Inclusive growth fails if women remain invisible in policy and investment data.<\/li>\n<li><strong> Participation is not enough:<\/strong> Opportunities must be <strong>created and counted<\/strong>. Systems should record outcomes and trigger action in every department.<\/li>\n<li><strong> Hidden gaps stall reforms:<\/strong> India has many indices, but few <strong>gender-disaggregate<\/strong>. Hidden gaps stall reforms and entrench exclusion. A gender lens embedded in every dataset and decision unlocks action.<\/li>\n<\/ol>\n<h2><strong>What the WEE Index does?<\/strong><\/h2>\n<ol>\n<li><strong> First district-level framework:<\/strong> Uttar Pradesh launched India\u2019s first <strong>Women<\/strong><strong>\u2019<\/strong><strong>s Economic Empowerment (WEE) Index<\/strong>. It embeds a gender lens in routine measurement and decision-making.<\/li>\n<li><strong> Five economic levers tracked:<\/strong> It covers <strong>employment; education and skilling; entrepreneurship; livelihood and mobility; safety and inclusive infrastructure<\/strong>. It creates a common language for departments to align reforms.<\/li>\n<li><strong> Visibility to action in transport: <\/strong>When inequities surface, action follows. In transport, analysis of <strong>women<\/strong><strong>\u2019<\/strong><strong>s low presence<\/strong> among drivers and conductors <strong>led to redesigned recruitment and basic infrastructure fixes<\/strong> like women\u2019s restrooms at bus terminals.<\/li>\n<li><strong> From rates to structural barriers: <\/strong>The index maps drop-offs: school to skilling, skilling to work, entrepreneurship to credit. Women form <strong>over 50% of skilling enrolments<\/strong> but are a <strong>fraction of entrepreneurs<\/strong>, with <strong>even more limited credit<\/strong>. This highlights systemic barriers that can inform policy reform.<\/li>\n<\/ol>\n<h2><strong>How to act at scale<\/strong><\/h2>\n<ol>\n<li><strong> Universal gender-disaggregated systems: <\/strong>Make gender breakdowns <strong>normative<\/strong> in every departmental MIS\u2014from MSME to transport to housing. Build <strong>local capacity<\/strong> to use data and create <strong>district gender action plans<\/strong>.<\/li>\n<li><strong> Track quality, not just counts:<\/strong> Monitor <strong>retention, leadership, re-entry<\/strong>, and <strong>quality of employment<\/strong>, especially after <strong>Class 12<\/strong> and <strong>post-graduation<\/strong>, where female dropouts surge.<\/li>\n<li><strong> Rethink gender budgeting:<\/strong> Do not confine it to finance or welfare schemes. Apply a <strong>gender lens to every rupee<\/strong> across sectors. <strong>You cannot budget for what you do not measure.<\/strong><\/li>\n<li><strong> Replicate and scale:<\/strong> Uttar Pradesh\u2019s pilot is a <strong>replicable foundation<\/strong>. <strong>Andhra Pradesh, Maharashtra, Odisha, and Telangana<\/strong> can translate intent into <strong>district-wise plans<\/strong>, guiding <strong>budgets, infrastructure<\/strong>, and <strong>programmatic reforms<\/strong>.
