The aim is to <strong>expand access<\/strong> by revising the current \u20b92.5 lakh annual cap, following recommendations from parliamentary panels.<\/p>\n<h2><strong>Proposed Revisions to Income Limits<\/strong><\/h2>\n<ol>\n<li><strong> Increase for ST Scholarships: <\/strong>The <strong>Ministry of Tribal Affairs<\/strong> plans to raise the <strong>parental income limit<\/strong> for post and pre-matric ST scholarships from \u20b9<strong>2.5 lakh to <\/strong>\u20b9<strong>4.5 lakh<\/strong>. This applies to students from grades IX onwards, and in some cases, grades I\u2013X.<\/li>\n<li><strong> Possible Changes for SC, OBC, and DNT Scholarships<\/strong>: The <strong>Social Justice Ministry<\/strong> is considering revising income limits for SC, OBC, and DNT students in both school and college scholarship schemes. The goal is to improve access across all sections.<\/li>\n<\/ol>\n<h2><strong>Structure and Coverage of Current Schemes<\/strong><\/h2>\n<ol>\n<li><strong> Central Sponsorship Model<\/strong>: Scholarships for SCs, STs, and OBCs operate under a <strong>centrally sponsored scheme<\/strong>. The <strong>Union and State governments <\/strong>share costs in a <strong>60:40 ratio<\/strong>, with a <strong>90:10 ratio<\/strong> for northeast States.<\/li>\n<li><strong> Post and Pre-Matric Criteria<\/strong>: <strong>Post-matric scholarships<\/strong> are for students after Class X. <strong>Pre-matric schemes<\/strong> cover Class IX\u2013X, but for SCs in hazardous occupations, coverage is from Class I\u2013X. <strong>Current eligibility<\/strong> requires parental income below \u20b92.5 lakh.<\/li>\n<\/ol>\n<h2><strong>Budgetary Allocation<\/strong><\/h2>\n<ol>\n<li><strong> Social Justice Ministry Share<\/strong>: In <strong>FY 2025-26<\/strong>, centrally sponsored scholarship schemes for SCs, OBCs, EBCs, and DNTs formed <strong>66.7%<\/strong> of the \u20b9<strong>13,611 crore<\/strong> Social Justice Department budget.<\/li>\n<li><strong> Tribal Affairs Ministry Share<\/strong>: For the same fiscal year, schemes for ST students accounted for <strong>18.6%<\/strong> of the \u20b9<strong>14,925.81 crore<\/strong> allocation of the Tribal Affairs Ministry.<\/li>\n<\/ol>\n<h2><strong>Declining Beneficiary Numbers<\/strong><\/h2>\n<ol>\n<li><strong> Reductions for SC Beneficiaries<\/strong>: From <strong>2020-21 to 2024-25<\/strong>, pre-matric SC scholarship beneficiaries dropped by <strong>30.63%<\/strong>, and post-matric beneficiaries by <strong>4.22%<\/strong>.<\/li>\n<li><strong> Drops Among OBC, EBC, and DNT Groups<\/strong>: Between <strong>2021-22 and 2023-24<\/strong>, pre-matric beneficiaries fell from <strong>58.62 lakh<\/strong> to about <strong>20.25 lakh<\/strong>. Post-matric numbers declined from <strong>43.34 lakh<\/strong> to <strong>38.42 lakh<\/strong>.<\/li>\n<li><strong> ST Beneficiary Declines<\/strong>: In the same period, ST pre-matric recipients dropped by <strong>4.63 lakh<\/strong>, and post-matric recipients by <strong>3.52 lakh<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Parliamentary Panel Recommendations<\/strong><\/h2>\n<ol>\n<li><strong> Call for Higher Income Limits<\/strong>: The <strong>Parliamentary Committee on Welfare of OBCs<\/strong> urged <strong>doubling<\/strong> the current income limit for OBC pre and post-matric scholarships.
