These forces threaten trade-led growth and job creation, and they demand urgent policy choices on competitiveness, reform, and protection for workers.<\/p>\n<h2><strong>What is the \u201c<\/strong><strong>triple shock\u201d for Emerging markets (EM)?<\/strong><\/h2>\n<ol>\n<li><strong> Tariffs are choking trade-driven growth:<\/strong> International trade powered EM growth for 25 years. EM growth and global trade moved together. After the financial crisis and Covid-era barriers, <strong>US effective tariffs rose from 2.7% to almost 18%<\/strong>, levels last seen in the 1930s. <strong>Specialisation and exchange<\/strong> are under threat.<\/li>\n<li><strong> Trade diversion risks a China Shock 2.0:<\/strong> Since 2017, rising US tariffs on China have <strong>redirected Chinese exports<\/strong> toward developing economies. With <strong>US tariffs on China hiked from 10% to 42%<\/strong>, and China\u2019s <strong>excess capacity<\/strong> creating deflationary pressure, EMs must brace for <strong>low-priced imports<\/strong> that local firms struggle to match.<\/li>\n<li><strong> Manufacturing faces import pressure inside EMs:<\/strong> <strong>Chinese import surges<\/strong> have weighed on industry in <strong>Thailand, Indonesia, and India<\/strong>. With higher US tariffs, these pressures will intensify. EMs must <strong>defend domestic manufacturing<\/strong> even as protectionism limits their <strong>export opportunities<\/strong>.<\/li>\n<li><strong> Technology is turning labour-substituting:<\/strong> Rising capital\u2013labour ratios have squeezed <strong>blue-collar<\/strong> jobs. India\u2019s <strong>capital intensity<\/strong> in manufacturing and exports rose despite labour abundance. Rapid <strong>AI diffusion<\/strong> extends pressure to <strong>white-collar<\/strong> roles. <strong>Job creation gets harder<\/strong>, especially in youthful regions.<\/li>\n<\/ol>\n<h2><strong>How does this shock threaten growth and jobs?<\/strong><\/h2>\n<ol>\n<li><strong> Export-reliant economies lack large domestic demand: <\/strong>Small, open economies cannot easily replace lost external demand. The <strong>efficiency gains of trade<\/strong> are at risk. As <strong>economic balkanisation<\/strong> rises, growth engines weaken.<\/li>\n<li><strong> Youth unrest is an early signal:<\/strong> <strong>Youth protests in South Asia<\/strong> may be a warning sign. Reinforcing shocks can <strong>erode employment prospects<\/strong> unless policy acts decisively.<\/li>\n<li><strong> Economic balkanisation raises systemic risk:<\/strong> More protectionism fragments markets. EMs face <strong>weaker exports<\/strong> while absorbing <strong>redirected Chinese supply<\/strong>, stressing firms and workers.<\/li>\n<\/ol>\n<h2><strong>Why turning inward would be a mistake<\/strong><\/h2>\n<ol>\n<li><strong> Tariffs act like export taxes: <\/strong>By the <strong>Lerner Symmetry Theorem<\/strong>, an import tariff is effectively an <strong>export tax<\/strong>. <strong>Import substitution<\/strong> will not reliably deliver growth or jobs.<\/li>\n<li><strong> Growth history favours outward orientation:<\/strong> Only <strong>13 economies<\/strong> since World War II grew <strong>7% for 25 years or more<\/strong>. All shared <strong>strong exports<\/strong> and <strong>global engagement<\/strong>.<\/li>\n<li><strong> The global market is bigger than the US:<\/strong> The <strong>US is under 15% of global imports<\/strong>. There is still <strong>scope for rules-based multilateral trade<\/strong> and diversified demand.<\/li>\n<li><strong> India can raise its share within a static pie:<\/strong> India\u2019s global manufacturing share is <strong>under 2%<\/strong>. Even if trade wobbles, India can <strong>lift its share<\/strong>. External orientation boosts <strong>productivity<\/strong>, <strong>scale<\/strong>, and <strong>R&amp;D<\/strong>.<\/li>\n<\/ol>\n<h2><strong>How to bend the capital\u2013labour ratio and protect people<\/strong><\/h2>\n<ol>\n<li><strong> Equip labour to compete with capital: <\/strong>Invest in <strong>education<\/strong>, <strong>health<\/strong>, and <strong>skilling<\/strong> to support <strong>job creation<\/strong> despite automation.<\/li>\n<li><strong> Reform labour laws wisely: <\/strong>Ensure stringent rules do not <strong>hurt workers<\/strong>. Balanced design supports <strong>formal jobs<\/strong>.<\/li>\n<li><strong> Fund transitions and safety nets:<\/strong> Invest in <strong>reskilling<\/strong> and <strong>continuing education<\/strong>. Build <strong>robust safety nets<\/strong> and a <strong>tax system<\/strong> to finance them.<\/li>\n<\/ol>\n<h2><strong>What reforms can raise competitiveness?<\/strong><\/h2>\n<ol>\n<li><strong> Push foundational reforms:<\/strong> Competing abroad and at home requires progress on <strong>land, labour, power, health, and education<\/strong>. <strong>GST simplification <\/strong>and <strong>committees on deregulation and next-generation reforms<\/strong> are encouraging starts that should continue.<\/li>\n<li><strong> Compete with Chinese imports and higher barriers:<\/strong> Higher barriers and import pressure demand <strong>lower costs<\/strong> and <strong>greater efficiency<\/strong>. <strong>Competitiveness<\/strong> is the central lever.<\/li>\n<li><strong> Embrace creative destruction:<\/strong> Rewire economies so <strong>capital and labour<\/strong> move from <strong>sunset<\/strong> to <strong>sunrise<\/strong> sectors. Flexibility builds <strong>resilience<\/strong>.<\/li>\n<li><strong> Reform and reinvent, not retreat:<\/strong> EMDEs face reinforcing shocks. Use them to <strong>reform and reinvent<\/strong>.
