Countries must work together faster to achieve targets on <strong>poverty, hunger, health, education, climate, and equality<\/strong>. <strong>South\u2013South and Triangular Cooperation (SSTC) <\/strong>helps countries <strong>share low-cost, easy-to-copy solutions <\/strong>to common development problems. SSTC supports practical action based on <strong>solidarity, mutual respect, and shared learning<\/strong>.<\/p>\n<h2><strong>South-South and Triangular Cooperation (SSTC)<\/strong><\/h2>\n<ol>\n<li><strong>South-South cooperation<\/strong> occurs when countries in the Global South \u2013 along with institutions and civil society organizations \u2013 exchange knowledge, technology and resources to solve common problems.<\/li>\n<li><strong>Triangular cooperation: <\/strong>This links Global South partners with a Northern country or a multilateral agency. The third partner adds finance or technical support, while Southern partners lead. This model amplifies good practice and strengthens trust and accountability.<\/li>\n<li><strong>Origins and recognition:<\/strong> SSTC was <strong>formalised under BAPA (1978)<\/strong>. The UN <strong>adopted September 12<\/strong> as the <strong>International Day for SSTC<\/strong>, keeping focus on shared learning and partnership.<\/li>\n<li><strong>Users and sectors:<\/strong> Governments, international organisations, academics, social partners, civil society, and the private sector use SSTC across <strong>decent work, lifelong learning, agriculture, human rights, urbanisation, health, climate change, social protection, and jobs<\/strong>.<\/li>\n<\/ol>\n<h2><strong>South\u2013South and Triangular Cooperation (SSTC)\u00a0 Achievements<\/strong><\/h2>\n<ol>\n<li><strong> Global funds and reach:<\/strong> Over three decades, <strong>47 governments<\/strong> contributed to the <strong>United Nations Fund for South-South Cooperation<\/strong>. These initiatives worked in <strong>over 70 countries<\/strong> and <strong>benefited people in 155 nations<\/strong>.<\/li>\n<li><strong>Financing aligned to Zero Hunger (SDG 2): <\/strong>In <strong>2024<\/strong>, the <strong>World Food Programme (WFP)<\/strong> mobilised <strong>US$10.9 million<\/strong> from <strong>Global South countries<\/strong> and the <strong>private sector<\/strong> for <strong>SSTC projects<\/strong> aligned with <strong>Sustainable Development Goal 2: Zero Hunger<\/strong>.<\/li>\n<li><strong>Other action:<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong> United Nations Sustainable Development Goals (SDG) pool funds<\/strong> for <strong>rice fortification<\/strong> and <strong>supply chain optimisation in Nepal<\/strong>,<\/li>\n<li>A<strong> UN India Development Fund project in the Lao People<\/strong><strong>\u2019<\/strong><strong>s Democratic Republic (Lao PDR)<\/strong> show a shared commitment to action.<\/li>\n<\/ul>\n<h2><strong>India\u2019<\/strong><strong>s role for SSTC<\/strong><\/h2>\n<ol>\n<li><strong>Development Partnership Administration: <\/strong>India(MEA) set up the <strong>Development Partnership Administration<\/strong> in the Ministry of External Affairs. It plans and delivers <strong>country-led, demand-driven<\/strong> development cooperation. This gives SSTC an institutional base.<\/li>\n<li><strong>India\u2013UN Development Partnership Fund: <\/strong>Since <strong>2017<\/strong>, the <strong>India\u2013United Nations Development Partnership Fund<\/strong> has financed <strong>over 75 demand-driven projects <\/strong>across <strong>56 developing countries<\/strong>, with a focus on <strong>Least Developed Countries (LDCs)<\/strong> and <strong>Small Island Developing States (SIDS)<\/strong>.<\/li>\n<li><strong>Digital diplomacy:<\/strong> India shares <strong>digital public infrastructure<\/strong> such as <strong>Aadhaar<\/strong> and <strong>Unified Payments Interface (UPI)<\/strong>. These tools are <strong>low-cost<\/strong> and <strong>scalable<\/strong>. Partners can adapt them to local needs.<\/li>\n<li><strong>Voice of the Global South:<\/strong> India <strong>hosted the Voice of the Global South Summits<\/strong> to bring Southern priorities together. It also led the push in its <strong>G20 presidency<\/strong> to secure the <strong>African Union<\/strong><strong>\u2019<\/strong><strong>s permanent membership<\/strong>. This amplifies Global South concerns in decision-making forums.<\/li>\n<li><strong>India\u2013WFP partnership:<\/strong> India works with the <strong>World Food Programme (WFP)<\/strong> to design and test solutions. Joint work includes <strong>Annapurti (Grain ATM)<\/strong>, <strong>supply-chain optimisation<\/strong> in the <strong>Public Distribution System<\/strong>, <strong>women-led Take-Home Ration<\/strong>, and <strong>national rice fortification<\/strong>. These improved food security in India and offer <strong>replicable models<\/strong> for other countries.<\/li>\n<\/ol>\n<h2><strong>Challenges to SSTC<\/strong><\/h2>\n<ol>\n<li><strong>Funding stress: <\/strong>Support for humanitarian and development sectors is <strong>reducing<\/strong>. This <strong>hampers pilot projects, scaling, and long-term capacity-building.<\/strong><\/li>\n<li><strong> Institutional and learning gaps: <\/strong>Many countries lack infrastructure, strong agencies, and trained people. New solutions are hard to absorb well.<\/li>\n<li><strong>No common framework: <\/strong>Because there is no shared global framework, monitoring, evaluation, and accountability stay weak.<\/li>\n<li><strong>Neutrality issues:<\/strong> SSTC is strongest when <strong>Southern partners lead<\/strong> and work by <strong>solidarity, mutual respect, and shared learning<\/strong>. If cooperation looks <strong>donor-driven or politicised<\/strong>, trust falls.<\/li>\n<\/ol>\n<h2><strong>Way forward<\/strong><\/h2>\n<ol>\n<li><strong> New opportunities and innovation: <\/strong>The <strong>2025 UN Day theme<\/strong> is <strong>\u201c<\/strong><strong>New Opportunities and Innovation through SSTC.\u201d<\/strong> Countries should <strong>try new ideas<\/strong> and <strong>back them with strong institutions<\/strong>.<\/li>\n<li><strong>Finance and accountability:<\/strong> Make <strong>more finance<\/strong> available for <strong>demand-driven projects<\/strong>. Build <strong>accountability and learning<\/strong> into every programme from the start. This helps projects <strong>improve, repeat, and grow<\/strong>.<\/li>\n<li><strong> Broader coalitions:<\/strong> Keep <strong>triangular partnerships<\/strong> active. Work closely with <strong>civil society, the private sector, and local communities<\/strong>. Keep cooperation <strong>people-centred<\/strong> and focused on real needs.<\/li>\n<li><strong>Focus areas for impact: <\/strong>Give priority to <strong>food security, nutrition, and resilience<\/strong>. India is <strong>deepening regional and global work<\/strong> in these areas. This keeps SSTC <strong>practical, scalable, and outcome-oriented<\/strong>.<\/li>\n<li><strong>Emerging areas to include: <\/strong>Bring <strong>digital economy<\/strong>, <strong>AI regulation<\/strong>, and <strong>climate financing<\/strong> under SSTC. Share <strong>low-cost, adaptable tools<\/strong> and simple <strong>rules-of-thumb<\/strong> across countries.
