SardarPatelTrust<\/figcaption><\/figure>\n<ul>\n<li>He was born on <strong>September 27, 1873.<\/strong><\/li>\n<li>He was the <strong>third of the five sons<\/strong> of <strong>Jhaverbhai<\/strong> and mother <strong>Ladba of Karamsad<\/strong>.<\/li>\n<li>He <strong>studied law in England<\/strong>, and came back to <strong>Bombay to practise<\/strong>.<\/li>\n<li><strong>Political Career<\/strong>:\n<ul>\n<li>He was elected to the <strong>Bombay Legislative Council in 1912<\/strong> and to the <strong>Imperial Legislative Council in 1918. <\/strong><\/li>\n<li>In <strong>1924<\/strong>, he was elected member of the <strong>Central Legislative Assembly from Bombay city<\/strong>.<\/li>\n<li><strong>President:<\/strong> He was the <strong>first Indian to become the President<\/strong> of the <strong>Central Legislative Assembly<\/strong>, Parliament\u2019s equivalent under British rule, on <strong>August 22, 1925<\/strong>.\n<ul>\n<li>He stayed the <strong>president<\/strong> of the Central Legislative Assembly for <strong>two tenures<\/strong>.<\/li>\n<li><strong>Resignation:<\/strong> He <strong>resigned<\/strong> as the President of the Assembly in <strong>1930<\/strong> to be fully involved in politics by joining the Congress Working Committee.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>His role as President of Central Legislative Assembly<\/strong>\n<ul>\n<li><strong>Parliament\u2019s security: <\/strong>It was due to his efforts that the <strong>Parliament\u2019s security (i.e. ward and watch system)<\/strong> was <strong>handed over to the Speaker<\/strong>.\n<ul>\n<li>This system <strong>continued till 2024<\/strong>, when the <strong>CISF<\/strong> stepped into that role.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Independent Parliament Secretariat: <\/strong>He was able to set up an <strong>independent Parliament Secretariat<\/strong>, with the <strong>officials<\/strong> in it <strong>reporting to none but the president<\/strong>.\n<ul>\n<li>This was to ensure that the <strong>staff advising and helping the president<\/strong> were serving no other boss, and hence would be <strong>fully independent<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Separate Legislative Assembly Department<\/strong>\n<ul>\n<li>It was during his second term, a <strong>separate Legislative Assembly Department<\/strong> was created in the <strong>portfolio of the Governor-General<\/strong> but under the <strong>de facto control of the President.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Contribution in Freedom Struggle<\/strong>\n<ul>\n<li>He was among those senior Congress leaders who <strong>opposed Mahatma Gandhi\u2019s decision to suspend the Non-Cooperation Movement<\/strong> against the British after the Chauri Chaura incident.<\/li>\n<li>He, along with other <strong>senior congress members<\/strong> like Subhas Chandra Bose, Motilal Nehru, Chittaranjan Das, founded the <strong>Swaraj Party in 1923. <\/strong><\/li>\n<li>However, they <strong>worked closely with the Congress<\/strong> for the cause of India\u2019s freedom.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Death:<\/strong> Vithalbhai died in <strong>Geneva<\/strong> on <strong>October 22, 1933, of ill-health.<\/strong><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Delhi Legislative Assembly is hosting a two-day All India Speakers\u2019 Conference to commemorate the 100th anniversary of Vithalbhai Patel becoming the President of the Central Legislative Assembly under British rule.
