The Economic Survey 2024\u201325 flags high potential for infrastructure and ASEAN integration under Act East. This should make the region India\u2019s land bridge to South and Southeast Asia. Yet <strong>about 95%<\/strong> of trade with these neighbours still originates outside the Northeast.<\/li>\n<li><strong> Export basket &amp; advantages<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Agri-surplus: <\/strong>The region has high marketable surplus in <strong>pineapple (95%)<\/strong>, orange, jackfruit, banana, and cabbage. Export handling has begun through <strong>Guwahati air cargo<\/strong>, <strong>APEDA packing houses<\/strong>, and <strong>Imphal cold storage<\/strong>.<\/li>\n<li>P<strong>otential energy hubs: <\/strong>Rivers and terrain create <strong>potential energy supply hubs<\/strong>; hydropower and transmission corridors can make <strong>electricity a tradable commodity<\/strong> alongside agro-based exports.<\/li>\n<li><strong>Tea strength, value gap: <\/strong>The Northeast produces <strong>over half of India<\/strong><strong>\u2019<\/strong><strong>s tea<\/strong>. Branding and packaging remain limited. Bulk <strong>CTC<\/strong> dominates, keeping prices vulnerable.<\/li>\n<\/ul>\n<h2><strong>Government initiative to enhance the export from Northeast state<\/strong><\/h2>\n<ol>\n<li><strong> Trade facilitation and connectivity:<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong> Direct agri-export clearance at Guwahati airport.<\/strong><\/li>\n<li><strong>Five Agricultural and Processed Food Products Export Development Authority (APEDA) packing houses<\/strong> for fresh fruits and vegetables (Assam, Sikkim, Mizoram).<\/li>\n<li><strong>Cold-storage at Imphal airport<\/strong> to support perishables.<\/li>\n<li><strong>Greenfield airports<\/strong> added in the last 11 years; <strong>Roll-on and Roll-off (Ro-Ro)<\/strong> waterways on the Brahmaputra.<\/li>\n<li><strong>Bogibeel Bridge<\/strong> improving regional logistics.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong> Industrial and public-investment push<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Uttar Poorva Transformative Industrialization Scheme (UNNATI-2024)<\/strong> for industrial development with tailored incentives across all eight States.<\/li>\n<li><strong>Prime Minister<\/strong><strong>\u2019<\/strong><strong>s Development Initiative for North East Region (PM-DevINE)<\/strong> funding infrastructure, social projects, and livelihoods in the North East Region (NER).<\/li>\n<li><strong>Hydro project equity support<\/strong> (approved August 2024) targeting about <strong>15,000 MW<\/strong> capacity.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> Agri-horti exports and value chains<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>High marketable surplus crops<\/strong> (pineapple, orange, jackfruit, banana, cabbage) supported by <strong>airport clearance<\/strong>, <strong>packing houses<\/strong>, and <strong>cold chain<\/strong>.<\/li>\n<li><strong> Mission Organic Value Chain Development for North East Region (NER)<\/strong> \u2014 <strong>Farmer Producer Companies (FPCs)<\/strong>, hectares covered, farmer beneficiaries.<\/li>\n<li><strong>North Eastern Regional Agricultural Marketing Corporation Limited (NERAMAC)<\/strong> expanding processed and value-added agri products and running <strong>skill training<\/strong>.<\/li>\n<li><strong>Bee-keeping project<\/strong> with <strong>North Eastern Centre for Technology and Enrich (NECTAR)<\/strong> (bee boxes and accessories distributed).<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>Enterprise finance, design, and market access<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>North Eastern Development Finance Corporation Ltd (NEDFi)<\/strong> financing <strong>Micro, Small and Medium Enterprises (MSMEs)<\/strong>, infrastructure, and agri-allied projects; advisory services.<\/li>\n<li><strong> North Eastern Handicrafts &amp; Handlooms Development Corporation Limited (NEHHDC)<\/strong> initiatives: <strong>Purbashree.com<\/strong> e-commerce, mobile <strong>\u201c<\/strong><strong>Purbashree on Wheels,\u201d<\/strong> design centre (<strong>Nature<\/strong><strong>\u2019<\/strong><strong>s Weave<\/strong>), textile <strong>testing laboratory<\/strong>, <strong>calendaring unit<\/strong>, and training roles.<\/li>\n<li><strong>Eri Silk spinning plant<\/strong> (Assam) and <strong>digital traceability network<\/strong> for weavers.<\/li>\n<li>Formation of <strong>Farmer Producer Organizations (FPOs)<\/strong> and <strong>Van Dhan Vikas Yojana<\/strong> support for tribal value addition.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong>Sector-specific policy enablers and promotion<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong> Geographical Indication (GI) registrations<\/strong> for <strong>13 agri-horti products<\/strong> of the North East Region (NER).<\/li>\n<li><strong>National Bamboo Mission<\/strong> impetus after <strong>bamboo<\/strong><strong>\u2019<\/strong><strong>s reclassification as grass<\/strong>.<\/li>\n<li><strong>Rising North East Investors Summit (May 2025)<\/strong> to attract global and domestic investment; multiple <strong>High-Level Task Forces<\/strong> (North-East Economic Corridor, tourism, investment promotion, connectivity, handlooms, agriculture value chains, sports).<\/li>\n<\/ul>\n<h2><strong>Key constraints and binding bottlenecks<\/strong><\/h2>\n<ol>\n<li><strong> Export concentration and institutional omission<\/strong><\/li>\n<\/ol>\n<p><strong>Extreme centralisation.<\/strong> Four States\u2014<strong>Gujarat, Maharashtra, Tamil Nadu, Karnataka<\/strong>\u2014account for <strong>over 70%<\/strong>of merchandise exports (<strong>Gujarat ~33%<\/strong>). The Northeast contributes <strong>about 0.13%<\/strong>, despite sharing <strong>5,483 km<\/strong> of international borders.<\/p>\n<p><strong>Strategy gaps.<\/strong> The <strong>Directorate General of Foreign Trade (DGFT)<\/strong> strategic export plan carried <strong>no dedicated corridor focus<\/strong> for the Northeast Region.<\/p>\n<ol start=\"2\">\n<li><strong>Missing corridors and security-first borders<\/strong><\/li>\n<\/ol>\n<p><strong>No operational trade corridor.<\/strong> There is <strong>no functional corridor<\/strong> linking the Northeast to foreign markets; planned gateways did not mature into export routes.<\/p>\n<p><strong>Gateways turned bottlenecks.<\/strong> <strong>Zokhawthar (Mizoram)<\/strong> and <strong>Moreh (Manipur)<\/strong> have withered into <strong>securitised checkpoints<\/strong>, not facilitation nodes.<\/p>\n<p><strong>Free Movement Regime (FMR) scrapped (2024).<\/strong> Formal cross-border movement thinned further after the FMR ended, shrinking legitimate flows and raising costs.<\/p>\n<ol start=\"3\">\n<li><strong> Fragile value chains and logistics gaps<\/strong><\/li>\n<\/ol>\n<p><strong>Farm-to-market frictions.<\/strong> Producers face hurdles in <strong>aggregation, credit, storage, processing, and transport<\/strong>; difficult terrain and dispersed cultivation raise costs and block scale.<\/p>\n<p><strong>Perishable chains are thin.<\/strong> Cold-chain and warehousing remain <strong>patchy<\/strong>, so agro-horticulture surpluses struggle to meet export timelines reliably.<\/p>\n<p><strong>Missed niches.<\/strong> <strong>Bamboo exports from Mizoram<\/strong> cannot meet overseas demand (e.g., South Korea) due to <strong>logistics constraints<\/strong>, showing how infrastructure gaps erase opportunities.<\/p>\n<ol start=\"4\">\n<li><strong>Informal economy dominance: <\/strong>Porous borders, insurgency legacies, and close cross-border linkages push trade into <strong>informal routes<\/strong>, crowding out formal volumes and investment..<\/li>\n<li><strong> External shocks, geopolitics, and social-environmental sensitivities<\/strong><\/li>\n<li><strong>Tariff shock to tea:<\/strong> The <strong>additional 25% tariffs (August 2025)<\/strong> in key Western markets threaten margins and jobs in <strong>Assam<\/strong><strong>\u2019<\/strong><strong>s tea belt<\/strong>, where prices and wages were already tight.<\/li>\n<li><strong>Energy sanctions risk: Numaligarh Refinery<\/strong> expansion depends more on external crude, including <strong>discounted Russian cargoes<\/strong>; any sanctions or shipping squeeze will hit <strong>Golaghat<\/strong> first.<\/li>\n<li><strong>Regional flux:<\/strong>The <strong>Myanmar coup (2021)<\/strong> stalled overland integration; the <strong>India\u2013Myanmar\u2013Thailand Trilateral Highway<\/strong> has not delivered expected connectivity.<\/li>\n<li><strong>Consent and ecology:<\/strong>The Northeast is <strong>ecologically sensitive<\/strong>; projects have faced <strong>land acquisition resistance<\/strong>(e.g., an <strong>Asian Development Bank<\/strong> project in Imphal), underscoring the need for <strong>science-based environmental impact assessments<\/strong>, community consent, and enforceable safeguards.<\/li>\n<\/ol>\n<h2><strong>Way forward<\/strong><\/h2>\n<ol>\n<li><strong>Build arteries and formalise trade:<\/strong> Fund <strong>corridors, warehouses, LCS upgrades<\/strong>, and cold-chain to connect NER to Bay-of-Bengal\/ASEAN routes. Also balance <strong>smart security<\/strong> with facilitation to shift flows into formal channels with <strong>Bangladesh<\/strong> and <strong>Myanmar<\/strong>.<\/li>\n<li><strong>Deepen value addition:<\/strong> Promote <strong>branding\/packaging<\/strong> for tea and <strong>GI products<\/strong>, scale <strong>organic clusters<\/strong>, and strengthen <strong>bamboo\/agarwood<\/strong> value chains to capture premiums.<\/li>\n<li><strong>Elevate institutional voice: <\/strong>Embed <strong>NER representation<\/strong> in export strategy bodies and align incentive schemes to the region\u2019s geography and sectors.<\/li>\n<li><strong>Secure social licence: <\/strong>Institutionalise <strong>community consent<\/strong>, <strong>transparent <\/strong>Environmental Impact Assessment (EIAs), and enforceable <strong>environmental safeguards<\/strong> to reduce friction and speed delivery<\/li>\n<\/ol>\n<p><strong>Question for practice:<\/strong><\/p>\n<p>Examine the factors that constrain the Northeastern Region\u2019s contribution to India\u2019s export economy despite its strategic location and resource potential.<\/p>\n<p>Source : The Hindu<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UPSC Syllabus Topic: GS Paper 3- Economy Introduction Northeast India borders five countries and spans 5,484 km of international frontiers.
