The <strong>Dedicated Freight Corridors (DFCs)<\/strong> are already operational and are <strong>expected to avoid 457 million tonnes of CO<\/strong>\u2082<strong> over 30 years<\/strong>.<\/li>\n<li><strong>Other greening measures:<\/strong> The Railways is introducing <strong>biofuel blends<\/strong>, applying <strong>green building standards<\/strong>, and <strong>redesigning infrastructure, operations, and processes<\/strong> to lower energy consumption.<\/li>\n<li><strong>Mission 41K (2017):<\/strong> The Ministry of Railways launched Mission 41K to save \u20b941,000 crore in energy costs over a decade by accelerating electrification, expanding renewable energy use, and improving efficiency through energy-efficient locomotives and LED lighting.<\/li>\n<\/ol>\n<p><strong>B) Finance &amp; institutions initiatives<\/strong><\/p>\n<ol>\n<li><strong>Sovereign Green Bonds:<\/strong> Since <strong>FY2023<\/strong>, the government has issued \u20b9<strong>58,000 crore<\/strong> in sovereign green bonds, of which <strong>about <\/strong>\u20b9<strong>42,000 crore<\/strong> has been allocated to <strong>electric locomotive procurement<\/strong> and <strong>metro\/suburban rail expansion<\/strong>, integrating climate goals into core capital spending.<\/li>\n<li><strong>IRFC\u2019s green financing role:<\/strong> The <strong>Indian Railway Finance Corporation (IRFC)<\/strong> began with a <strong>$500 million green bond in 2017<\/strong> to refinance the procurement of <strong>electric locomotives<\/strong>, and most recently it <strong>extended a <\/strong>\u20b9<strong>7,500 crore loan to NTPC Green Energy<\/strong> to develop additional renewable power capacity, demonstrating cross-sector low-carbon financing.<\/li>\n<li><strong>Multilateral support:<\/strong> In <strong>June 2022<\/strong>, the <strong>World Bank<\/strong> approved a <strong>$245 million<\/strong> loan for the <strong>Rail Logistics Project<\/strong>, which supports better rail freight infrastructure, reduces corridor congestion, and <strong>lowers greenhouse gas emissions<\/strong>.<\/li>\n<\/ol>\n<h2><strong>Impact of Indian Railways\u2019 green transition<\/strong><\/h2>\n<ol>\n<li><strong> Alignment with India\u2019s \u201cPanchamrit\u201d goals :<\/strong> Alarger rail share powered by clean electricity advances India\u2019s COP26 \u201cPanchamrit\u201d targets: <strong>500 GW non-fossil capacity<\/strong>, <strong>50% electricity from renewables by 2030<\/strong>, <strong>1-billion-ton CO<\/strong>\u2082<strong> reduction by 2030<\/strong>, <strong>\u226445% emissions-intensity cut by 2030<\/strong>, and <strong>net-zero by 2070<\/strong>. Rail is a major, durable demand anchor for clean power.<\/li>\n<li><strong> Lower logistics cost:<\/strong> A greener rail system <strong>lowers logistics costs<\/strong>; this directly <strong>improves India\u2019s export competitiveness.<\/strong> At the same time, Dedicated Freight Corridors <strong>attract industries to set up near rail nodes, creating regional manufacturing and logistics clusters.<\/strong><\/li>\n<li><strong>Fuel savings:<\/strong> Electrification and efficiency measures can <strong>save over <\/strong>\u20b9<strong>1 lakh crore cumulatively by 2030<\/strong>, <strong>easing fiscal pressure.<\/strong><\/li>\n<li><strong>Macro co-benefit: shifting trips away from the dirtiest mode share:<\/strong> With <strong>road transport responsible for the bulk of transport CO<\/strong>\u2082<strong> in India<\/strong>, every sustained percentage-point shift of passenger and freight demand to rail bends the national emissions curve and reduces externalities (air pollution, congestion, accidents).<\/li>\n<\/ol>\n<h2><strong>Way forward<\/strong><\/h2>\n<ol>\n<li><strong> Electrification with truly green power:<\/strong> Directly procure large-volume solar\/wind via long-term contracts (PPAs) so traction demand is met by renewables, not a coal-heavy grid..<\/li>\n<li><strong> Green last-mile, passenger &amp; freight<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Major stations should be redesigned as multi-modal green hubs that integrate electric buses, bicycle-sharing, and safe, pedestrian-first access.<\/li>\n<li>For freight, the first and last mile should use cleaner options such as electric trucks, LNG vehicles, and emerging hydrogen mobility so that rail\u2019s low-carbon advantage is not lost at the edges.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong> Accelerate rolling-stock &amp; efficiency innovation<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Pilot hydrogen fuel-cell trains<\/strong> on <strong>non-electrified branch\/heritage lines<\/strong> where full electrification is uneconomic.<\/li>\n<li>Adopt <strong>lightweight coaches<\/strong>, <strong>aerodynamic locomotive designs<\/strong>, and <strong>AI-driven energy optimisation<\/strong> to lower traction energy.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong> Data transparency:<\/strong> The Railways should publish route-level energy use, emissions factors, and savings through robust measurement, reporting, and verification (MRV). <strong>Open dashboards and third-party audits will build credibility, enable better planning, and help attract green finance.<\/strong><\/li>\n<li><strong> Financing &amp; value capture for green expansion:<\/strong><\/li>\n<\/ol>\n<p>Rail projects should use <strong>land-value capture around stations<\/strong>, <strong>station redevelopment revenues, and blended finance<\/strong> (sovereign green bonds, multilateral lines, and private capital) <strong>to fund electrification, renewables, and network upgrades.<\/strong> Clear green-taxonomy criteria and performance-linked financing can lower cost of capital and speed deployment.<\/p>\n<p>6<strong>.
