Context: <\/strong>Employment in India has long been a structural challenge. While growth was once assumed to generate jobs automatically, recent experience shows persistent unemployment and underemployment. PLFS data (2017\u201318 to 2023\u201324)<\/strong> indicate improvements in labour force participation, but structural issues remain.<\/p>\n

Challenges<\/strong><\/h2>\n
    \n
  1. Concentration in low-skilled jobs:<\/strong> Employment in agriculture rose to 280 million in 2023\u201324, with over 70% of workers in low-productivity sectors. The mismatch between imparted and demanded skills must be addressed by promoting high-value manufacturing and rural industrialisation.<\/li>\n
  2. Exam-dependence and rent-seeking:<\/strong> Nearly one-third of youth are NEET, with half preparing for government jobs. This results in wasted potential. Measures include limiting exam attempts, incentivising entrepreneurship, and ensuring faster MSME resolution.<\/li>\n
  3. Gender gap in participation:<\/strong> Female LFPR is only 30%, far below the 50% needed. Ensuring workplace safety, targeted credit, and social support systems like childcare can help.<\/li>\n
  4. Stagnant income of self-employed:<\/strong> Incomes grew marginally (male: 3.6%, female: \u20131.3%). Collateral-free loans, reduced compliance, and market linkages are essential.<\/li>\n
  5. Labour law rigidity:<\/strong> Only 24 million non-agricultural workers enjoy full welfare compliance. Reforms should extend social security to gig and informal workers and incentivise States to implement labour codes.<\/li>\n<\/ol>\n

    Way Forward<\/strong><\/p>\n

    1. Promote labour-intensive manufacturing<\/strong> and green jobs.<\/li>\n
    2. Invest in vocational and digital skills<\/strong> aligned with industry needs.<\/li>\n
    3. Expand MSME access to credit and technology<\/strong>.<\/li>\n
    4. Ensure female participation<\/strong> through childcare, flexible work, and safety.<\/li>\n
    5. Implement universal social security<\/strong> for informal and gig workers.<\/li>\n<\/ol>\n
