Highlights of the vision document: <\/strong><\/p>\n<ul>\n<li>Both sides called for a \u201c<strong>free and open Indo-Pacific\u201d <\/strong>which is usually seen as a response to China\u2019s growing dominance in the region.<\/li>\n<li>Commitment towards upholding the<strong> rule of law and democratic values <\/strong>which underlies the new security architecture that Japan and the United States are trying to put in place to counter China.<\/li>\n<li>The vision statement specifically mentioned the willingness of both countries to \u201cexpand concrete <strong>cooperation with the U.S<\/strong>. and other partners\u201d.<\/li>\n<li>It also referred to the necessity of ensuring the freedom of navigation and the importance of <strong>upholding the UNCLOS<\/strong> (United Nations Convention on the Law of the Sea), a set of conventions that China has been accused of flouting in the South China Sea.<\/li>\n<li>The start of negotiations on an <strong>Acquisition and Cross-servicing Agreement,<\/strong> a logistics-sharing pact, that would allow Japanese ships to get fuel and servicing at Indian naval bases was also announced in the vision document.<\/li>\n<li>A new Foreign and Defence Ministerial Dialogue, termed<strong> 2+2,<\/strong> was also announced that will include the Annual Defence Ministerial Dialogue, Defence Policy Dialogue and the National Security Advisers Dialogue.<\/li>\n<li>On the economic front, the two countries have agreed to a <strong>Bilateral Swap Arrangement<\/strong> that would allow their central banks to exchange local currencies for up to $75 billion.<\/li>\n<li>Earlier Japan had offered a $50 billion currency swap in 2013 and, before that, one for $3 billion in 2008. This is substantially more than the $30 billion currency swap arrangement announced between China and Japan.<\/li>\n<\/ul>\n<p><strong>3. Significance of the announcements:<\/strong><\/p>\n<ul>\n<li>Bilateral swap arrangement should aid in bringing greater stability to foreign exchange &amp; capital markets in India.<\/li>\n<li>The facility will serve as a second line of defence for the rupee after the $393.5 billion of foreign exchange reserves that the Reserve Bank of India (RBI) has at its disposal.<\/li>\n<li>Once Acquisition and Cross-servicing Agreement is signed, Japan\u2019s Maritime Self-Defence Force will be able to secure access to Indian naval facilities in the Andaman and Nicobar islands, which are strategically located close to the western Malacca Straits, a choke point for much of Japan and China\u2019s trade and fuel imports.<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-34428\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/liq.jpg?resize=427%2C309&#038;ssl=1\" alt=\"\" width=\"427\" height=\"309\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/liq.jpg?w=427&amp;ssl=1 427w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/liq.jpg?resize=150%2C109&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/10\/liq.jpg?resize=300%2C217&amp;ssl=1 300w\" sizes=\"auto, (max-width: 427px) 100vw, 427px\" \/><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Modi, Abe back \u2018free Indo-Pacific\u2019 News: India and Japan outlined a vision document for strengthening bilateral relations at the 13th annual summit held in Japan recently.
