{"id":34545,"date":"2018-10-31T11:46:13","date_gmt":"2018-10-31T06:16:13","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=34545"},"modified":"2018-10-31T11:46:13","modified_gmt":"2018-10-31T06:16:13","slug":"possibilities-amidst-flux-in-south-asia","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/possibilities-amidst-flux-in-south-asia\/","title":{"rendered":"Possibilities amidst flux in South Asia:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/indianexpress.com\/article\/opinion\/columns\/donald-trump-pakistan-us-relationship-haqqani-terror-india-afghanistan-relations-4895627\/\"><span style=\"font-weight: 400;\">Possibilities amidst flux in South Asia<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The new South Asia policy of US towards Pakistan might be more apparent than real<\/span><\/li>\n<\/ul>\n<p><b>Indo-Afghanistan Cooperation:<\/b><\/p>\n<p><b>Areas of Cooperation: <\/b><\/p>\n<p><b>Economic Cooperation:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India is the second largest destination for Afghanistan exports.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Afghanistan possess many minerals like gold, iron, copper etc. Indian companies have invested in its mining sector<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">More than 100 companies have invested in various sectors of its economy including agriculture, communications, Information Technology etc.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The proposed TAPI (stands for Turkmenistan Afghanistan Pakistan and India) pipeline passes through Afghanistan. It is for importing Natural Gas from Turkmenistan to India.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India, Iran and Afghanistan have jointly signed a trade deal. The deal aims at investment in Chabahar port for accessing landlocked Afghanistan by circumventing Pakistan.<\/span><\/li>\n<\/ul>\n<p><b>India\u2019s Development Programs in Afghanistan:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India continues to assist Afghanistan in its reconstruction program by providing a bilateral assistance of 2 Billion USD. India has also completed many infrastructure projects in Afghanistan. Some notable examples are<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Salma Dam in Herat Province<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Parliament Building in Kabul<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Road project in Nimroz Province<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A power project near Kabul<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> India also has established hospitals and runs midday meal schemes for Afghan school children<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><b>Defence Cooperation:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India has contributed to the Afghan defence forces in the following ways<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India provides training to Afghanistan military officers in Indian military academies<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In 2014 India signed an agreement with Afghanistan and Russia. According to this agreement Russia will provide all military equipments needed by Afghanistan and India will pay for it<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India has directly provided three Russian-made Mi-25 attack helicopters to Afghan Air Force in 2015<\/span><\/li>\n<\/ul>\n<p><b>Cooperation through Conferences:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India and Afghanistan work cooperatively in various associations.<\/span><\/li>\n<\/ul>\n<p><b>Terrorism:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India wants a democratic and peaceful Afghanistan for stability in its relations. But the country faces terror threats in the following ways<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Afghani Taliban is a major terrorist group. They are attempting to take over the democratically elected Government in Afghanistan<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Al Qaeda and many other terrorist groups like Haqqani Network etc. are very active in Afghanistan<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The recent rise of Islamic State terrorists may have spillover effects on India in future<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All these terror groups are involved in deadly attacks in Afghanistan. These factors concerns India because the terror in Afghanistan has the following implications<\/span><\/li>\n<\/ul>\n<p><b>Regional security is threatened<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It can affect the good relations between India and Afghanistan.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Internal security of India can be threatened as there is link between these Afghan terror networks and terrorists in Jammu and Kashmir<\/span><\/li>\n<\/ul>\n<p><b>The Role of Pakistan<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pakistan has always attempted to thwart the good relationship between India and Afghanistan. Pakistan also attempts to derail peace in Afghanistan in the following ways<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pakistan has supported many Afghan terrorists by providing funding and refuge especially the Taliban and Haqqani Network<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Pakistan has been known to meddle in the internal affairs of Afghanistan<\/span><\/li>\n<\/ul>\n<p><b>Way forward<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Delhi must find ways to effectively intervene in the limited but inviting strategic space that is opening up between America, Pakistan and Afghanistan.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India\u2019s renewed economic assistance to Afghanistan constitutes one set of tools.
