The system has <strong>14,000+ ITIs<\/strong> and <strong>25 lakh<\/strong> seats, but enrolment was <strong>12 lakh in 2022<\/strong>\u2014just <strong>48% utilisation<\/strong>.<\/li>\n<li><strong> Modest employment after training:<\/strong> In <strong>2018<\/strong>, only <strong>63%<\/strong> of ITI graduates were employed. VET systems in <strong>Germany, Singapore, and Canada<\/strong> achieve <strong>80\u201390%<\/strong>.<\/li>\n<li><strong> Demand-led growth needs skills: <\/strong>GST may lift demand, but <strong>job-rich growth<\/strong> needs skills; the weak VET pipeline restrains productivity and formal jobs.<\/li>\n<\/ol>\n<h2><strong>Structural reasons for weak performance<\/strong><\/h2>\n<ol>\n<li><strong> Late integration in schooling:<\/strong> Germany integrates VET at <strong>upper-secondary<\/strong> via a <strong>dual system<\/strong> with paid apprenticeships. India adds VET <strong>after high school<\/strong>, reducing hands-on time and early orientation.<\/li>\n<li><strong> No academic progression or credit transfer<\/strong>: Singapore provides <strong>clear pathways<\/strong> from technical education and polytechnics to university. India lacks <strong>formal progression<\/strong> and <strong>credit transfer<\/strong>, deterring students who want academic options open.<\/li>\n<li><strong> Quality and perception deficits<\/strong>: Many courses are <strong>outdated<\/strong>; <strong>over one-third<\/strong> instructor posts are vacant due to limited <strong>NSTI<\/strong> capacity. <strong>Irregular grading<\/strong>and absent feedback weaken quality.<\/li>\n<li><strong> Thin employer engagement and PPP gaps<\/strong>: Employer participation is <strong>limited<\/strong>; ITIs depend on government funds; <strong>MSMEs<\/strong> have capacity limits; <strong>Sector Skill Councils<\/strong> lack state presence.<\/li>\n<\/ol>\n<h2><strong>International practices that work<\/strong><\/h2>\n<ol>\n<li><strong> Germany<\/strong><strong>\u2019<\/strong><strong>s dual system<\/strong>: Early embedding with <strong>paid apprenticeships<\/strong> improves employability and smooths school-to-work transitions.<\/li>\n<li><strong> Singapore<\/strong><strong>\u2019<\/strong><strong>s quality and lifelong upskilling<\/strong>: <strong>Industry-led design<\/strong>, strong instructors, and routine audits ensure relevance. <strong>SkillsFuture<\/strong> supports continuous learning.<\/li>\n<li><strong> Shared financing and co-design<\/strong>: Governments fund institutions; employers pay apprenticeships, share costs, and <strong>co-design curricula<\/strong>. This aligns training with labour demand.<\/li>\n<\/ol>\n<h2><strong>Reform priorities for India<\/strong><\/h2>\n<ol>\n<li><strong> Integrate VET early and create pathways<\/strong>: Implement <strong>NEP 2020<\/strong> school integration. <strong>Fast-track the National Credit Framework<\/strong> with recognised certifications and progression routes.<\/li>\n<li><strong> Raise training quality and capacity<\/strong>: Align courses with <strong>local demand<\/strong> via market assessments. <strong>Expand NSTIs<\/strong>, hire instructors, and strengthen <strong>ITI grading<\/strong>with trainee feedback.<\/li>\n<li><strong> Build strong partnerships with industry<\/strong>: Scale the Private Training Partner model. Engage MSMEs and use CSR funding.<\/li>\n<\/ol>\n<h2><strong>Financing and current schemes\u2014what<\/strong><strong>\u2019<\/strong><strong>s missing<\/strong><\/h2>\n<ol>\n<li><strong> Invest more and link funding to performance<\/strong>: India spends <strong>~3%<\/strong> on VET vs <strong>10\u201313%<\/strong> in <strong>Germany, Singapore, Canada<\/strong>. Improve viability via lower per-student costs, <strong>revenue autonomy<\/strong>, and <strong>performance-linked funding<\/strong>.<\/li>\n<li><strong> Scheme design focused on jobs, not skills<\/strong>: <strong>ELI Part A<\/strong> gives up to \u20b9<strong>15,000<\/strong> to first-time <strong>EPFO<\/strong>-registered workers. <strong>ELI Part B<\/strong> pays employers \u20b9<strong>3,000\/month<\/strong> per new hire. Both promote <strong>formalisation<\/strong> but <strong>lack skilling<\/strong> components.<\/li>\n<li><strong> Internships and upgrades without clear outcomes<\/strong>: The <strong>PM Internship Scheme<\/strong> offers <strong>one-year placements<\/strong> but no route to permanent jobs. The <strong>ITI Upgradation Initiative<\/strong> modernises <strong>1,000 ITIs<\/strong> with industry partners, not necessarily training quality.
