{"id":345518,"date":"2025-09-01T18:04:13","date_gmt":"2025-09-01T12:34:13","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=345518"},"modified":"2025-09-01T18:04:13","modified_gmt":"2025-09-01T12:34:13","slug":"registrar-general-of-india-rgi-and-census-2027","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/registrar-general-of-india-rgi-and-census-2027\/","title":{"rendered":"Registrar General of India (RGI) and Census 2027"},"content":{"rendered":"<p><strong>News: <\/strong>The Registrar General of India (RGI) has requested a budget of \u20b914,618.95 crore to conduct the Census 2027, which will be India\u2019s first \u201cDigital Census\u201d and will also include the collection of caste data.<\/p>\n<h2>About Registrar General of India (RGI)<\/h2>\n<ul>\n<li data-start=\"68\" data-end=\"264\">In <strong data-start=\"71\" data-end=\"79\">1949<\/strong>, the Government of India created a <strong data-start=\"115\" data-end=\"141\">permanent organisation<\/strong> under the <strong data-start=\"152\" data-end=\"180\">Ministry of Home Affairs<\/strong>, headed by the <strong data-start=\"196\" data-end=\"261\">Registrar General and Ex-Officio Census Commissioner of India<\/strong>.<\/li>\n<li data-start=\"68\" data-end=\"264\">The main responsibility of this office is to <strong data-start=\"313\" data-end=\"344\">systematically collect data<\/strong> on India\u2019s <strong data-start=\"356\" data-end=\"401\">population size, growth, and distribution<\/strong>.<\/li>\n<li data-start=\"68\" data-end=\"264\">The <strong data-start=\"411\" data-end=\"434\">RGI also implements<\/strong> the <strong data-start=\"439\" data-end=\"486\">Registration of Births and Deaths Act, 1969<\/strong>. The post is usually held by a <strong data-start=\"522\" data-end=\"563\">civil servant of Joint Secretary rank<\/strong>.<\/li>\n<li data-start=\"68\" data-end=\"264\">Apart from the decennial <strong data-start=\"594\" data-end=\"604\">Census<\/strong>, the office also conducts <strong data-start=\"631\" data-end=\"669\">demographic and linguistic surveys<\/strong>.<\/li>\n<\/ul>\n<p><strong>Main Functions of the RGI<\/strong><\/p>\n<ul>\n<li><strong>Census (Population &amp; Housing Census): <\/strong>Conducts India\u2019s <strong>decadal Census<\/strong> under the <strong>Census Act, 1948<\/strong>.<\/li>\n<li><strong>Civil Registration System (CRS): It is r<\/strong>esponsible for <strong>compulsory registration of births and deaths<\/strong> under the <strong>RBD Act, 1969 and c<\/strong>oordinates with states and UTs for smooth functioning.<\/li>\n<li><strong>National Population Register (NPR): It m<\/strong>aintains a database of all people <strong>usually residing in India<\/strong>, under the <strong>Citizenship Act, 1955<\/strong> and <strong>Citizenship Rules, 2003<\/strong>.<\/li>\n<li><strong>Mother Tongue Survey: It also su<\/strong>rveys and documents <strong>mother tongues<\/strong> reported in multiple census decades.<\/li>\n<li><strong>Sample Registration System (SRS): It c<\/strong>onducts <strong>large-scale surveys<\/strong> of births and deaths twice a year. It also provides vital statistics like <strong>Birth Rate, Death Rate, Infant Mortality Rate (IMR), and Maternal Mortality Rate (MMR)<\/strong> at the state level.<\/li>\n<\/ul>\n<h2><strong>About Census 2027<\/strong><\/h2>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/i0.wp.com\/images.indianexpress.com\/2025\/09\/WhatsApp-Image-2025-09-01-at-12.49.54-PM.jpeg?resize=348%2C442&#038;ssl=1\" alt=\"Knowledge Nugget | Census 2027 and Registrar General of India: A must-know for UPSC Exam\u00a0\" width=\"348\" height=\"442\" \/><\/p>\n<ul>\n<li>The <strong>Census 2027<\/strong> will be the <strong>16th Census overall<\/strong> and the <strong>8th Census since Independence<\/strong>.<\/li>\n<li>It collects data at the <strong>village, town, and ward level<\/strong> on various aspects such as: Housing conditions, amenities, and assets, Demography and religion, Scheduled Castes (SCs) and Scheduled Tribes (STs), Language, literacy, and education and economic activity, migration, and fertility<\/li>\n<\/ul>\n<p><strong>Features of Census 2027<\/strong><\/p>\n<ul>\n<li><strong>First Digital Census: <\/strong>Data will be collected using <strong>dedicated mobile applications<\/strong>. Citizens will have the option of <strong>self-enumeration<\/strong>.<\/li>\n<li><strong>Caste Enumeration: <\/strong>On <strong>April 30, 2024<\/strong>, the <strong>Cabinet Committee on Political Affairs (CCPA)<\/strong> approved the inclusion of <strong>caste enumeration<\/strong> in Census 2027. <strong>Caste data<\/strong> will also be recorded electronically for the first time.<\/li>\n<li><strong>Real-Time Monitoring: <\/strong>The RGI is creating a <strong>Census Monitoring &amp; Management System (CMMS)<\/strong> website for real-time supervision. <strong>Over 35 lakh enumerators and supervisors<\/strong> will be deployed, which is more than <strong>30% higher<\/strong> compared to the 27 lakh staff in Census 2011.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Registrar General of India (RGI) has requested a budget of \u20b914,618.95 crore to conduct the Census 2027, which will be India\u2019s first \u201cDigital Census\u201d and will also include the collection of caste data.
