff0000;\">permanent membership<\/span> of the <span style=\"color: #ff0000;\">UNSC<\/span>. The UK is also an <span style=\"color: #ff0000;\">important interlocutor<\/span> for India in the EU, G7, G20 and global forums. India-UK political cooperation deepens through institutions and fora such as <span style=\"color: #ff0000;\">India-UK Disarmament and Non-Proliferation Dialogue<\/span>, <span style=\"color: #ff0000;\">India-UK JWG on Counter-terrorism<\/span> and <span style=\"color: #ff0000;\">India-UK Foreign Office Consultations<\/span>.<\/p>\n<p><strong>2. The agreement also signals a shared commitment to cross-cultural collaboration &amp; economic growth.<\/p>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc3\"><\/a>What is the Significance of the close India-UK relations?<\/strong><\/span><\/span><\/h2>\n<p><strong>1. India-UK FTA: <\/strong>The India-UK FTA will give a further boost to India\u2019s labour-intensive sectors, increase Indian service exports, and diversify Indian trade partners.<\/p>\n<table style=\"width: 100%; border-collapse: collapse; background-color: #f2f2ac;\">\n<tbody>\n<tr>\n<td style=\"width: 11.0555%;\"><b>Benefits for India<\/b><\/td>\n<td style=\"width: 88.9444%;\">The FTA grants <b>99% duty-free access<\/b> for Indian exports to the UK, covering almost all trade categories. This is a significant boost for labor-intensive sectors like textiles, leather, footwear, marine products, gems and jewelry, sports goods, and toys as 45% of India&#8217;s merchandise exports to the UK will not attract any duty.<\/p>\n<p>It also opens up opportunities for engineering goods, auto components, and organic chemicals. Indian agricultural products like spices, mango pulp, and pulses will also benefit from duty-free entry.<\/p>\n<p>Consumers in India are expected to benefit from improved access to a variety of British products &#8211; from soft drinks &amp; cosmetics to cars &amp; medical devices &#8211; as average tariffs will drop from 15% to 3%. UK products like medical devices &amp; aerospace parts will also be available in India at accessible &amp; affordable rates.<\/p>\n<p>India has also excluded several high-sensitivity agricultural products from any tariff concessions such as dairy, fresh apples, walnuts, whey etc.<\/p>\n<p><strong>Double Contribution Convention Agreement (Social Security Pact): <\/strong>It would help avoid double contribution to social security funds by Indian professionals working for a limited period in Britain.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 11.0555%;\"><b>Benefits for UK<\/b><\/td>\n<td style=\"width: 88.9444%;\">The UK gains significant market access to India&#8217;s large and growing economy. The <span style=\"color: #ff0000;\">UK can use India<\/span> as an alternative destination to China and its companies can invest in India as part of &#8216;<span style=\"color: #ff0000;\">China plus one strategy<\/span>&#8216;. Climate Change:<\/strong>\u00a0The deepened India-UK relations <span style=\"color: #ff0000;\">will be helpful to achieve the goals of the Paris Agreement<\/span> and <span style=\"color: #ff0000;\">to implement the Glasgow Climate Pact<\/span>. <strong>For ex-<\/strong> India and UK have agreed to work for <span style=\"color: #ff0000;\">early operationalisation<\/span> of the <span style=\"color: #ff0000;\">Global Green Grids-One Sun One World One Grid Initiative<\/span> (OSOWOG) under <span style=\"color: #ff0000;\">ISA<\/span>.<\/p>\n<p><strong>5.<\/strong> <b>Cutting-Edge Research:<\/b> The Vision 2035 emphasizes developing cutting-edge technology and research, focusing on future telecoms, AI, critical minerals, semiconductors, quantum, biotechnology, and advanced materials.<\/p>\n<p><b>6. Diaspora:<\/b> The Indian diaspora in the UK (over 1.6 million people) serves as a significant bridge, fostering cultural exchange and strengthening bilateral ties.<\/p>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc4\"><\/a>What are the Challenges in the relations?<\/strong><\/span><\/span><\/h2>\n<p><strong>1. India-UK FTA:\u00a0<\/strong>The CFTA&#8217;s most extensive concession by India to UK is in government procurement. The UK firms are now allowed to participate in govt tenders, offering them Class-2 Status under Make in India Rules, which requires 20 to 50% domestic value addition. This concession will dilute the benefits that programmes like Make in India &amp; Atmanirbhar Bharat were designed to protect. Also, it will erode India&#8217;s ability to use public procurement as a lever for policy goals such as import substitution, domestic capacity building &amp; employment generation.<\/p>\n<p><strong>2. UK&#8217;s closeness to Pakistan and China:<\/strong>\u00a0The<span style=\"color: #ff0000;\"> UK\u2019s ties with Pakistan<\/span> complicates the process of building a closer defence and security with India. <span style=\"color: #ff0000;\">UK and India<\/span> have also <span style=\"color: #ff0000;\">sometimes diverged<\/span> in their <span style=\"color: #ff0000;\">positions towards China\u2019s role<\/span> in the Indian Ocean. While India has been concerned with <span style=\"color: #ff0000;\">China\u2019s growing influence<\/span> in the Indo-Pacific region through the <span style=\"color: #ff0000;\">Belt and Road Initiative project<\/span>, the UK by contrast has engaged <span style=\"color: #ff0000;\">substantially with Belt and Road<\/span>.<\/p>\n<p><strong>3. Khalistan Issue: <\/strong>India has repeatedly raised concerns about the presence and activities of pro-Khalistan extremist elements in the UK. India views these activities as a threat to its sovereignty and internal security, and expects the UK to take stronger action to curb them.<\/p>\n<p><strong>4. Slow progress in deepening of Defence Ties:<\/strong>\u00a0The UK has been slow to adapt to the Indian government\u2019s increasingly preferred method of acquisition- through<span style=\"color: #ff0000;\"> Government-to-Government<\/span> (G2G) agreements or Foreign Military Sales (FMS) for deals.<\/p>\n<p><strong>5. Different stands on Russia Ukraine conflict:<\/strong>\u00a0The U.K <span style=\"color: #ff0000;\">has openly criticized<\/span> the Russian invasion while the same has not yet been done by India. This may <span style=\"color: #ff0000;\">emerge as a potential bottleneck in future<\/span>.<\/p>\n<p><strong>6. Extradition Rigidities:<\/strong>\u00a0Both the countries have an extradition treaty between them. However, <span style=\"color: #ff0000;\">speedy extradition is still a far-fetched dream<\/span>. India has not been able to extradite Vijay Mallya, Nirav Modi and other fugitives from London.<\/p>\n<p><strong>7. Illegal Migrants:<\/strong> There are more than 1 lakh illegal Indian immigrants in the UK. The UK government has put pressure to send them back but both the countries have not yet signed the migration and mobility agreement.<\/p>\n<p><strong>8. Anti-colonial resentment against Britain:<\/strong>\u00a0India still suffers from the legacy of Partition like the <span style=\"color: #ff0000;\">problem with Pakistan<\/span> and <span style=\"color: #ff0000;\">the issue of Kashmir<\/span>.<\/p>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc5\"><\/a>What Should be the Way Forward?<\/strong><\/span><\/span><\/h2>\n<p><strong>1. Jointly reviving multilateralism and multilateral institutions:<\/strong>\u00a0India and UK must shed their differences in the stand in the <span style=\"color: #ff0000;\">multilateral bodies<\/span> like <span style=\"color: #ff0000;\">WTO<\/span> and<span style=\"color: #ff0000;\"> UNFCCC<\/span>. UK government should stand with the causes of the underdeveloped and developing countries instead of siding with the developed countries.<\/p>\n<p><strong>2. Agreement on &#8220;migration and mobility&#8221;:<\/strong>\u00a0India and Britain should explore an agreement on \u201cmigration and mobility\u201d to <span style=\"color: #ff0000;\">facilitate the legal movement of Indians into Britain<\/span>.<\/p>\n<p><strong>3. Streamlining the extradition process:<\/strong>\u00a0UK should live up to its commitment to the extradition of Indian fugitives. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Nirav Modi should be extradited<\/span> as his extradition process is almost completed.<\/p>\n<p><strong>4. Deeper defence and security engagement: <\/strong>The UK and India\u2019s convergence of interests in the Indian Ocean region offers an important opportunity to increase engagement on defence and security. Hence, both nations<span style=\"color: #ff0000;\"> should promote standards of transparency<\/span> and <span style=\"color: #ff0000;\">sustainability for infrastructure projects<\/span> in the <span style=\"color: #ff0000;\">Indian Ocean region<\/span>.<\/p>\n<p><strong>6. Better balancing of relations:<\/strong>\u00a0The UK should take care for ensuring <span style=\"color: #ff0000;\">stronger ties with China and Pakistan<\/span> are <span style=\"color: #ff0000;\">not at the expense of a deeper partnership with India<\/span>.
