{"id":34678,"date":"2018-10-31T12:49:20","date_gmt":"2018-10-31T07:19:20","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=34678"},"modified":"2018-10-31T12:49:20","modified_gmt":"2018-10-31T07:19:20","slug":"ilo-defends-report-on-modern-slavery","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/ilo-defends-report-on-modern-slavery\/","title":{"rendered":"ILO defends report on \u2018modern slavery\u2019:"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-business\/ilo-defends-report-on-modern-slavery\/article19830976.ece\"><span style=\"font-weight: 400;\">ILO defends report on \u2018modern slavery\u2019<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<p><b>Context<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The International Labour Organization (ILO<\/span><span style=\"font-weight: 400;\">), produced a report titled \u2018<\/span><b>Global Estimates of Modern Slavery: Forced Labour and Forced Marriage 2017<\/b><span style=\"font-weight: 400;\">\u2019 along with Australia-based <\/span><span style=\"font-weight: 400;\">Walk Free Foundation (WFF)<\/span><span style=\"font-weight: 400;\"> showcasing the statistic of modern day slavery.<\/span><\/li>\n<\/ul>\n<p><b>INTERNATIONAL LABOUR ORGANISATION<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The International Labour Organization (ILO) is a United Nations agency dealing with labour problems, particularly international labour standards, social protection, and work opportunities for all.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The UN member states which are not members of the ILO are Andorra, Bhutan, Liechtenstein, Micronesia, Monaco, Nauru, and North Korea.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In 1969, the organization received the Nobel Peace Prize for improving peace among classes, pursuing decent work and justice for workers, and providing technical assistance to other developing nations.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The ILO registers complaints against entities that are violating international rules; however, it does not impose sanctions on governments.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Unlike other United Nations specialized agencies, the International Labour Organization has a tripartite governing structure \u2013 representing governments, employers, and workers .<\/span><\/li>\n<\/ul>\n<p><b>WFF-AUSTRALIA<\/b><\/p>\n<p><b><i>The Walk Free Foundation<\/i><\/b><span style=\"font-weight: 400;\"> is an organization attempting to end contemporary slavery and human trafficking. The organization was founded by Andrew Forrest and Nicola Forrest. Its CEO is Nick Grono. It is known for its Global Slavery Index.<\/span><\/p>\n<p><b>What problem does the government have with the report?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Union government has questioned the authenticity of the report\u2019s estimates.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Union government made a remark saying that \u201cneither the Central government was consulted before the study nor its credibility has been established.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government is enquiring the basis on which the data has been verified for credibility as apparently it has been neither verified with any official data source.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government is firm that neither ILO nor any national governments have been consulted regarding the survey methodology.<\/span><\/li>\n<\/ul>\n<p><b>What is the response of ILO?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">ILO in its defense said that the report doesn\u2019t focus on specific countries but provides a global and regional picture of the situation.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The report did not cover country-wise figures but a global figure, the study showed that 40.3 million people were victims of \u2018modern slavery\u2019 in 2016.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The ILO does not recommend using these estimates to generate national statistics; however, the ILO encourages member-states to implement their own national surveys for which the ILO can provide tested tools and technical support upon request.<\/span><\/li>\n<\/ul>\n<p><b>Rebuttal from the Labour and Employment Ministry<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Labour and Employment Ministry\u2019s rebuttal came following an official letter from the Intelligence Bureau (IB) asking the government to counter multiple international organizations on reports about slavery in India that can hurt India\u2019s image and exports.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Centre is exploring a rebuttal at an international level through consultations with the Ministry of External Affairs and other departments.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Labour and Employment Ministry is also planning to conduct its own surveys on bonded labour in a bid to counter various estimates by private agencies.<\/span><\/li>\n<\/ul>\n<p><b>Global Estimates of Modern Slavery: Forced Labour and Forced Marriage 2017<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The 2017 Global Estimates of Modern Slavery focus on two main issues: <\/span><b>forced labour<\/b><span style=\"font-weight: 400;\"> and<\/span><b> forced marriage.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The estimate of forced labour comprises forced labour in the <\/span><b>private economy<\/b><span style=\"font-weight: 400;\">, <\/span><b>forced sexual exploitation of adults<\/b><span style=\"font-weight: 400;\"> and <\/span><b>commercial sexual exploitation of children<\/b><span style=\"font-weight: 400;\">, and <\/span><b>state-imposed forced labour.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The estimates herein are the result of a collaborative effort between the <\/span><b>International Labour Organization (ILO)<\/b><span style=\"font-weight: 400;\"> and <\/span><b>the Walk Free Foundation<\/b><span style=\"font-weight: 400;\">, in partnership with the <\/span><b>International Organization for Migration (IOM).<\/b><span style=\"font-weight: 400;\"> They benefited from inputs provided by other UN agencies, in particular the <\/span><b>Office of the High Commissioner for Human Rights (OHCHR)<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In the context of this report, <\/span><b>modern slavery<\/b><span style=\"font-weight: 400;\"> covers a set of specific legal concepts including <\/span><b>forced labour,<\/b> <b>debt bondage<\/b><span style=\"font-weight: 400;\">, <\/span><b>forced marriage<\/b><span style=\"font-weight: 400;\">, other slavery and slavery like practices, and <\/span><b>human trafficking.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Although modern slavery is not defined in law, it is used as an umbrella term that focuses attention on commonalities across these legal concepts.
