{"id":34562,"date":"2018-10-31T11:55:10","date_gmt":"2018-10-31T06:25:10","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=34562"},"modified":"2018-10-31T11:55:10","modified_gmt":"2018-10-31T06:25:10","slug":"universal-basic-income-is-not-feasible-for-india","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/universal-basic-income-is-not-feasible-for-india\/","title":{"rendered":"Universal Basic Income is not feasible for India:\u00a0"},"content":{"rendered":"<p><a href=\"http:\/\/www.livemint.com\/Opinion\/bidfwF9soST3YKlwntYyHI\/Universal-Basic-Income-is-not-feasible-for-India.html\"><span style=\"font-weight: 400;\">Universal Basic Income is not feasible for India<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<p><b>Context<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Universal basic income and it\u2019s feasibility as a solution in India.<\/span><\/li>\n<\/ul>\n<p><b>What is Universal basic income?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is premised on the idea that a just society needs to guarantee to each individual a minimum income which they can count on, and which provides the \u00a0necessary material foundation for a life with access to basic goods and a life of dignity.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">it requires that every person should have a right to a basic income to cover their needs, just by virtue of being citizens. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">UBI has three components:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Universality<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Unconditionality<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Agency<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><b>Argument in favour of UBI<\/b><\/p>\n<ol>\n<li><b>Poverty and vulnerability reduction &#8212; <span style=\"font-weight: 400;\">Poverty and vulnerability will be reduced in one fell swoop.<\/span><\/b><\/li>\n<li><strong>Choice<\/strong> &#8212; <span style=\"font-weight: 400;\">A UBI treats beneficiaries as agents and entrusts citizens with the responsibility of using welfare spending as they see best; this may not be the case with in-kind transfers.<\/span><\/li>\n<li><strong>Better targeting of poor<\/strong> &#8211;<b style=\"font-size: 1rem;\">&#8211; <\/b><span style=\"font-weight: 400;\">As all individuals are targeted, exclusion error (poor being left out) is zero though inclusion error (rich gaining access to the scheme) is 60 percent.<\/span><\/li>\n<li><strong>Insurance against shocks<\/strong> &#8212; \u00a0This income \ufb02oor will provide a safety net against health, income and other shocks<\/li>\n<li>\n<p style=\"display: inline !important;\"><strong>Improvement in financial inclusion<\/strong> &#8212; \u00a0<span style=\"font-weight: 400;\">Payment \u2013 transfers will encourage greater usage of bank accounts, leading to higher profits for banking correspondents (BC) and an endogenous improvement in financial inclusion. Credit \u2013 increased income will release the constraints on access to credit for those with low income levels.\u00a0\u00a0<\/span><\/p>\n<\/li>\n<li>\n<p style=\"display: inline !important;\"><strong>Psychological benefits<\/strong> &#8212; <span style=\"font-weight: 400;\">A guaranteed income will reduce the pressures of finding a basic living on a daily basis.<\/span><\/p>\n<\/li>\n<li>\n<p style=\"display: inline !important;\"><strong>Administrative efficiency<\/strong> &#8212; \u00a0<span style=\"font-weight: 400;\">A UBI in place of a plethora of separate government schemes will reduce the administrative burden on the state.<\/span><\/p>\n<\/li>\n<\/ol>\n<p><b>Argument against UBI<\/b><\/p>\n<ol>\n<li><b>Conspicuous spending &#8212; <span style=\"font-weight: 400;\">Households, especially male members, may spend this additional income on wasteful activities. \u00a0<\/span><\/b><\/li>\n<li><strong>Moral hazard (reduction in labour supply)<\/strong> &#8212; \u00a0<span style=\"font-weight: 400;\">A minimum guaranteed income might make people lazy and opt out of the labour market.<\/span><\/li>\n<li><strong>Gender disparity induced by cash<\/strong> &#8212; \u00a0<span style=\"font-weight: 400;\">Gender norms may regulate the sharing of UBI within a household \u2013 men are likely to exercise control over spending of the UBI. This may not always be the case with other in-kind transfers. \u00a0<\/span><\/li>\n<li><strong>Implementation<\/strong> &#8212; <span style=\"font-weight: 400;\">Given the current status of financial access among the poor, a UBI may put too much stress on the banking system. \u00a0<\/span><\/li>\n<li><strong>Fiscal cost given political economy of exi<\/strong>t &#8212; \u00a0<span style=\"font-weight: 400;\">Once introduced, it may become difficult for the government to wind up a UBI in case of failure. <\/span><\/li>\n<li><span style=\"font-weight: 400;\">\u00a0<\/span><strong>Political economy of universality<\/strong> \u2013 ideas for self-exclusion <span style=\"font-weight: 400;\">Opposition may arise from the provision of the transfer to rich individuals as it might seem to trump the idea of equity and state welfare for the poor. \u00a0<\/span><\/li>\n<li><strong>Exposure to market risks (cash vs. food<\/strong>) &#8212; \u00a0<span style=\"font-weight: 400;\">Unlike food subsidies that are not subject to \ufb02uctuating market prices, a cash transfer purchasing power may severely be curtailed by market \ufb02uctuations. \u00a0<\/span><\/li>\n<\/ol>\n<p><b>Alternatives to UBI<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Rationalization of subsidies, better targeting and operational efficiency.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It needs to move to cash transfers at an accelerated pace with the use of Jan-Dhan, Aadhaar and mobile. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This will help reduce costs and spare resources for capital spending to augment growth. <\/span><\/li>\n<\/ul>\n<p><b>Conclusion<\/b><\/p>\n<p><span style=\"font-weight: 400;\">As history has shown, the best way to pull people out of poverty is sustained higher growth. Therefore, rather than creating permanent doles like Universal Basic Income for the entire population, which will be impossible to reverse in the future, the idea should be to save costs with better targeting.
