Today, China\u2019s installed hydropower capacity is more than ten times that of India, highlighting a stark difference in policy direction, institutional efficiency, and political will.<\/p>\n<h2><strong>Historical Background<\/strong><\/h2>\n<ul>\n<li><strong>India:<\/strong> India began major dam projects post-independence such as <strong>Hirakud (1957)<\/strong> and <strong>Bhakra (1963)<\/strong>, envisioned as \u201ctemples of modern India.\u201d<\/li>\n<li><strong>China:<\/strong> China initiated its dam-building phase after 1949, with <strong>Sanmenxia (1960)<\/strong> as its first major project.<\/li>\n<li>Both nations initially faced design and operational challenges, but their trajectories diverged markedly post-1980.<\/li>\n<\/ul>\n<h2><strong>Divergence in Policies and Outcomes<\/strong><\/h2>\n<ul>\n<li><strong>Policy Orientation:<\/strong>\n<ul>\n<li>In the 1980s and 1990s, <strong>India shifted its focus from large dam construction to smaller water harvesting structures<\/strong> such as check dams and rainwater harvesting systems. Water Transfer Project.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<li><strong>Hydropower Capacity and Growth:<\/strong>\n<ul>\n<li>India\u2019s <strong>hydropower development stagnated due to administrative delays, financial constraints, and social opposition<\/strong>, leading to an installed capacity of only 42.72 GW by 2024.<\/li>\n<li>Meanwhile, <strong>China\u2019s political prioritization and centralized governance enabled rapid hydropower expansion,<\/strong> achieving an installed capacity of 435.95 GW, which is more than ten times that of India.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<li><strong>Policy Response to Failures:<\/strong>\n<ul>\n<li>India\u2019s approach to project failures was <strong>largely cautious and reactive, <\/strong>often risks.<\/li>\n<li><strong>Strong Institutional Framework:<\/strong> Centralised and accountable water governance system to ensure effective coordination, transparency and policy implementation.<\/li>\n<li><strong>Balanced Development Approach:<\/strong> Combine environmental protection with infrastructural expansion to achieve long-term sustainability.<\/li>\n<\/ul>\n<h2><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Comprehensive Water Policy Reform: <\/strong>Develop an integrated <strong>National Water Storage and
