AI<\/strong>: Big data and artificial intelligence are helping governments <strong>model risks, predict disasters, and plan mitigation measures.<\/strong><\/li>\n<li><strong>Digital Platforms<\/strong>: Digital platforms are <strong>strengthening coordination between agencies<\/strong> and improving outreach to citizens.\n<ul>\n<li>In this light, a Memorandum of Understanding (MoU) was also signed between <strong>NDMA and the National e-Governance Division<\/strong> to <strong>enhance digital disaster preparedness and public outreach.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h2><strong>Community-Based Initiatives<\/strong><\/h2>\n<ol>\n<li>The <strong>Youth Aapda Mitra Scheme<\/strong> is expanding preparedness by training volunteers from <strong>NCC, NSS, Nehru Yuva Kendra, and Bharat Scouts and Guides.<\/strong><\/li>\n<li>Over one lakh<strong> Aapda Mitras have been trained, <\/strong>including 20% women volunteers known as Aapda Sakhis, to ensure inclusive disaster response.<\/li>\n<li><strong>Combining local knowledge with technology is building resilient communities<\/strong> at the grassroots level.<\/li>\n<\/ol>\n<h2><strong>Institutional and Policy Support<\/strong><\/h2>\n<ol>\n<li><strong>NDMA Guidelines &amp; SOPs<\/strong>: NDMA has released Standard Operating Procedures for drone use, lightning safety protocols, and heat action plans to improve preparedness.<\/li>\n<li><strong>Strengthening SDMAs<\/strong>:\u00a0 Strengthening State Disaster Management Authorities (SDMAs) is decentralizing capacity building at the state level.<\/li>\n<li><strong>Education and Awareness<\/strong>: Education and awareness campaigns such as the comic series \u201cLittle Chanakya Aur Aapda se Bachav\u201d are teaching children about disaster safety.<\/li>\n<li><strong>Alignment with Global Goals<\/strong>: India\u2019s DRR approach fits the <strong>Sendai Framework (2015\u20132030)<\/strong> and PM Modi\u2019s <strong>10-point agenda on DRR (2016)<\/strong>.\n<ol style=\"list-style-type: lower-alpha;\">\n<li><strong>10-Point Agenda for DRR <\/strong>emphasizes <strong>risk assessment, community involvement, early warning systems, resilient infrastructure, and international cooperation.<\/strong><\/li>\n<li>It guides India and global partners toward building disaster-resilient communities.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h2><strong>Challenges<\/strong><\/h2>\n<ol>\n<li><strong>Integration of Technology with Local Capacities:<\/strong> Technology must be adapted and integrated with local capacities rather than relying only on high-end tools.<\/li>\n<li><strong>Last-Mile Connectivity and Inclusion: <\/strong>Last-mile connectivity and the inclusion of marginalized groups remain significant gaps in disaster response.<\/li>\n<li><strong>Funding and Coordination: <\/strong>Sustained funding and stronger inter-agency coordination are needed to improve overall preparedness.<\/li>\n<\/ol>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Mainstream DRR into Development Planning<\/strong>: Embed risk assessments in all infrastructure and urban projects.<\/li>\n<li><strong>Expand Use of Indigenous Technology<\/strong>: Develop low-cost, locally adapted solutions such as community-based early warning systems.<\/li>\n<li><strong>Strengthen Public\u2013Private Partnerships<\/strong>: Use private expertise in AI, data analytics, and logistics for disaster management.<\/li>\n<li><strong>Focus on Capacity Building<\/strong>: Regular training, mock drills, and upskilling of volunteers and officials.<\/li>\n<li><strong>Enhance Public Awareness<\/strong>: Incorporate disaster education in school curricula and conduct community outreach.<\/li>\n<li><strong>Regional and International Cooperation<\/strong>: Share best practices, technology, and joint exercises with neighboring countries.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong> India\u2019s disaster management strategy is moving from a <strong>reactive approach to a proactive, technology-driven, and community-based model<\/strong>.
