What is the Status of the targets?<\/strong><\/span><\/span><\/h2>\n<p><strong>Ethanol Blending Programme:<\/strong><\/p>\n<ul>\n<li>The Ethanol Blended Petrol (EBP) program was launched in <span style=\"color: #ff0000;\">January 2003<\/span>. The program seeks to <span style=\"color: #ff0000;\">achieve blending of Ethanol with petrol<\/span> with a view to reduce pollution, conserve foreign exchange and increase value addition in the sugar industry enabling them to clear cane price arrears of farmers.<\/li>\n<li>As per the programme targets, India has to achieve <span style=\"color: #ff0000;\">10% blending rate<\/span> (<span style=\"color: #ff0000;\">E10<\/span>) by 2021-22 and <span style=\"color: #ff0000;\">20% blending rate<\/span> (<span style=\"color: #ff0000;\">E20<\/span>) by 2025-26.<\/li>\n<\/ul>\n<p><strong>Sources of Bio Ethanol Production in India:<\/strong><\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid; background-color: #f5efdc;\">\n<tbody>\n<tr>\n<td style=\"width: 13.253%;\"><strong>Sugarcane<\/strong><\/td>\n<td style=\"width: 86.747%;\">Sugarcane gives rise to three main related products, in the order of decreasing sugar content.<br \/>\na. <span style=\"color: #ff0000;\">Sugarcane juice and syrup<\/span><br \/>\nb. <span style=\"color: #ff0000;\">B-heavy molasses<\/span><br \/>\nc. <span style=\"color: #ff0000;\">C-heavy molasses<\/span><br \/>\n(Sugarcane juice and syrup, and B-heavy molasses typically go into making sugar, as they have higher sugar content.)<br \/>\nIn a bid to up the ethanol production, the government had started permitting the diversion of Sugarcane juice and syrup, and B-heavy molasses. Bolsters India&#8217;s Energy security:<\/strong> India has a high dependence on imported fuel to meet its energy needs. India has over 87% crude oil import dependence. Such high import dependence, makes India&#8217;s energy security vulnerable to global events like the <span style=\"color: #ff0000;\">Russia-Ukraine war<\/span> or <span style=\"color: #ff0000;\">oil-cut decisions of OPEC countries<\/span>. Ethanol blending programme reduces India&#8217;s dependence on imported oil, and in turn bolsters the energy security.<\/p>\n<p><strong>2. Import Substitution:<\/strong> Ethanol blending can help in strategically red<span style=\"color: #000000;\">ucing the dependence on imported fossil fuels and conserve foreign exchange reserves. As blending levels rise, India conserves substantial foreign exchange\u2014over \u20b91.4 lakh crore saved in the last decade\u2014and substantially lowers its annual import bill. For E20 (20% ethanol), the annual savings are projected at $4 billion, directly improving the current account balance<\/span>.<\/p>\n<p><strong>3. Reduction of emissions: <\/strong>Ethanol-blended fuels significantly reduce CO2 emissions, carbon monoxide, hydrocarbons, and particulate matter compared to pure petrol.\u00a0As per <span style=\"color: #ff0000;\">NITI Aayog<\/span>, petrol blended with 20% ethanol would reduce c<span style=\"color: #ff0000;\">arbon monoxide emissions<\/span> by <span style=\"color: #ff0000;\">50% in two-wheelers<\/span> and <span style=\"color: #ff0000;\">30% in four-wheelers<\/span>.<\/p>\n<p><strong>4. Bolstering Rural Economy and Farmer&#8217;s Income:<\/strong>\u00a0It bolsters the rural economy by promoting the cultivation of various crops (like maize, paddy) through an assured market. Under Ethanol Blending Program, <span style=\"color: #ff0000;\">Oil Marketing Companies<\/span> (OMCs) have paid <span style=\"color: #ff0000;\">sugar mills nearly Rs 81,796 crore for ethanol supplies in the last seven years<\/span> (till 2022), which has helped mills to clear farmers\u2019 dues.<\/p>\n<p><strong>5. The capital investment required for this upgrade is a challenge for many station owners.<\/li>\n<li><strong>Financial vulnerability of Sugar Mills:<\/strong>\u00a0The lack of financial stability of the sugar mills to invest in biofuel plants, and their <span style=\"color: #ff0000;\">heavy concentration in certain regions<\/span>, poses a significant challenge to the Ethanol Blending Programme.<\/li>\n<li><strong>Barriers to Inter-state movement of ethanol:<\/strong>\u00a0The central government amended the <span style=\"color: #ff0000;\">Industries Development and Regulations Act<\/span> to ensure smooth implementation and transportation of Ethanol across the country. But only <span style=\"color: #ff0000;\">14 states have implemented the amended provisions<\/span>. As a result, states that produce ethanol more than the requirement for blending cannot transport the Ethanol to other states.<\/li>\n<li><strong>Impact on India&#8217;s Food security: <\/strong>The diversion of food crops, such as rice for ethanol production, will hamper India\u2019s food and nutritional security ambitions. <strong>For ex-<\/strong> In 2022, <span style=\"color: #ff0000;\">close to 1 million metric tonnes of rice fit for human consumption<\/span> from FCI\u2019s stocks <span style=\"color: #ff0000;\">was sold at subsidised prices<\/span> to produce <span style=\"color: #ff0000;\">ethanol<\/span>.<\/li>\n<li><strong>Diversion of Agricultural Land:<\/strong>\u00a0Excessive blending target can lead to the conversion of agricultural land used for growing food crops, to <span style=\"color: #ff0000;\">cultivating biofuel feedstocks<\/span> like <span style=\"color: #ff0000;\">sugarcane<\/span>, <span style=\"color: #ff0000;\">corn<\/span>, or <span style=\"color: #ff0000;\">oilseeds<\/span>.<\/li>\n<li><strong>Impact on Water Availability:<\/strong>\u00a0Incentives for higher ethanol blending might encourage increased sugarcane and rice cultivation, which are water-guzzling crops. According to TERI, <span style=\"color: #ff0000;\">400 billion litres of water would be needed additionally<\/span>, which can exacerbate concerns about agricultural sustainability.<\/li>\n<li><strong>Impact on Soil Health:<\/strong> The practices of monocropping for biofuel feedstock crops (such as rice, sugarcane) can deplete the nutrients in the soil and make it infertile.<\/li>\n<li><strong>Rise in import of maize:<\/strong>\u00a0Government restricted the\u00a0diversion of Sugarcane juice, syrup, and B-heavy molasses for ethanol production, over fears of falling sugar stocks. This reduction has increased the import of maize from <span style=\"color: #ff0000;\">$39 million in 2022-23<\/span> to <span style=\"color: #ff0000;\">$103 million in FY 2024<\/span>. As per NITI Aayog\u2019s estimates, ~ 4.8 million hectares will have to be added to maize cultivation area to meet the 20% target. This additional area is almost half of the current maize cultivation area in India.<\/li>\n<li><strong>Increase in Import of Agricultural Crops:<\/strong>\u00a0The use of crops like maize for ethanol blending <span style=\"color: #ff0000;\">increases the import bill<\/span> and <span style=\"color: #ff0000;\">impacts related agricultural sectors <span style=\"color: #333333;\">such<\/span> poultry sector<\/span> and <span style=\"color: #ff0000;\">livestock feed<\/span>.<\/li>\n<\/ol>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"toc5\"><\/a>What should be the Way Forward?<\/strong><\/span><\/span><\/h2>\n<ol>\n<li><strong>Diversification to higher generation of biofuels:<\/strong> The government should diversify and move to 2G and 3G biofuels, that are more benign in terms of impact on food security as they are <span class=\"citation-153 citation-end-153\">produced from agricultural waste and non-food biomass, such as rice straw and cotton stalks.<\/span> <span class=\"citation-152 citation-end-152\">This approach addresses concerns about food security and provides an additional source of income for farmers by monetizing their agricultural waste<\/span>.<\/li>\n<li><b>Upgrading Logistics and Storage:<\/b> The country&#8217;s logistics network needs significant investment to handle the increased demand for ethanol. This includes building more dedicated storage facilities and improving transport infrastructure to efficiently move ethanol from production sites to blending units.<\/li>\n<li><b><span class=\"citation-151\">Vehicle Compatibility:<\/span><\/b><span class=\"citation-151 citation-end-151\"> Continued collaboration between the government, oil companies, and the automotive industry is crucial to ensure that vehicles are compatible with higher ethanol blends.<\/span> <span class=\"citation-150\">Automakers need to accelerate the production of <\/span><b><span class=\"citation-150\">E20 compliant vehicles<\/span><\/b><span class=\"citation-150 citation-end-150\">, while the government can offer incentives to encourage consumers to switch to these models.\u00a0<\/span><\/li>\n<li><strong>Increase in grain based distilleries:<\/strong>\u00a0According to the <span style=\"color: #ff0000;\">roadmap for achieving ethanol blending targets<\/span>, prepared by the NITI Aayog, India must invest to increase the capacity of <span style=\"color: #ff0000;\">Grain-based distilleries from 258 to 740 crore litres<\/span>.<\/li>\n<li><strong>Interest Subvention Programmes:<\/strong>\u00a0Two interest subvention programmes should be provided for <span style=\"color: #ff0000;\">establishment of new distilleries<\/span> and <span style=\"color: #ff0000;\">ramping up of ethanol generation capacity<\/span>.<\/li>\n<li><strong>Streamlining supply chain:<\/strong>\u00a0The Oil Marketing Companies (OMCs) should sign <span style=\"color: #ff0000;\">more long-term contracts with distilleries<\/span>. The inter-state movement of ethanol should be facilitated to streamline supply-chain.<\/li>\n<li><strong>Promotion of maize cultivation in rotation with sugarcane:<\/strong> Maize is not water intensive. However, it degrades soil and cannot be the sole crop either. It should be cultivated in rotation with sugarcane to ensure that soil fertility is not degraded.<\/li>\n<li><strong>Increase in fuel ethanol pricing:<\/strong>\u00a0Increased price support for fuel ethanol can decrease its diversion towards liquor use.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong><br \/>\nEthanol blending programme is a strategic initiative that has the potential to reduce the petroleum imports, enhance energy security &amp; promote cleaner combustion.
