&#8211; the dignity and moral value of work.<\/strong><\/li>\n<li><strong>Aim : <\/strong>To build a balanced, inclusive, and future-ready labour and employment ecosystem that protects workers, boosts productivity, and supports sustainable enterprise-led livelihoods.<\/li>\n<li><strong>Phased implementation<\/strong>\n<ul>\n<li><strong>Phase I (2025\u201327)<\/strong> focuses on institutional setup and social-security integration.<\/li>\n<li><strong>Phase II (2027\u201330)<\/strong> completes the nationwide rollout of universal social security accounts, introduces skill-credit systems, and establishes district-level Employment Facilitation Cells.<\/li>\n<li><strong>Phase III (beyond 2030)<\/strong> brings paperless governance, predictive analytics, and continuous policy renewal.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Key Highlights<\/strong>\n<ul>\n<li><strong>National Career Service (NCS)<\/strong> as <strong>India<\/strong><strong>\u2019<\/strong><strong>s Digital Public Infrastructure for Employment<\/strong> with open APIs, multilingual access, credential verification, skill alignment, and AI-driven innovation reaching Tier-II\/III cities, rural districts, and MSME clusters.<\/li>\n<li><strong>Creation of a universal account<\/strong> by integrating <strong>Employees Provident Fund Organisation<\/strong>, <strong>Employees State Insurance Corporation<\/strong>, <strong>Pradhan Mantri Jan Arogya Yojana<\/strong>, <strong>e-SHRAM<\/strong>, State welfare boards, and NCS into a unified Labour Stack.<\/li>\n<li>Implementation of the <strong>Occupational Safety and Health Code <\/strong>with risk-based inspections and gender-sensitive standards; AI-enabled safety systems; near-zero workplace fatalities as an outcome.<\/li>\n<li><strong>Increase women<\/strong><strong>\u2019<\/strong><strong>s labour-force participation to 35% by 2030 and <\/strong>expand entrepreneurship and career guidance initiatives for youth.<\/li>\n<li><strong>Promotion of green jobs<\/strong> and just-transition pathways; creation of millions of green and decent jobs.<\/li>\n<li><strong>MSME enablement<\/strong><strong>:<\/strong> Single-window digital compliance with self-certification and simplified returns for MSMEs;
