trade, global connectivity, emerging technologies, security &amp; defence, and people-to-people ties<\/strong>.<\/p>\n<h2><strong>Economy &amp; Trade<\/strong><\/h2>\n<ol>\n<li>The EU is <strong>India\u2019s largest trading partner<\/strong>, while <strong>India is the EU\u2019s largest partner in the Global South.<\/strong><\/li>\n<li>In 2024, bilateral trade in goods reached <strong>EUR 120 billion<\/strong> (up 90% over a decade), with <strong>EUR 60 billion in services trade<\/strong>.<\/li>\n<li>Around <strong>6,000 European companies operate in India<\/strong>, directly employing 3 million people.<\/li>\n<li>EU <strong>FDI in India reached EUR 140 billion in 2023<\/strong>, nearly doubling in five years.<\/li>\n<li>However, India accounts for <strong>less than 2.5%<\/strong> of the EU\u2019s total trade and invests only <strong>EUR 10 billion<\/strong> in the EU, indicating scope for growth.<\/li>\n<li>Both sides aim to conclude a <strong>Free Trade Agreement (FTA) by the end of 2025<\/strong>, along with agreements on <strong>Investment Protection (IPA)<\/strong>, <strong>Geographical Indications<\/strong>, <strong>Air Transport<\/strong>, and a <strong>Bilateral Macroeconomic Dialogue<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Global Connectivity<\/strong><\/h2>\n<ol>\n<li>The EU\u2019s <strong>Global Gateway<\/strong> (<strong>EUR 300 billion)<\/strong> and India\u2019s\u00a0 <strong>MAHASAGAR (Mutual and Holistic Advancement for Security and Growth)<\/strong>\u00a0 support energy, digital, and transport infrastructure.<\/li>\n<li>The 2021 <strong>EU\u2013India Connectivity Partnership<\/strong> underpins joint infrastructure projects.<\/li>\n<li>Flagship projects include the <strong>India\u2013Middle East\u2013Europe Economic Corridor (IMEC)<\/strong> integrating maritime, rail, energy, digital, and clean hydrogen links.<\/li>\n<li>The <strong>EU\u2013Africa\u2013India Digital Corridor<\/strong> with the <strong>11,700 km Blue Raman submarine cable system<\/strong> will deliver ultra-high-speed, secure data connectivity from Europe to India via the Mediterranean, Middle East, and Eastern Africa.<\/li>\n<li>Both partners are collaborating on <strong>Green Shipping Corridors<\/strong> to support sustainable maritime connectivity and reduce carbon-intensive routes.<\/li>\n<\/ol>\n<h2><strong>Emerging Technologies<\/strong><\/h2>\n<ol>\n<li>The EU <strong>brings world-class research, digital infrastructure, and green tech expertise<\/strong>, while India offers <strong>skilled talent, vast datasets, and a vibrant startup ecosystem.<\/strong><\/li>\n<li>Plans include creating <strong>EU\u2013India Innovation Hubs<\/strong> on key technologies, and an <strong>EU\u2013India Startup Partnership<\/strong> involving the European Innovation Council and Start-up India.<\/li>\n<li>Cooperation will cover <strong>AI domains<\/strong> (large language models, multilingual NLP, public good applications in health, agriculture, climate), and <strong>data-sharing frameworks<\/strong> to prevent misuse of sensitive technologies.<\/li>\n<li>Both sides will also collaborate under the <strong>Euratom\u2013India agreement<\/strong> on nuclear safety, radioactive waste management, nuclear security, and fusion research.<\/li>\n<\/ol>\n<h2><strong>Security &amp; Defence<\/strong><\/h2>\n<ol>\n<li>The <strong>EU\u2013India Strategic Dialogue on Foreign and Security Policy<\/strong> launched in June 2025 enhances cooperation on maritime security, cybersecurity, counterterrorism, and non-proliferation.<\/li>\n<li>Negotiations are beginning for a <strong>Security of Information Agreement<\/strong> to enable classified information exchange.<\/li>\n<li>The EU\u2019s Indo-Pacific engagement complements India\u2019s regional role, including proposed arrangements between the <strong>EU Naval Force and Indian Navy<\/strong> for greater information-sharing in the western Indian Ocean.<\/li>\n<li>Cooperation will extend to combating <strong>terror financing, online propaganda, and security risks from emerging tech<\/strong>, and may include tackling drug trafficking.<\/li>\n<li>Defence-industrial cooperation is planned via an <strong>EU\u2013India Defence Industry Forum<\/strong>, which will boost research, innovation, and reliable supply chains.<\/li>\n<\/ol>\n<h2><strong>People-to-People Ties<\/strong><\/h2>\n<ol>\n<li>In 2023, <strong>825,000 Indian citizens lived in the EU<\/strong>, making them the largest recipients of EU Blue Cards and intra-corporate transfer permits.<\/li>\n<li>Nearly <strong>one million Schengen visas<\/strong> were issued in India in 2024, many as multiple-entry visas.<\/li>\n<li>Both partners seek <strong>balanced migration policies<\/strong> reducing illegal flows while<strong> supporting talent mobility <\/strong>aligned with India\u2019s development priorities and the<strong> EU\u2019s labour needs.<\/strong><\/li>\n<li><strong>Education ties will deepen through initiatives<\/strong> like the <strong>Union of Skills<\/strong> and <strong>Erasmus<\/strong>, expanding student, academic, and researcher exchanges.<\/li>\n<li>Plans include <strong>mutual recognition of qualifications<\/strong>, <strong>joint degree programmes<\/strong>, <strong>satellite campuses<\/strong>, and <strong>language training<\/strong> in India to make European education more attractive.<\/li>\n<\/ol>\n<h2><strong>Challenges in India\u2013EU Relation<\/strong><strong>s<\/strong><\/h2>\n<ol>\n<li><strong> Structural and Institutional Differences:<\/strong> The EU <strong>relies on the transatlantic security umbrella<\/strong>, whereas <strong>India follows strategic autonomy without external guarantees.<\/strong><\/li>\n<li><strong> Divergent Strategic and Political Approaches: <\/strong>India and the EU have different global aspirations and policy preferences, particularly <strong>regarding democracy promotion, human rights, and interventionist policies.<\/strong> <strong>Europe\u2019s proactive engagement with China<\/strong> and its critical stance on India\u2019s human rights issues create mutual mistrust.<\/li>\n<li><strong> Trade and Investment Barriers: <\/strong>Nearly two decades of inconclusive FTA negotiations have <strong>delayed greater market access<\/strong>. India <strong>faces non-tariff barriers in the EU<\/strong> and <strong>EU criticises India\u2019s high price barriers and lack of transparency,<\/strong> which hinder a predictable trade framework.<\/li>\n<li><strong> Technology and R&amp;D Collaboration Gaps: <\/strong>The EU\u2019s aging population and lagging R&amp;D contrast with <strong>India\u2019s underutilized scientific and skilled workforce.<\/strong> Also, li<strong>mited scholarships, rigid visa rules, and weak industry\u2013academia <\/strong>links hinder high-tech cooperation.<\/li>\n<li><strong> Energy and Climate Challenges: <\/strong>India\u2019s <strong>development priorities make EU-level climate standards harder to adopt<\/strong> quickly. Also, financing and technology transfer gaps slow India\u2019s energy transition.<\/li>\n<li><strong> Security and Defence Limitations: <\/strong>The EU has <strong>limited hard-power capability and no unified military posture<\/strong>, constraining its ability to provide security deliverables to India. <strong>Defence cooperation remains underdeveloped <\/strong>compared to India\u2019s partnerships with the U.S., Japan, or the Quad.<\/li>\n<li><strong> Balancing Standards and Realism: <\/strong>The EU\u2019s <strong>emphasis on norms and standards sometimes clashes with India\u2019s strategic autonomy<\/strong> and developmental priorities.<\/li>\n<\/ol>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Conclude ongoing negotiations<\/strong> on the FTA, IPA, and Geographical Indications to unlock trade and investment potential.<\/li>\n<li><strong>Scale up connectivity projects<\/strong> like IMEC and Green Shipping Corridors to ensure sustainable infrastructure links.<\/li>\n<li><strong>Enhance cooperation on emerging tech<\/strong> through regulatory harmonization, joint research, and responsible AI frameworks.<\/li>\n<li><strong>Institutionalize defence and security ties<\/strong> by operationalizing the Security of Information Agreement and the Defence Industry Forum.<\/li>\n<li><strong>Deepen talent mobility<\/strong> with simplified visa processes, joint education programs, and recognition of qualifications.<\/li>\n<li><strong>Promote trilateral and multilateral cooperation<\/strong> by linking EU, Africa, Middle East, and India in energy, digital, and maritime corridors.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>The India\u2013EU Strategic Agenda offers a roadmap to transform shared values into concrete outcomes across trade, technology, security, and people-to-people ties.
