Issues related with fertiliser subsidy:<\/strong><\/p>\n<ul>\n<li><strong>Nutrient Imbalance<\/strong>: By focusing heavily on urea, the subsidy system has encouraged an imbalanced use of fertilisers, with nitrogen being overused and phosphate and potash underused. This imbalance harms soil health and reduces agricultural productivity in the long run.<\/li>\n<li><strong>Financial Strain on the Government<\/strong>: Fertiliser subsidies are a significant financial burden on the government, <span style=\"color: #ff0000;\">amounting to \u20b91.88 lakh crore, or nearly 4% of the Union budget<\/span>. This high expenditure diverts resources away from other critical sectors, such as health and education.<\/li>\n<\/ul>\n<p><strong>4. <\/strong><strong>Environmental Harm<\/strong>: Excessive and imbalanced fertilizer use has severe environmental consequences:<\/p>\n<ul>\n<li><strong><span class=\"citation-894\">Groundwater Contamination:<\/span><\/strong><span class=\"citation-894 citation-end-894\"> Leaching of excess nitrates into groundwater, posing health risks (e.g. &#8220;blue baby syndrome&#8221;).<\/span><\/li>\n<li><strong><span class=\"citation-893\">Water Body Eutrophication:<\/span><\/strong><span class=\"citation-893 citation-end-893\"> Runoff of nitrogen and phosphorus into surface water bodies (lakes, rivers) leads to algal blooms, depleting oxygen and harming aquatic life.<\/span><\/li>\n<li><strong>Greenhouse Gas Emissions:<\/strong> <span class=\"citation-892\">Nitrous oxide (<\/span><span class=\"katex\"><span class=\"katex-html\" aria-hidden=\"true\"><span class=\"base\"><span class=\"mord\"><span class=\"mord text\"><span class=\"citation-892\">N<\/span><\/span><span class=\"msupsub\"><span class=\"vlist-t vlist-t2\"><span class=\"vlist-r\"><span class=\"vlist\"><span class=\"\"><span class=\"sizing reset-size6 size3 mtight\"><span class=\"mord mtight\"><span class=\"citation-892\">2<\/span><\/span><\/span><\/span><\/span><span class=\"vlist-s\"><span class=\"citation-892\">\u200b<\/span><\/span><\/span><\/span><\/span><\/span><span class=\"mord text\"><span class=\"mord\"><span class=\"citation-892\">O<\/span><\/span><\/span><\/span><\/span><\/span><span class=\"citation-892 citation-end-892\">), a potent greenhouse gas, is emitted from agricultural soils due to nitrogenous fertilizer use, contributing to climate change.<\/span> <span class=\"citation-891 citation-end-891\">Ammonia volatilization also contributes to air pollution and acid rain.\u00a0<\/span><\/li>\n<li><strong><span class=\"citation-890\">Soil Degradation:<\/span><\/strong><span class=\"citation-890 citation-end-890\"> Long-term overuse of chemical fertilizers can alter soil pH, increase salinity in some areas, and negatively impact soil microbiology and structure.<\/span><\/li>\n<\/ul>\n<p><strong>5. Fertiliser Diversion and Smuggling: <\/strong>A significant portion <span style=\"color: #ff0000;\">(20-25%) of subsidised urea<\/span> is diverted for non-agricultural uses or smuggled out of the country. This deprives farmers of necessary fertilisers and strains government finances.<\/p>\n<p><strong>6. Neglect of Micronutrients: <\/strong>Micronutrients like <span style=\"color: #ff0000;\">zinc, boron, and iron<\/span> are often overlooked, despite their crucial role in plant growth. Their deficiency is widespread and contributes to the decline in soil health and agricultural productivity.<\/p>\n<p><strong>7. High import dependency &amp; Global volatility = <\/strong>India does not produce enough fertilizers or their raw materials to meet its domestic demand:<\/p>\n<ul>\n<li><strong>DAP:\u00a0<\/strong>DAP is India&#8217;s 2nd most consumed fertiliser (Annual avg sale = 103.4 lt). A significant portion of the consumption comes from imports (57 lt) (because India has limited rock phosphate deposits). China has been one of the top supplier of phosphate fertiliser to India. However, China has put curbs on its exports &#8211; to ensure that its farmers has access to the product first &amp; also to meet the growing demand for phosphate in production of EV batteries. It resulted into shortage of key fertiliser DAP in India.<\/li>\n<li><strong>MOP (Muriate of Potash):<\/strong> India is <strong>100% dependent on imports<\/strong> for MOP, as there are no domestic potash reserves. Similarly, India imports about 90% of its phosphatic fertilizers.<\/li>\n<li><strong><span class=\"citation-904\">Vulnerability to Global Price Fluctuations:<\/span><\/strong><span class=\"citation-904 citation-end-904\"> This heavy import dependence makes India highly vulnerable to geopolitical events (like the Ukraine-Russia conflict, Gaza crisis), supply chain disruptions, and fluctuations in international prices of fertilizers and their raw materials (e.g., natural gas, phosphoric acid, rock phosphate).<\/span> This directly impacts the cost of fertilizers for farmers and the government&#8217;s subsidy bill.<\/li>\n<\/ul>\n<h2><span style=\"text-decoration: underline;\"><span style=\"color: #000000; text-decoration: underline;\"><strong><a id=\"h3\"><\/a><a id=\"toc4\"><\/a>What are the various GOVERNMENT INITIATIVES related to fertilisers in India?<\/strong><\/span><\/span><\/h2>\n<p><strong>1. Fertiliser Subsidy: <\/strong>The government provides a subsidy to fertiliser producers so farmers can buy fertilisers at lower prices. The subsidy<span style=\"color: #ff0000;\"> covers the difference between the cost of making<\/span> <span style=\"color: #ff0000;\">or importing the fertiliser<\/span> and <span style=\"color: #ff0000;\">the price farmers pay<\/span>. Subsidy on 3 basic fertilisers in India- <strong>Urea<\/strong>, <strong>DAP<\/strong> and <strong>Muriate<\/strong> of Potash (MOP) is discussed below:<\/p>\n<ul>\n<li><strong>Subsidy on Urea<\/strong>: Urea is the most widely produced and used fertiliser in India. It is subsidised only for agricultural use. The government pays a subsidy based on the cost of production at each plant, and urea is sold at a fixed Maximum Retail Price (MRP).The <span style=\"color: #ff0000;\">subsidized MRP of 45 kg bag of urea is Rs.242 per bag<\/span> (exclusive of charges towards neem coating and taxes applicable).<\/li>\n<li><strong>Subsidy on Non-Urea Fertilisers<\/strong>: Non-urea fertilisers, such as<span style=\"color: #ff0000;\"> DAP and MOP,<\/span> are generally sold at market prices, but the government has recently regulated them due to global price increases (especially after the Russia-Ukraine war). These fertilisers are <span style=\"color: #ff0000;\">covered under the <a href=\"https:\/\/forumias.com\/blog\/nutrient-based-subsidy-nbs-scheme\/#:~:text=Under%20the%20scheme%2C%20a%20fixed,(P%26K)%20fertilizer%20except%20Urea.\" target=\"_blank\" rel=\"noopener\"><strong>Nutrient-Based Subsidy (NBS) Scheme<\/strong><\/a><\/span>. The MoP is being sold at Rs 1,500-1,600 per bag, while the <span style=\"color: #ff0000;\">price of DAP is Rs 1,350 per bag.<\/span><\/li>\n<\/ul>\n<p><strong>Fertiliser subsidy schemes:<br \/>\n<\/strong><\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid; background-color: #f5f24e;\">\n<tbody>\n<tr>\n<td style=\"width: 18.7816%;\"><strong>Urea Subsidy Scheme<\/strong><\/td>\n<td style=\"width: 81.2184%;\"><strong>a.<\/strong> Under the Urea Subsidy Scheme, urea is sold at a statutorily notified uniform MRP (Maximum Retail Price). Farmers pay a subsidised price of \u20b9242 per 45 kg bag of urea, significantly lower than the market price.<br \/>\n<strong>b.<\/strong> The difference between the cost of production\/importation and the retail price is paid to the urea manufacturer\/importer by the government as a subsidy<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 18.7816%;\"><strong>Nutrient-Based Subsidy (NBS) Scheme<\/strong><\/td>\n<td style=\"width: 81.2184%;\"><strong>a.<\/strong> The NBS scheme was <span style=\"color: #ff0000;\">introduced in 2010<\/span> to address the nutrient imbalance in Indian agriculture.<br \/>\n<strong>b.<\/strong> Under this scheme, fertilisers are provided at subsidised rates based on the nutrients they contain, namely nitrogen, phosphate, potash, and Sulphur.<br \/>\n<strong>c.<\/strong> <span style=\"color: #ff0000;\">Fertilisers fortified with secondary and micronutrients are also given additional subsidies<\/span>. However, <span style=\"color: #ff0000;\">urea is excluded from the NBS scheme<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>2. Direct Benefit Transfer (DBT) of Fertilizer Subsidy:\u00a0<\/strong><span class=\"citation-928\">100% subsidy on various fertilizer grades is released to fertilizer companies <\/span><strong><span class=\"citation-928\">after actual sales are made to farmers<\/span><\/strong><span class=\"citation-928 citation-end-928\"> by retailers through Point of Sale (PoS) machines. Farmers are identified through their Aadhaar card at the retail outlet. The aim is to improve transparency, reduce diversion, ensure the subsidy reaches the intended beneficiaries, and track real-time sales data.<\/span><\/p>\n<p><strong>3. Boosting Domestic Production and Self-Sufficiency:<\/strong><\/p>\n<ul>\n<li><strong><span class=\"citation-925\">Revival of Closed Fertilizer Units:<\/span><\/strong><span class=\"citation-925 citation-end-925\"> A major focus has been on reviving defunct or sick urea fertilizer plants to increase domestic production capacity and reduce import reliance for e.g. Hindustan Urvarak &amp; Rasayan Limited (HURL), Ramagundam Fertilizers and Chemicals Ltd (RFCL), Talcher Fertilizers Limited (TFL).<\/span><\/li>\n<li><strong><span class=\"citation-921\">New Urea Policy (NUP) \u2013 2015:<\/span><\/strong><span class=\"citation-921 citation-end-921\"> For existing gas-based urea units, this policy aimed at maximizing indigenous urea production, promoting energy efficiency, and rationalizing the subsidy burden.<\/span> It has led to a significant increase in indigenous urea production.<\/li>\n<li><strong><span class=\"citation-920\">Potash Derived from Molasses (PDM):<\/span><\/strong><span class=\"citation-920 citation-end-920\"> To reduce 100% import dependence for Potash, indigenous production of Potash Derived from Molasses has been encouraged and included under the NBS scheme.\u00a0<\/span><\/li>\n<\/ul>\n<p><strong>4. Promoting Balanced Fertilizer Use and Soil Health:<\/strong><\/p>\n<ul>\n<li><strong>Neem-Coated Urea (NCU):<\/strong> The government mandated 100% neem-coating of all indigenously produced and imported urea.<\/li>\n<li><strong>Soil Health Card (SHC) Scheme:\u00a0<\/strong>Promotes soil test-based and balanced use of fertilizers, reduce overuse of chemical fertilizers, save costs for farmers, and improve soil health and productivity.<\/li>\n<li><strong>Promotion of Bio-fertilizers and Organic Manures:\u00a0<\/strong><span class=\"citation-915\">Schemes like <\/span><strong><span class=\"citation-915\">Paramparagat Krishi Vikas Yojana (PKVY)<\/span><\/strong><span class=\"citation-915\">, <\/span><strong><span class=\"citation-915\">National Project on Organic Farming (NPOF)<\/span><\/strong><span class=\"citation-915\">, <\/span><strong><span class=\"citation-915\">Mission Organic Value Chain Development for North-Eastern Region (MOVCDNER)<\/span><\/strong><span class=\"citation-915\">, and <\/span><strong><span class=\"citation-915\">Bhartiya Prakritik Krishi Padhati (BPKP)<\/span><\/strong><span class=\"citation-915 citation-end-915\"> provide assistance and promote the use of organic fertilizers and bio-fertilizers.<\/span><\/li>\n<\/ul>\n<p><strong>5. PM Programme for Restoration, Awareness Generation, Nourishment, and Amelioration of Mother-Earth (PM-PRANAM):\u00a0<\/strong><span class=\"citation-912 citation-end-912\">States\/UTs receive a grant equivalent to 50% of the fertilizer subsidy saved by reducing chemical fertilizer consumption (Urea, DAP, NPK, MOP) compared to the average of the previous three years.<\/span> This grant is to be used by states to promote alternative fertilizers and related assets.<\/p>\n<p><strong>6. One Nation, One Fertilizer (ONOF) \/ Pradhan Mantri Bhartiya Jan Urvarak Pariyojana (PMBJP):\u00a0<\/strong>Standardize fertilizer brands, reduce farmer confusion, reduce criss-cross movement of fertilizers (thus saving freight subsidies), and ensure a uniform appearance and quality perception for subsidized fertilizers.<\/p>\n<p><strong>7.
