{"id":343879,"date":"2025-08-02T16:39:21","date_gmt":"2025-08-02T11:09:21","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=343879"},"modified":"2025-08-02T16:39:21","modified_gmt":"2025-08-02T11:09:21","slug":"nomination-of-panel-of-chairperson","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/nomination-of-panel-of-chairperson\/","title":{"rendered":"Nomination of Panel of Chairperson"},"content":{"rendered":"<p><strong>News:<\/strong> Lok Sabha Speaker Om Birla announced that N K Premachandran has been nominated as an empanelled member to preside over the proceedings of the House.<\/p>\n<h2>About Nomination of Panel of Chairperson<\/h2>\n<figure id=\"attachment_343882\" aria-describedby=\"caption-attachment-343882\" style=\"width: 556px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-343882\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/08\/Source-Lok-Sabha.jpg?resize=556%2C280&#038;ssl=1\" alt=\"\" width=\"556\" height=\"280\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/08\/Source-Lok-Sabha.jpg?resize=300%2C151&amp;ssl=1 300w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/08\/Source-Lok-Sabha.jpg?resize=1024%2C514&amp;ssl=1 1024w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/08\/Source-Lok-Sabha.jpg?resize=768%2C385&amp;ssl=1 768w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2025\/08\/Source-Lok-Sabha.jpg?w=1190&amp;ssl=1 1190w\" sizes=\"auto, (max-width: 556px) 100vw, 556px\" \/><figcaption id=\"caption-attachment-343882\" class=\"wp-caption-text\">Source &#8211; Lok Sabha<\/figcaption><\/figure>\n<ul>\n<li><strong>Enabling provision:<\/strong> The <strong>Panel of Chairperson is nominated <\/strong>under <strong>Section 9 in Rules of Procedure and Conduct of Business in Lok Sabha.<\/strong><\/li>\n<li><strong>Rule 9:<\/strong> According to the rule, at the <strong>commencement of the House or from time to time<\/strong>, as the case may be, the <strong>Speaker<\/strong> shall nominate from <strong>amongst the members<\/strong> a panel of <strong>not more than 10 Chairpersons<\/strong>, anyone of whom <strong>may preside over the House<\/strong> in the <strong>absence<\/strong> of the Speaker and the Deputy Speaker when <strong>so requested<\/strong> by the Speaker or, in the <strong>absence<\/strong> of the Speaker, by the Deputy Speaker.<\/li>\n<li>A Chairperson so nominated, <strong>holds office until a new Panel of Chairpersons is nominated<\/strong>, unless he\/she <strong>resigns<\/strong> earlier from the Panel or is appointed a Minister or elected as Deputy Speaker.<\/li>\n<li>A <strong>minister<\/strong> <strong>cannot<\/strong> be a member of panel of chairpersons.<\/li>\n<li>Any one member of panel of chairpersons may <strong>preside<\/strong> over the House in the <strong>absence<\/strong> of the Speaker and the Deputy Speaker.<\/li>\n<li>A member of the panel of chairpersons <strong>cannot preside<\/strong> over the House, when the office of the Speaker or the Deputy Speaker is <strong>vacant<\/strong>.\n<ul>\n<li>During such time, the <strong>Speaker\u2019s duties<\/strong> are to be performed by such member of the House as the <strong>President may appoint<\/strong> for the purpose.<\/li>\n<\/ul>\n<\/li>\n<li>It is <strong>not necessary<\/strong> that the <strong>chairpersons<\/strong> must be from the <strong>ruling party only<\/strong>.\n<ul>\n<li>As per the procedure, <strong>leaders of different parties suggest names of their members<\/strong> for the panel, after that the Speaker appoints them to the panel.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Lok Sabha Speaker Om Birla announced that N K Premachandran has been nominated as an empanelled member to preside over the proceedings of the House.
